The Bureau of the African Union Heads of State has appointed a Board of Trustees (the “Board”) to advise the Chairperson of the African Union Commission on the management of the Fund, and the Director of Africa CDC will be the secretary.

  • Fund allocation and disbursement shall be based on need and will be guided by the principles of transparency, timeliness, effectiveness, independence, accountability, and equity. The Fund shall apply the African Union’s procurement manual, and the relevant provisions for emergency procurement needed for effective management of public health emergency preparedness and response.
  • The Fund accounts will be domiciled in selected banks registered in Africa.
  • Any interest accrued from contributions to the Fund shall be credited to the Fund.
  • The Fund will be administered by the Chairperson of the African Union Commission, who serves as the Accounting Officer of the Union. The Chairperson shall ensure appropriate management of funds.
  • The Fund shall be subject to the African Union’s internal and external audits and the rules of accountability shall be applicable in accordance with the Union’s financial rules and regulations.
