H.E MRS.JULIA DOLLY JOINER
COMMISSIONER FOR POLITICAL AFFAIRS
Nationality: Gambian
Date and Place of Birth: 11 November 1956, Bathurst (now Banjul), Gambia
Qualifications: Graduated with an MA in Linguistics; BA in French from Grenoble University, France. She also holds a Postgraduate Diploma in Health Planning and Administration from Leeds University, UK and undertook further professional training on planning methods, negotiation strategies and techniques for senior managers and women in senior management, among others.
Career: Mrs. Joiner has had a multi-disciplinary career spanning public administration and management, project planning, implementation and evaluation, research and development work. From 1981, she served in different capacities in the government service chief among which are Secretary General and Head of the Civil Service of the Gambia; Secretary to the Cabinet; Permanent Secretary at the Office of the President; Permanent Secretary and Head of the Diplomatic Service at the Ministry of External Affairs; Deputy Permanent Secretary at the Ministry of Youth and Sports; Health Planner and National Counterpart to the UNCDF Project Manager. She was also seconded under UNIFEM sponsorship, to the National Women’s Bureau as Coordinator for Projects and Programmes and has contributed to and co-authored various technical papers and policy documents. Mrs. Joiner has been the Commissioner for Political Affairs of the AUC since 2003.
