    The Bureau of Fifth African Ministerial Conference on Science and Technology (AMCOST V) convened in Addis Ababa

    Addis Ababa, 04th October 2013- The African Ministers responsible for science and technology convened today within the context of The Bureau of Fifth African Ministerial Conference on Science and Technology (AMCOST V), which kicks off today 4th October 2013, at the African Union Headquarter, Addis Ababa, Ethiopia.

    Welcoming the delegations, H.E. Dr. Martial De-Paul IKOUNGA, AU Commissioner for Human Resources, Sciences, and Technology, said that science and technology is essential tool for development, prosperity ad stability of our region. “Now Africa is thriving with imported technologies, our economic growth must spark off mass productivity and international competitiveness” the Commissioner emphasized. “We must assist the next generation to discover their own art and science. we must build a strong foundation for science in Africa” he added.

    Dr. IKOUNGA noted that the AUC is committed to ensure that science and technology contribute to our sustainable development.

    H.E. Mr. Bruno Jean Richard ITOUA, Minister of Scientific Research and Technological Innovation of the Republic of Congo and Chair of AMCOST V underlined in his opening remarks on importance of innovation and research development for the continent in order to be efficient and competitive, and African efforts to develop science and technology.

    AMCOST V discussed, among other issues, the progress report on the implementation of Africa’s Science and Technology Consolidated Plan of Action (CPA), and the New AU Science, Technology and Innovation Strategy for Africa 2024 (STISA-2024). The Ministerial Session also considered and adopted the report and recommendations of the AMCOST V Steering Committee meeting which held from 1-3 October 2013.

    AMCOST V was attended by the AU Ministers for science and technology, representatives of AU Commission, and related AU and UN specialised agencies.

    Meeting of the members of the Pan African University High Level Panel to review the Pan African University (PAU) process

    27 August 2013, Addis Ababa- Following the recent signing of partnership agreements with Germany and the African Development Bank for financing the Pan African University with 20 million Euros and 45 million US Dollars respectively, furthermore following a comprehensive evaluation of the ongoing activities of PAU and identification of challenges and opportunities, the Commissioner for Human Resources Science and Technology, H.E. Martial Ikounga, has convened a meeting of the members of the Pan African University High Level Panel to review the Pan African University(PAU) process.

    Operationalization of the PAU, which began with the launch in December 2011, has revealed the extreme complexity of this flagship programme of the African Union. To ensure that the original PAU vision and ideals are not compromised, it has become necessary to review the implementation of the roadmap of the Pan African University.

    The distinguished members of the PAU-HLP will therefore discuss and make concrete proposals on the way forward, and develop a new roadmap. The outcome of the current meeting will be later presented to a meeting of major stakeholders and Partners, including PAU Institutes, Host Member States, host Universities, the higher education community from Africa and the Diaspora, among others.

    The African Union Working Group on Space Meeting

    19 -20 August 2013, Addis Ababa - In March 2010, the Fourth African Ministerial Conference on Science and Technology (AMCOST IV) recommended the setting-up of a Space Working Group to develop a draft African Union Space Policy and Strategy. This is a timely decision since the policy and strategy will mobilize African countries to exploit their space resources in a more coordinated and systematic manner. Africa has to build its capabilities in space and harness space for its socio-economic development. In November 2012 (in Brazzaville), the Ministers attending AMCOST V took note of the terms of reference of the Working Group and further provided details and guidance on its membership and mandate. This is the third meeting of Working Group after meeting in Pretoria in December 2012 and Abuja in 2013. The Working Group agreed on a draft African Space Policy and a framework for developing a draft Space Strategy. These documents will be considered by the Ministers in charge of space matters in the continent and recommend them for adoption by the AU relevant policy organs.

    AUC Commissioner Discusses Establishment of PAIPO with Tunisian Authorities

    Tunis, Tunisia, 22 August 2013- The Commissioner for Human Resources, Science and Technology H.E. Martial Ikounga together with the Director HRST Dr. Hakim Elwaer and the Head of Education Division Dr. Beatrice Njenga held a critical meeting with the Director for African Union of the Ministry of Foreign Affairs of the Republic of Tunisia on 22nd August 2013.

    The purpose of the meeting was to discuss the way forward towards the establishment and hosting of the Pan African Intellectual Property Organisation (PAIPO). This is a particularly important organization for Africa that seeks, among other activities, to bring together the regional organizations that have been dealing with Intellectual Property Issues for a number of Member States. PAIPO will enable Africa to protect and enhance the benefit from its vast intellectual property and indigenous knowledge that has been exploited over the centuries worldwide with little or no benefit to Africa.

