PROVISION OF TRAVEL AGENCY SERVICE TO THE PANVAFRICNA VETERINARY VACCINE CENTRE OF THE AFRICAN UNION (AU-PANVAC)

The Pan African Veterinary Vaccine Center of the African Union (AU-PANVAC) is a Regional Technical Office of the African Union reporting to the Department of Rural Economy and Agriculture. AU/PANVAC is founded on the belief that livestock health in Africa, with regards to major infectious vaccine-preventable diseases, can be substantially improved by the use of good quality vaccines and good laboratory diagnosis support. Its vision is: “To build a Recognized Reference Centre in the international arena for Vaccine quality control, technology transfer, production of diagnostic and surveillance reagents and capacity building, driven by and for African professionals.”

The Pan African Veterinary Vaccine Centre of the African Union (AU-PANVAC) now invites proposals from eligible bidders/ Travel Agents to provide Travel agency Services. More details on the services are provided in the attached Terms of Reference.

The financial and technical offers must be delivered in two separate inner envelopes to the address below on or before 5th May 2017 at 15:00 hour’s local time. Envelopes should be clearly marked with the Title of the procurement and procurement number.

AU-PANVAC shall sign a framework agreement for TWO years with a successful bidder with a possibility of extension subject to satisfactory performance.

Bidders are required to provide, but not limited to the following:

Valid registration documents,
Audited financial statements
Latest Tax Clearance Certificate.
Submission of a technical and financial proposal in the format provided in the bid document. (Technical and financial offers must be in two separate sealed envelopes)
Where bidders are bidding as a joint venture, a joint venture agreement or Memorandum of understanding is required. It should be clearly indicated who the lead bidder is.

Bids shall be valid for a period of 90 days. Bid opening will be on 5th May 2017, 15:30 local time in the presence of bidders or bidders’ representatives who will choose to attend, at AU-PANVAC Conference Room; late bids will be rejected and returned unopened to bidders.

A firm will be selected under Quality and Cost Based Selection Method and procedures described in this RFP.

Section 4 - Technical Proposal - Standard Forms
Section 5 - Financial Proposal – Standard Forms

The bid is open to all eligible firms from AU/UN affiliated countries.
