African ministers have welcomed the offer of Harvard Kennedy School (HKS) to help build innovation management capacity at national and regional levels.
“This collaboration will go a long way in helping high-level African officials strengthen their capacity in research, technology and innovation management,” said Dr. Martial De Paul Ikounga, African Union’s Commissioner for Human Resources, Science and Technology (HRST).
The offer was made by HKS’s Professor Calestous Juma during his keynote speech at the first meeting of the African Union’s Specialized Technical Committee on Education, Science and Technology (STC-EST) help in Addis Ababa on 27-30 November, 2015. The ministers requested the HRST Commission to work with HKS to develop modalities for the implementation of the cooperation which can form the basis for similar capacity building initiatives with relevant STI institutions.
HKS has launched the Technology, Innovation, and Entrepreneurship in Africa (TIE-Africa) Executive Program with a $1 million gift from the Schooner Foundation to HKS’s Belfer Center for Science and International Affairs.
“This support was inspired by the collaboration we have had with the Commission during the formulation and adoption of the Science, Technology and Innovation Strategy for Africa (STISA-2024),” Professor Juma informed the ministers.
The first three-day session of TIE-Africa will be held at HKS in September 2016. “The program will bring together senior leaders from across Africa to address critical challenges facing their economies and support them in their implementation of innovation strategies,” Professor Juma said. He said that the “focus will be on finding solutions to critical issues identified by member states.” “We look forward to working closely with the HRST Commission in identifying participants across Africa whose initiatives could have a major impact of development objectives,” Professor Juma added.
“We consider the collaboration with Harvard Kennedy School as an important step in working with some of the world’s leading universities to build our management capabilities. We look forward to expanding our collaboration of like-minded universities around the world,” he said.

PAU COUNCIL CONCLUDES EXTRA ORDINARY MEETING
Addis Ababa, 23 October 2015: The Pan African University Council met in extraordinary session from the 22nd to the 23rd of October 2015, at the Headquarters of the African Union Commission in Addis Ababa. The PAU Council reviewed recommendations it had received from the Technical Team set up under its mandate by the Commissioner for Human Resources, Science and Technology, H.E Dr Martial De-Paul Ikounga, and recognized the hard work and expertise of the Technical Team in carrying out the assignment of making concrete proposals for the development and advancement of the PAU.
The PAU Council endorsed proposed amendments to the PAU Statute and requested the Commissioner for HRST to work towards submitting the proposal to the relevant policy organs of the African Union during the January 2016 Summit for consideration and approval. The Council also deliberated on the issue of recruiting long-term academic staff for the PAU, in the broader context of developing financial, procurement and staff rules and regulations, as well as a strategic plan to guide the university’s future direction. Members used the opportunity to request the Commission to set up a similar experts’ team to work on ensuring the financial sustainability of the Pan African University.
The PAU Council noted the joint roadmap prepared by the government of the Republic of Cameroon and the PAU for the relocation of the Rectorate to Yaounde in March 2016, and reiterated an earlier request by the African Union Commission for the government of the Republic of Algeria to ensure the ratification of the Host Country Agreement it had signed with the Commission. This is to facilitate the operations of the PAU Institute for Water and Energy Sciences (PAUWES), hosted at the University of Tlemcen, in Algeria. The meeting finally called on the two parties to make joint preparations for the official launch of PAUWES in early 2016.
The Council is the highest governing body of the PAU, and has oversight of the policy, finances and properties of the university. It was constituted by the Chairperson of the African Union Commission, following the election of its President and Vice President by the January 2015 AU Summit. Members are drawn from among a cross section of stakeholders including the AU Commission, Regional Economic Communities, the PAU Rectorate, Institutes, Students, Host Universities, African academia, Partners, the African Diaspora, the Private Sector, and International Organizations.

The Pan African University Council will convene in an extra ordinary session from Thursday, 22nd October to Friday, 23rd October 2015, at the AUC Headquarters in Addis Ababa. The meeting will discuss among other things, issues bordering on the relocation of the PAU Rectorate, the operationalization of the fifth PAU Institute – for Space Sciences, in South Africa; long term academic staff recruitment; and amendments to the PAU Statute, to strengthen the University’s standards of academic freedom, autonomy and excellence.
At the end of the Council meeting, the President of the PAU Council, Professor Tolly S. Mbwette, will hold a press conference on Friday, 23rd October 2015, in Small Conference Room 4 at 1:00pm.

