Agenda 2063 is the blueprint and master plan for transforming Africa into the global powerhouse of the future. It is the strategic framework for delivering on Africa’s goal for inclusive and sustainable development and is a concrete manifestation of the pan-African drive for unity, self-determination, freedom, progress and collective prosperity pursued under Pan-Africanism and African Renaissance.
H.E. Mr. Paul Kagame, President of the Republic of Rwanda, was appointed to lead the AU institutional reforms process. He appointed a pan-African committee of experts to review and submit proposals for a system of governance for the AU that would ensure the organisation was better placed to address the challenges facing the continent with the aim of implementing programmes that have the highest impact on Africa’s growth and development so as to deliver on the vision of Agenda 2063.

REF: Consultancy Service for the Development of Reporting Guideline on the Implementation of the African Charter on Public Service and Administration.
The African Union through the Department of Political Affairs wishes to recruit a consultant who will be tasked to develop the reporting guidelines on the implementation of the provisions of the African Charter on the Values and Principles of Public Service and Administration. The African Charter on Public Service and Administration entered into force on 23 July 2016 after reaching the number of ratifications required which was (15). By adopting the African Charter on Values and Principles of Public Service and Administration, the African Heads of State and Government reaffirmed their political commitment to promoting the cause of good governance, principles and values of the public service, quality and innovative service delivery that meets the requirements of all stakeholders on the continent as well as among others.
2. The Commission now invites eligible Individual Consultants to submit Expressions of Interest for the assignment as per attached Terms of Reference (ToR).

5. The deadline for submission of proposals is on or before the 1500 hours on 29th September 2017. Late submissions will be rejected and returned unopened to bidders.
