COMMUNIQUÉ of the 1st Standing Committee Session of the 3rd Permanent General Assembly of the African Union Economic, Social And Cultural Council (AU-ECOSOCC) Adopted in Lusaka Zambia.

The Standing Committee of the AU ECOSOCC, join hands as an advisory organ of the African Union to continue to call for peace to prevail in Sudan on the matter of peace and security situation in the country.
In its deliberations, the AU-ECOSOCC Standing Committee:
Recalled the statement of the Peace and Security Council dated 6th June 2019 emphasising the need to uphold respect the provisions of constitutive Act of the AU, the African Charter on democracy elections and governance and the LOME Declaration, which prohibits undermining the democratic principles and values of the union and prohibits any unconstitutional change of government.
Noted that, the AU peace and Security Council has suspended the participation of the Republic of Sudan in all AU activities until the effective establishment of a civilian government as the only solution to the current crises
Acting under the relevant Articles of the ECOSOCC statutes, the Standing Committee is:
1. Consterened and Concerned over the deteriorating security situation in Sudan following the incidents of the 03 June 2019, which led to the failure of the civil-military negotiations on the composition of a transitional government

2. Further Concerned about reports regarding the use of force, leading to death, injuries, detention of peaceful protestors, and obstruction of democratic tenets, rule of law and violation of human rights in Sudan.

Hereby:

3. Remind Sudan on the commitments it has ratified in the internal Covenant on Civil and Political Rights, which condemn acts of violence, murder and arbitrary detention
4. Call on the Transitional military council to put an immediate end to the presence of the armed groups and the militias, respect the international law that promotes, protects and upholds fundamental human rights
5. Further Advise for the establishment of an independent and credible investigation to swiftly investigate the ongoing human rights violations and bring to account the perpetuators
6. Urge all sections of Sudanese society to fully appropriate the peace and reconciliation process in the country in order to promote the culture of living together and a permanent dialogue between all parties.

7. Welcome the Appointment of mediators by the African Union, and IGAD, represented through the Ethiopian Prime Minister, His Excellency Abiy Ahmed, as chair of IGAD (IGAD), and the Ambassador El Hacen Lebatt, African Union Special Envoy to Sudan.

8. AU-ECOSOCC as an advisory organ of the African Union is ready to issue an advisory opinion through its peace and security cluster in order to facilitate the proper application of the peace and security council resolution and provide technical advice to the concerned parties to find solution that take into account the African and national vision which are consistent with the African and international covenant and treaties on democratic transformation and ensure equitable civil participation in governance