Dr. Martial De-Paul Ikounga, African Union Commissioner for Human Resources, Science and Technology, was a panellist on Ebola Session during World Health Summit in Berlin Germany
Addis Ababa, 14 October 2015 - Underscoring that the Ebola outbreak in West Africa in 2014 was the largest, complex and most severe crisis that was declared by the World Health Organization (WHO) a “Public Health Emergency of International Concern” and by the UN Security Council “threat to international peace and security”, Dr. Martial De-Paul IKOUNGA, Commissioner for Humans Resources, Science and Technology (HRST) of the African Union (AU), urged the regional actors to play a crucial role in strengthening the preparedness and response to outbreak of communicable diseases by urgently adopting policies that push for the strengthening of health systems, development of critical human resources and investment public health infrastructures. The Commissioner was speaking at a panel session on Ebola that took place during World Health Summit from 11 – 13 October 2015, in Berlin Germany.
Commissioner Ikounga said, “Member States should improve their surveillance and laboratory capacities that are required for detection, contact tracing, timely diagnosis and treatment of the cases”. Referring to the African Union, he highlighted that enhancing African solidarity through exemplary mechanisms such as ASEOWA an African Union Support to Ebola in West Africa initiative for mobilization of financial and technical was most welcome. Given that Ebola is a global health concern he further called for the mobilization of the entire International Community to double our efforts and provide a global response both in terms of preparedness and policy to deal with and prevent future occurrences.
“Strategically, scientific research in communicable diseases and vaccines should be vigorously promoted to develop new medical products, prevention and response tools, treatment and finding a cure”, the Commissioner emphasised. He underscored that the Heads of State and Government, adopted a 10-Year Science, Technology and Innovation Strategy-2024, as a research policy instrument, within the long-term AU Agenda 2063. Among its priorities, the strategy fosters prevention and control of diseases, and promotes communities to live-together, and build societies, through research in social sciences and humanities, with a view to influence behavioural change. He urged for support for the establishment and operation of the Africa Centre for Disease Control (CDC) to champion research and lead response to infectious diseases.
The Commissioner for HRST further underlined that, all these international meetings, resolutions made on Ebola, the expression of solidarity at the national and regional levels, and decision not to isolate the affected countries and stigmatize the population testified that throughout the world, the fight against Ebola became a political concern. He called for the sharing of data, expertise and lessons learned, beyond trade interests of research centres and pharmaceutical laboratories.

H.E Dr. Martial de-Paul Ikounga, Commissioner for Human Resources, Sciences and Technology addresses the G7 Science Ministers Meeting
Berlin, Germany 9 October 2015: - H.E Dr. Martial de-Paul Ikounga Commissioner for Human Resources, Science and Technology was invited by H.E. Prof. Dr. Johanna Wanka, the Germany Federal Minister of Education and Research, to the G7 Science Ministers. The Commissioner addressed the G7 Ministers on “Outreach Africa” as a mechanism to promote long term relation and to engage the G7 in Africa’s efforts to tackle the sustainable development challenges. The G7 Science Ministers’ meeting was a direct response to agree on their implementation of the outcomes of the Heads of state and Government in 2014. The meeting deliberated on key global topics such as “Neglected and poverty-related diseases; Global research infrastructures, digital infrastructures; Future of the oceans; marine litter, deep-sea mining and Clean Energy”.
In his statement, the Commissioner said that besides the positive economic and social development trend we are registering in Africa, the continent still remains a host of most Least Developed Countries (LDCs) and is still disproportionately affected by all known development challenges. To address these challenges, Africa just adopted a people centred long-term Agenda 2063 which requires action in many domains. To do so, “We ensured that this agenda is underpinned by Education, Science and Technology as enablers and tools for achieving its goals and deliver on the rising aspirations of African citizens and global expectations.
In this regard, the Commission developed requisite continental policy instruments for Education; Technical and Vocational Education and Training; and Science, Technology and Innovation (STISA-2024) to strategically and effectively contribute to the implementation of the Agenda 2063 and subsequently achieve the Global Sustainable Development Goals (SDGs) and create long-term economic benefits for the continent and beyond.
In conclusion the Commissioner underscored that concrete initiatives identified under the G7 Outreach Africa will provide all stakeholders with the opportunity to engage and collectively resolve global challenges and will have far reaching impact.

