      What: The African Union Commission through the Department of Agriculture and Rural Development, in collaboration with AUDA-NDEPAD and the RECs, is convening a peer-to-peer learning and exchange workshop on NAIP/RAIP review and BR indicators development for CAADP Kampala Declaration, strategy and Action Plan 2026-2035.

      The workshop will provide a platform for Member States and RECs to share experiences, strengthen the alignment of NAIPs and RAIPs with the Kampala Strategy, and contribute to the ongoing development and refinement of BR indicators for the new CAADP monitoring framework.

      When: 16th – 19th December 2025
      Time: 09H00-17H00 (GMT+0)

      Where: Accra, Republic of Ghana (Oak Plaza Hotel).

      Objective:
      The overall objective of the workshop is to facilitate peer-to-peer learning and engagement among Member States and RECs on the review and implementation of NAIPs and RAIPs, with a specific focus on strengthening the development process of CAADP Biennial Review indicators for tracking the implementation of the CAADP Kampala Declaration, Strategy and Action Plan (2026–2035).

      Specifically, the workshop will:
      • Mobilize early inputs from CAADP stakeholders, technical working groups, academia, and civil society to shape relevant, measurable, and actionable indicators.
      • Enhance the capacity of Member States and RECs to mobilize internal and external resources to fund the BR process (data collection, cleaning, and validation) and related NAIP/RAIP activities through the development of short, results-oriented bankable proposals.
      • Identify effective strategies and networking mechanisms for resource mobilization to support the BR process and the implementation of NAIPs/RAIPs in the Kampala CAADP era.
      • Present the revised continental roadmap the development of Biennial Review indicators for tracking the implementation of the CAADP Kampala Declaration, Strategy and Action Plan (2026–2035).
      • Launchacallfornominationsofexpertstoparticipateinthethematictechnicalworking groups for the development process of Biennial Review indicators for tracking the implementation of the CAADP Kampala Declaration, Strategy and Action Plan (2026– 2035).

      Expected outcomes
      The expected outcomes of the workshop will include:
      • Improved understanding of the finalization of the roadmap for the 5th BR cycle and its linkage to the forthcoming 6th BR cycle indicators and processes.
      • Technical Working Groups (TWGs) to develop a new generation of BR indicators aligned with the CAADP Kampala Declaration, Strategy and Action Plan (2026–2035 set up.
      • Strengthened capacity and partnerships: Enhanced ability of Member States and RECs to mobilize resources and implement NAIPs/RAIPs effectively under the Kampala CAADP era.

      Background:
      The Comprehensive Africa Agriculture Development Programme (CAADP) remains the African Union’s flagship program for accelerating agricultural transformation, food security, and inclusive growth. Under the Malabo Declaration (2014–2025), Member States reaffirmed their commitment to the CAADP principles through seven targets focused on ending hunger, halving poverty, boosting intra-African trade, enhancing resilience, and promoting mutual accountability. The implementation of these commitments has been driven through National and Regional Agriculture Investment Plans (NAIPs and RAIPs).

      The Biennial Review (BR) mechanism, established under the Malabo Declaration, serves as the continent’s primary tool for mutual accountability, enabling Member States and Regional Economic Communities (RECs) to track progress in implementing CAADP commitments. Lessons from the first four BR cycles highlighted notable achievements but also persistent challenges related to coordination, data quality, limited financing for NAIPs, and inconsistencies in the use of reporting tools. The 4th BR Critical Analysis (June–September 2024) and subsequent technical workshops led to revised BR reporting tools and improved guidance for the 5th BR cycle and the production of the 5th BR Report for its endorsement.

      Participants:
      The workshop will bring together CAADP focal points, AUC and AUDA-NEPAD staff, RECs, IFPRI, AGRA, BR Task Force Team, regional experts, academic and research apex institutions, representatives of youth and NSAs, and resource mobilisation experts.
