WHAT: National Launch of the Catalytic Actions of the AU-ILO-IOM-UNECA Joint Program on Labour Migration Governance for Development and Integration in Africa (JLMP-Action)

WHEN:  4-6 May 2022

WHERE: Lilongwe, Republic of Malawi

WHY: The African Union Commission will, working with the Government of Malawi, launch the Catalytic Actions of the AU-ILO-IOM-ECA Joint Program on Labour Migration Governance for Development and Integration in Africa (JLMP-ACTION).

To support Member States and Regional Economic Committees to improve their labour migration governance, the African Union Commission will launch the JLMP Action Project in Malawi. The JLMP Action project kicked off in June 2021 to contribute to the JLMP objective of strengthening effective governance, and regulation of labour migration and mobility, for enhanced sustainable development for inclusive economic growth and regional integration of the African Continent will roll-out the implementation. The project will roll-out the implementation of the first phase of the JLMP Strategic Framework and Monitoring and Evaluation Plan (2020-2030), led by the AUC and in collaboration with ILO and IOM, and with financial support from the Swiss Agency for Development and Cooperation (SDC). It will be implemented until December 2024 with two priority RECs namely, the Common Market for Eastern and Southern Africa (COMESA) and the Economic Community of Central African States (ECCAS), and five Member States namely Malawi, Cameroun, Cote d’Ivoire, Ethiopia, and Morocco.
The project focuses on the following core pillars:
Pillar 1: Support to selected MS and RECs on labour migration governance and regulation for women and men migrant workers in Africa.
Pillar 2:  Support Women and Men Migrant Workers to access social protection and mutual recognition of skills and educational levels.
Pillar 3: Support to Evidence-based labour migration management through increased utilization of labour migration disaggregated data and statistics
Pillar 4: Steering, coordination and implementation of labour migration issues and the JLMP.
FORMAT: The national launch will be structured around 3 main components:
1)    The official national launch of the project on the 4 May 2022
2)    The capacity building workshop for key stakeholders on labour migration governance and administration from the afternoon of the 4th May -6 May 2022
3)    The technical meeting with key stakeholders on labour market information systems (LMIS) on the 5-6 May 2022

OBJECTIVES OF THE MEETING
The objectives of the meeting are:
1)    To launch the JLMP Action project in the Republic of Malawi.
2)    To create awareness of the JLMP Action project among relevant stakeholders in the Republic of Malawi to gain buy-in and ownership.
3)     To garner support and commitment of relevant stakeholders for successful project implementation.
4)    To present the workplans and to gather feedback on feasibility of actions.  
5)    To identify and strengthen the network of actors contributing to the project.
