    What: Sensitization and Motivation Campaign to encourage African civil society organizations to participate in the election for the 2nd General Assembly of the Economic, Social and Cultural Council (ECOSOCC) of the African Union.

    When: August – September 2014

    Where: The Sensitization and Motivation Campaign will be conducting through field missions to the AU regions. It will include the following AU Member States: Zambia, Zimbabwe, Namibia, Lesotho, Togo, Senegal, Cape Verde, Benin, Angola, Botswana, Madagascar, Mozambique, Uganda, Rwanda, Tanzania, Seychelles, Gabon, Congo, Equatorial Guinea, Sao Tome and Principe , Mauritania , Tunisia, and Sierra Leone.

    Objectives:

    The Campaign aims, among other things, to encourage the African civil society to participate in the election for ECOSOCC 2nd General Assembly. It seeks to gather sufficient pool of candidatures for the election from the AU Member states, in particular the least represented countries. The campaign will; explain ECOSOCC history, role and functions, as well as challenges of the current electoral process, options presented to Council at Summit, Council Decision and its direct implications for the Host State and region, the application process and eligibility criteria- OLC/ Interdepartmental Committee, Interactive Question and Answer sessions with CSOs on the role of ECOSOCC, what needs to be done and the way forward.

    Background:

    The ECOSOCC is an advisory organ of the African Union composed of different social and professional groups of the AU Member States. Established under the AU Constitutive Act, the Council is a channel for the African civil society to play an active role in charting the future of the Continent, organizing itself in partnership with African governments to contribute to the principles, policies and programmes of the Union. The Council is also responsible for forging strong partnerships between governments and all segments of the civil society, in particular women, the youth, children, the Diaspora, organized labor, the private sector and professional groups.

    ECOSOCC will elect its 150-members of 2nd General Assembly, from the African civil society organizations in the continent and Diaspora.

    In compliance with the Decision EX.CL/Dec.849(XXV), adopted by the 23st Ordinary Session of the AU Assembly, held in Malabo, Equatorial Guinea, 20-27 June 2014, on the election into the ECOSOCC, the AU Commission will be conducting sensitization and mobilization campaign in August and September 2014, to encourage greater participation and gathering a sufficient candidatures from the African CSOs.

    The Campaign has two main components. The first is an outreach component involving the use of the AU Regional and Liaison offices as instruments for the sensitization campaign in places where the AU has a physical presence or office. The second involves the deployment of on-ground mobilization campaign undertaken through field missions directed from the AU Commission headquarters in Addis Ababa.

    Media representatives in the stated AU Member States are invited to take part and cover the Sensitization and Motivation Campaign.

    ECOSOCC Call For Application for Election into the ECOSOCC Interim General Assembly

    ECOSOCC CALL FOR APPLICATION FOR ELECTION INTO THE ECOSOCC INTERIM GENERAL ASSEMBLY

    In furtherance of the Executive Council Decision EX.CL/Dec.716 of July 2012, the Chairperson of the Commission established an Interdepartmental Committee for verification and appraisal of eligibility requirements for ECOSOCC membership. The Committee consists of representatives of Office of the Chairperson, Legal Counsel, Internal Audit, Finance, Conference, CIDO and the Strategic, Policy Planning, Monitoring and Evaluation Departments.

    Furthermore, the Commission solicited applications from African Civil Society Organizations (CSOs) for membership in the ECOSOCC General Assembly. The call for applications was opened over a period spanning 01 July to 30 August 2012, 15 November to 15 December 2012 and 15 June to 15 August 2013 respectively. A total number of three hundred and three (303) applications from forty-two (42) were received and assessed over three (3) different meetings of the Interdepartmental Committee. As a result, sixty-four (64) qualified applications were received from twenty-three (23) countries. Out of the sixty-four (64) qualified applications, fifty-five (55) CSOs applied at the national level, three (3) at the regional level and six (6) at the continental level.

    However, the response did not attract a sufficient number and appropriate spread of candidates across the five regions of the continent for the conduct of ECOSOCC Election. The Commission expects that this fourth call will enable this process.

    Consequently, and in order to allow for greater representation of CSOs from the fifty-four (54) African Union Member States and ensure regional balance, the Commission has decided to re-open the ECOSOCC registration process for a period of three (3) month. The deadline for the receipt of applications for elections into the Interim ECOSOCC General Assembly is extended to 30 June 2014.

    In addition, the Commission also decided that the ECOSOCC General Assembly will be an interim body until a framework document on the modalities of Diaspora participation in the AU organs and activities is established.

    The Commission hereby calls on African Civil society Community to take advantage of the new deadline to effectively participate in the electoral process.

    Announcement: Call for Applications
    March 26, 2014 to September 30, 2014

    Dear All,

    Please find enclosed the Report of the Commission on the ECOSOCC Election Process submitted to the 21 Ordinary Session of the Assembly of the Union and subsequent Council Decision on the same.

    In accordance with this Decision the Commission is planning to take the following steps:

    a) Extend the call for applications until 30 September 2014.

    b) Carry out a sensitization and motivation campaign between July to September 2014. The period of July 2014 will focus on preparations and actual motivation and sensitization campaigns will be conducted as in August and September. We will be sending further information on the precise mission plan and actual dates, locations and regions.

    c) It is our expectation that the Interdepartmental Committee of the Commission on Verification and Appraisal will complete its work on determining eligibility of candidates by October 2014.

    d) Tentatively, actual elections will be conducted by the office of the Legal Council in November 2014. As part of the preparatory process, we will be liaising with the office of the Legal Council on election guidelines and election management procedures. As soon as we have the necessary details, we shall communicate the same accordingly.

    e) We invite the African Civil Society community to mobilize itself to support this process. New applications are welcome as indicated and we will keep you informed of developments and mission plans as soon as the planning process is completed.