    The AUC delegation also discussed issues concerning the Pan African University, and the Africa India collaboration since Tunisia was selected to host an African-India Institute for Research at the Louis Pasteur Centre.

    PAN AFRICAN UNIVERSITY RECEIVES 45 MILLION DOLLAR BOOST

    Addis Ababa, Ethiopia 21 August 2013- The Pan African University received a major boost on Tuesday this week when a grant agreement for support from the African Development Bank, AfDB was signed by the AU Commissioner for Human Resources, Science and Technology of the African Union, Mr Martial de Paul Ikounga, and the Vice President for Agriculture, Human Development and Governance, Mr Aly Abou-Sabaa of the AfDB in Tunis. The agreement covers the bank’s support to the Pan African University amounting to 45 million USD.

    The Pan African University is a flagship programme of the African Union, which aims at ensuring that the African University is re-established at the core of Africa’s development, as a veritable instrument for achieving the AU vision of prosperity, peace and integration. The PAU’s mission is to exemplify excellence and nurture quality in African Higher Education and Research. This will be done through world class programmes at Masters and PhD level, organized under five thematic areas, and hosted in existing Universities in AU Member States. Already, three of the PAU thematic hubs have admitted their first batch of students in Kenya, Cameroon and Nigeria. These first three as well as the central governance of the PAU will benefit from the current support of the AfDB. The fourth and fifth hubs are expected to begin in 2014 in Algeria, and by 2015 in the southern Africa region.

    At the grant signing ceremony, the AfDB Vice President explained that the Bank’s human resource development programme has a strong focus on addressing unemployment among youth, seeing that African youth account for 60% of the unemployed. He mentioned the lack of technical and entrepreneurial skills and information on the job markets as the major cause for this situation, hence the AfDB would invest over 2 billion dollars in this area of skills development. This is the reason the AfDB is happy to support the Pan African University. The AfDB current grant agreement will support the first three institutes as well as the central governance of the PAU from the AU headquarters and the PAU Rectorate. The Bank VP called on the AUC to continue to ensure quality as well as gender equity in the PAU, towards meeting Africa’s development agenda.

    On behalf of the Chairperson of AUC, the Commissioner for Human Resources, Science and Technology said the AU is keen to build the PAU into an institution of first choice for Africans and other youth around the world, and to ensure it operates at par with the best universities in the world. The Commissioner also explained the linkage between the PAU and the revised AU Science, Technology and Innovation Strategy, to ensure internal coherence in continental programmes to address key development issues. The PAU will be one of the implementing instruments of the new Science, Technology and Innovation Strategy, whose operational framework will involve bringing together all African sectorial Ministries. This will ensure that higher education, research and human resource development are intimately linked to and informed by actual needs in the various sectors in order to demonstrate the central role of higher education, Science, Technology and Innovation in addressing Africa’s challenges and achieving Africa’s collective, ambitious vision.

    The Commissioner was accompanied by the Director for HRST, Hakim Elwaer, and the Head of Education Division, Beatrice Njenga, while the AfDB Vice President was accompanied by Director Agnes Soucat; Manager for the Division of Education, Science and Technology, Mr. Sawadogo; Lead Education Specialist Mr. Ettiene Porgo, and Chief Education Specialist Michel Guedegbe among other senior officials.

    First Ordinary Session of the Bureau of Conference of Ministers of Education of the African Union (COMEDAF V), Addis Ababa, Ethiopia

    The Bureau of the Conference of Ministers of Education of the African Union (COMEDAF) will be meeting in Addis Ababa on 18-19 July 2013, for the first time since the fifth ordinary session of COMEDAF V was hosted by the Federal Republic of Nigeria in Abuja, from 23-27 April 2012.
    The current COMEDAF Bureau composition isas follows:
    i. Chair - West Africa: Nigeria
    ii. 1st Vice Chair - Central Africa: Cameroon
    iii. 2nd Vice Chair - Southern Africa: Angola
    iv. 3rd Vice Chair - North Africa: Algeria
    v. Rapporteur - East Africa: Kenya

    The Bureau meeting involves the five Bureau Members and Regional Economic Communities. Also present as Observers are UNESCO, ADEA, Association of African Universities, UNICEF, AfDB and ACBF. NEPAD Agency as well as CIEFFA will also be present.

    The Bureau is mandated by COMEDAF to follow up on the implementation of collective decisions in education and act as an early warning mechanism to address challenges and constraints to implementation, both at regional and continental levels.

    The Bureau meeting this week will consider issues of implementation of TVET programmes and establishment of administrative structures of the Pan African University. Ensuring quality teachers for achieving the Africa we want will also be a matter for discussion, based on the report that will be present from the Pan African Conference on teacher Development (PACTED III).
