        The launch of the first pilot program series on the use of the State Parties Assessment Tool (SPAT) on the implementation and reporting to the AU Charter on Public Service kicks off today, 10 May 2022 in Dar Es Salaam, United Republic of Tanzania.

        This capacity building aligns with the declaration of the Second Conference of State Parties to the Charter held on 29 April 2021 (Para 3) ‘inviting Tanzania, South Africa, Kenya, Namibia and Cameroun to pilot the operationalization of the SPAT’.

        The objectives of this training are to: (a) Familiarize participants with the provisions of the Charter and tools for effective reporting on its implementation; (b) Make participants understand when and how to conduct a state party assessment and the requirements for ensuring objective and impartial assessments; (c) Capacitate participants with the SPAT framework for assessing implementation performance and the detailed mechanics and technicalities of its administration; and (d) Learn how to summarize findings and conclusions into a factual, good quality and coherent implementation assessment report that meets the requirements of the AU Commission;

        Speaking on behalf of H.E. Amb. Bankole Adeoye, Commissioner for Political Affairs, Peace and Security, (AUC), Mr. Issaka Garba Abdou, Acting Head of the Governance and Human Rights Division thanked and congratulated the government and the people of the United Republic of Tanzania for its leadership and commitment towards the implementation of this important tool at national level. He extended warm greetings from Amb. Bankole Adeoye to the Minister of Public Service Management and Good Governance, President's Office of the United Republic of Tanzania and Chairperson of the AU- STC8 Sub-Committee on Public Service and Administration, Hon. JENISTA J. MHAGAMA  for hosting this seminar as well as for the hospitality received so far. He informed the meeting, that the objective of this Pilot Program is to provide participants from Tanzania with an in-depth appreciation and understanding of the Charter, the Reporting Guidelines for the Charter and the SPAT as a mechanism for effective reporting on the implementation of the Charter. 

        He reiterated the priorities of the African Union's Agenda 2063, which envisages an Africa, with solid institutions are at the service of the people, thus, our duty to make the ‘Public Service’ an important and effective means for the socio-economic development of our respective countries. He concluded by thanking all the experts/civil servants from the different public institutions in this training and in particular the Hon. Minister for the sacrifice and sterling efforts availed to make sure this first series of the pilot program on the use of SPAT is launched in the United Republic of Tanzania, considering the busy national schedule.

        In her opening remarks, Hon. JENISTA J. MHAGAMA, Minister of Public Service Management and Good Governance, President's Office of the United Republic of TANZANIA and Chairperson of the AU- STC8 Sub-Committee on Public Service and Administration, expressed her gratefulness as a country for the opportunity granted to them to roll out the Pilot Program on the use of the State Parties Assessment Tool (SPAT) in the United Republic of Tanzania. She recalled the different processes starting from the adoption of the guidelines in 2018 by the First Conference of State Parties, capacity building Seminar for States Parties on the Guidelines in 2019 and finally, the State Parties Assessment Tool (SPAT) that was approved by the Second Conference of State Parties on 29 April 2021.

        The Minister of Public Service Management and Good Governance highlighted the pivotal role of the Charter in strengthening the capacity and capability of the Public Service for the improved performance and service delivery at national level she reiterated. In conclusion, she reiterated the commitment of her office in particular to improve public service delivery, combat corruption, protect the rights of citizens as users of public service as well as promote good governance and sustainable development. She then declared ‘the Pilot Program on the use of the State Parties Assessment Tool (SPAT) for the United Republic of Tanzania officially open.

        This pilot program which ends on 13 May 2022, has gathered Public/Civil servants from the different Public Institutions in the United Republic of Tanzania as the key stakeholders or beneficiaries of this training.