TEAM OF EMINENT ACADEMICSCONVENES TO PROPOSE WAY FORWARD FOR THE PAN AFRICAN UNIVERSITY
Ababa, 6th October 2015:A team of eminent academics have concluded a two-day meeting at the AU Commission in Addis Ababa, Ethiopia, during which they considered and made recommendations on a number of issues pertaining to the progress and development of the Pan African University. The meeting was convened by the Commissioner for Human Resources, Science and Technology, who was mandated by the PAU Council to set up a technical team which will consider and advise on the implementation of proposed amendments to the PAU Statute, recruitment of long-term academic staff for the University, allowances, entitlements and privileges of PAU Council members, and Terms of Reference of the various Committees of the PAU Council.
Addressing the team of experts, H.E Dr. Martial De-Paul Ikounga, Commissioner for Human Resources, Science and Technology, said the meeting was an opportunity to address pitfalls in the implementation of the PAU project and determine the future direction of the University. He expressed his trust and confidence in the team members’ ability to devise solutions to the needs and challenges of the PAU. Commissioner Ikounga implored the experts to work towards making the PAU a global model that befits the status of a continental University.
The President of the PAU Council, Professor Tolly S. Mbwette, conveyed the Council’s gratitude to the experts for their commitment to Africa and the Pan African University. He also extended the Council’s appreciation to the AU Commission for constituting the team of distinguished professionals whose members are adept in the technicalities of the various issues they have been assigned to work on. Professor Mbwette described the move as a source of great assurance that the Commission is willing, more than ever, to give the Council the support and assistance it needed to carry out its mandate.
The experts reviewed a number of relevant working documents, provided expert input and made proposals to the PAU Council, which is expected to convene in an extraordinary meeting later this month. Dear Colleagues, Partners and Friends, In celebration of Africa Youth Day, the African Union Commission will host a special gathering on 1 November, 2015. This is an opportunity to hear and see the great work that young people are doing across the continent! Africa Youth Day is a day set aside every year to promote the increased recognition of youth as key agents for social change, economic growth and sustainable development in all areas of African Society. It is an occasion to celebrate the youth on the continent, opportunity to contribute and channel youth motivation, energy and creativity towards the achievement of the African agenda. All young people contribute to shaping society to lead it towards political, social and economic renewal.
The purpose of this event is also, to contribute and channel the youth voices, energy and idealism to reinforce the efforts towards the achievement of sustainable development in Africa. The theme for the 2015 celebration is “African Year of Human Rights towards Agenda 2063 - the Africa We Want” with a special focus on the rights of Young Women. The chosen theme will nest on and magnify the preamble to the African Union First Ten-Year Implementation Plan for Agenda 2063.
This is a call for youth heroes advocating for, promoting and protecting human rights towards Agenda 2063 with a special focus on the rights of Young Women.
Africa Youth Day 2015 celebrations will take the format of an Expo. Young people from across the continent will do presentations, share photos and videos of the work that they are doing locally, regionally and continentally to promote and protect human rights. You and your organization can be a part of this celebration by sending a short description of the work you are doing accompanied by any pictures or videos that showcase your human rights work.

FIRST ORDINARY SESSION OF THE SPECIALISED TECHNICAL COMMITTEE ON EDUCATION, SCIENCE AND TECHNOLOGY
Thursday 1st October 2015: - AU Ministers responsible for Education, Science and Technology, and their relevant senior officials, Regional Economic Communities, as well as development partners, will converge on the Headquarters of the African Union Commission in Addis Ababa for the First Ordinary Session of the Specialized Technical Committee on Education, Science and Technology (STC-EST) from the 27th to 30th October 2015. The joint STC-EST meeting which is on the theme Linking Education to Research and Innovation, will take stock of the progress the continent is making in education, science and technology, and deliberate on how to better contribute towards attaining the AU Agenda 2063. The STC-EST session will also consider existing strategies and policies in Education, Science and Technology, namely the Science and Education Strategy for Africa (STISA 2016-2025) and the new Continental Strategy for TVET, in order to make recommendations on how African countries will organize themselves to contribute to and benefit from the AU Agenda 2063.
The AU took a Summit Decision EX. CL/Dec.420 (XIII) to reconfigure all Ministerial Conferences into ‘Specialized Technical Committees” with the objective of enhancing the methods of work, and improving sectorial relationships, synergies, effectiveness and efficiency. In this regard, Education, Science and Technology were merged under the Specialized Technical Committee on Education, Science and Technology (STC-EST). In accordance with the Summit Decision, “STCs are expected to work in close collaboration with the various Departments of the Commission so as to provide well-informed inputs in their areas of specialization to the work of the Executive Council towards a collective approach to Africa’s socio-economic development agenda. They should also be involved in monitoring programme development and implementation by the AU and RECs on behalf of the Executive Council”.
The first joint meeting of the Specialized Technical Committee on Education, Science and Technology will elect a new Ministerial Bureau for the running of the STC in the next two years, and agree on new mechanisms for partnering for greater complementarity between Education and STI sectors in the continent with special focus on the AU Agenda 2063 journey. Participants are expected to update the Ministers on the status of on-going programmes, as well as RECs and Member States’ performance in the education, science and technology sectors. They will further discuss AU Summit Decisions relevant to the conduct of education, science and technology on the continent, and consider among other things the education and TVET strategies, the STISA implementation plan, and the Africa Space Policy and Strategy.

