Malabo, Equatorial Guinea 6 to 8 December 2017: The second AU Humanitarian Law and Policy Training Programme took place from 6 – 8 December 2017 in Malabo, Equatorial Guinea.

The training was organized by the African Union Commission (AU), in close collaboration with the United Nations High Commissioner for Refugees (UNHCR), the Department of Political Affairs, the focal department on all matters related to Humanitarian Law within the African Union Commission and the AUCIL co-organized the training.

The Humanitarian Law and Policy training was preceded by the Sixth Forum of the African Union Commission on International Law (AUCIL) which took place from 4 to 5 December 2017 under the theme: “The Legal, Political and Socio-Economic Consequences of Migration, Situation of Refugees and Internally Displaced Persons in Africa.”

Designed as an initiative to build the capacity of Member States, the training programme consisted of six modules: Introduction to the African Humanitarian Situation; International Framework for protection and assistance of Refugees; Regional Framework for protection and assistance of Refugees; Case Study on Internal Displacement; International and AU Regulatory Framework on Internal Displacement; addressing root cause and durable solutions and implementation of AU Instruments.

The training was coordinated with the support of the Government of the Republic of Equatorial Guinea and formally declared open by H.E. Simeon Oyono Esono, the Ambassador of Equatorial Guinea to the Federal Democratic Republic of Ethiopia and Permanent Representative to the African Union and the United Nations Economic Commission for Africa.

The African Union Humanitarian Law and Policy Training project is an initiative of the African Union and the UNHCR and a key component of AU’s 10 years Plan of Action aimed at popularizing and promoting the implementation of AU normative instruments to strengthen governance of humanitarian issues in Africa. The training was also in line with strengthening the capacity of Member States prior to the celebration of the 50th and 10th anniversary of the 1969 OAU Convention and the Kampala Convention respectively in 2019.