Continental TVET Expert Working Group Inaugural Meeting
Addis Ababa, 21 September 2015 – The African Union Commission in partnership with the USAID-funded project, FHI 360’s African Union Partnership (AUP), is hosting an Inaugural Continental Technical Vocational Education Training (TVET) Expert Working Group Meeting from 21 to 23 September 2015. The experts are meeting to assist the AUC in the evaluation of the applications that were received when a call for a competition was made to uncover the 20 most promising models in TVET for the 21st century from the 5 AU regions. The selected model centres will serve as examples of best practice of TVET in Africa in order to provide examples and learning models for enhancing TVET development in Africa. An exhibition of the winning TVET centres will take place during the Specialised Technical Committee (STC) on Education and Science and Technology meeting from the 28th to the 30th of October 2015.
In his opening statement, the Acting Director of Human Resources, Science and Technology, Dr Mahama Ouedraogo said that the commission is committed to addressing the challenges in TVET sector to ensure that the TVET strategy responds to the labour market needs of the continent and beyond as envisaged in Agenda 2063. He added that to ensure a coordinated implementation of the strategy, it is important to have a team of experts to guide Member States in the formulation of national TVET policies, establishment of training coordination structures and implementation bodies that will be able to manage the TVET policy.
The ultimate goal of the Working Group is to contribute to a think-tank to help Member States and Regional Economic Communities (RECs) design and implement effective, ambitious, and innovative TVE.

CAMEROON READY TO HOST THE PAN AFRICAN UNIVERSITY RECTORATE
Yaounde, 19th September 2015: The Government of Cameroon has indicated its readiness to host the Pan African University (PAU) Rectorate, which is currently located at the AUC Headquarters in Addis Ababa, Ethiopia. Minister of Basic Education Adjidja Yusufa Alim, made the revelation in a meeting with the President of the PAU Council, Professor Tolly S. Mbwette, and other PAU Rectorate staff, who were on a two-day official mission to Yaounde. The PAU team also held discussions with the Cameroonian Prime Minister and Ministers of Higher Education, External Relations, as well as State Property and Land Tenure, on the modalities of relocating the Rectorate to Yaounde, and on deepening cooperation between the Cameroonian higher education sector and the Pan African University.

Following the discussions, the two parties agreed on a six-month roadmap, which will lead to the final relocation of the PAU Rectorate to Yaounde. Cameroon was designated host of the PAU Rectorate by the January 2015 Summit of the African Union, following a competitive bidding process involving five Member States.
In a similar development, officials of the Department of Human Resources, Science and Technology, the PAU Rectorate and a team of African academics have concluded a five-day curriculum review and development seminar at the PAU Institute for Governance, Humanities and Social Sciences (PAUGHSS) in Yaounde, Cameroon. More than thirty social science and curriculum experts from across Africa and the African diaspora were involved in the exercise, which sought to reformulate curricular for the existing Masters in Translation, Interpreting, and Governance and Regional Integration programs at PAUGHSS.

Workshop on Science, Technology and Innovation Strategy for Africa (STISA-2024) Priority One RUFORUM Implementation Plan
15- 16 September 2015, Sogecoa Golden Peacock Hotel, Lilongwe, Malaw: The Regional Universities Forum for Capacity Building in Agriculture (RUFORUM) in collaboration with the Ministry of Education, Science and Technology of Republic of Malawi and Lilongwe University of Agriculture and Natural Resources (LUANAR), organized a workshop from 15 – 16 September 2015 in Lilongwe on STISA-2024 Priority One. The objective of the meeting was to give the policy-makers and agricultural scientists to contribute to the development of a RUFORUM Implementation Plan in line with STISA-2024 Priority One that focuses on “eradication of hunger and ensuring nutrition and food security” in the continent.
The Commissioner for Human Resources, Science and Technology H.E. Dr. Martial De-Paul Ikounga, Commissioner for Human Resources, Science and Technology delivered a keynote address urging various implementing agencies to actively participate in the implementation of STISA-2024. The Commissioner noted that RUFORUM which envisions “a vibrant agricultural sector linked to African universities” can play a critical role in capacity building and supporting research in agriculture.
Hon Emmanuel Fabiano, the Minister of Education, Science and Technology of Republic of Malawi opened the meeting and urged the meeting to include the aspects of nutrition. He further underscored the commitment of Malawi to promote the development and use of science and technology in solving socio-economic development challenges. He also reaffirmed the readiness of Malawi to collaborate with all Member States in ensuring that science, technology and innovation plays a critical role in achieving the objectives of the long-term AU Agenda 2063.
