        Media opportunities:

        Dignitaries will deliver statements on the issue on the results of he 4th cycle of the Comprehensive African Agriculture Development Programme (CAADP) Biennial Review Report and propose a call of action. Media personnel are invited to attend the event.

        Context:

        The Comprehensive African Agriculture Development Programme (CAADP) is Africa’s policy framework for agricultural transformation, wealth creation, food security, nutrition, economic growth, and prosperity. In the last two decades, African Heads of States and Governments made two declarations that outlined two sets of commitments and targets towards the realization of food security and economic development as outlined in the Agenda 2063. The Maputo Declaration (2003-2014) focused on reducing chronic and severe malnutrition, reversing the continent’s status as a net food importer, and reducing Africa’s dependence on food aid by revitalizing the agricultural sector, including livestock, forestry and fisheries through special policies and strategies targeted at small scale and traditional farmers in rural areas and creation of enabling conditions for private sector participation.

        The 4th CAADP Biennial Review (B.R.) Report was endorsed by the Assembly of African Heads of State and Government at their 37th Ordinary Session of the Assembly of the African Union Heads of State and Government, held on 17-18 February 2024. The Biennial Review Report is a fundamental instrument that shows outcomes of different agricultural efforts and interventions on the continent to enable countries to track, measure and report progress achieved against agreed result areas, foster alignment, harmonization and coordination for peer review and mutual accountability and strengthen capacities for knowledge and data generation and recognize and award best performers in the continent.

        After two decades of CAADP implementation, the continent has made enormous progress in economic and agricultural growth, improvement in poverty and nutrition outcomes, expansion of agricultural trade, and public investments in agriculture. Africa is in a remarkably better position than at the time of the Maputo declaration in 2003; average incomes, agricultural output and productivity, agricultural trade and agricultural investments are significantly higher, while hunger and poverty have declined.

        The 2014 CAADP Malabo Declaration is coming to its conclusion in 2025, which provides the opportunity to look at the above challenges, emerging trends and opportunities to establish a new Agenda for the continent. Development of the Post Malabo Agenda provides an opportunity to validate the theory of change, relook at the commitment and outline the agenda, strategy and targets for the next 10 years. Post Malabo Agenda is expected to retain the strengths of the CAADP agenda while adjusting and deepening it to respond to emerging issues, including meeting the needs of sustainable food systems transformation in a context of accelerating climate change and risks of shocks from multiple sources.

        The African Union is organizing a combined official launch after the just-ended endorsement of the 4th BR Report and Post Malabo Agenda Development Roadmap by the HOSG during the 37th Ordinary Session to formally kick off the release of the 4th BR Report and the Post Malabo Process.

        Objectives:

        • Formal release of the 4th BR report to trigger and advocate for the increased utilization for dialogue, learning and advocacy to spur action
        • Highlight the important findings, and lessons from the 4th BR Report to help deepen understanding and frame the discussions/discourse, and next steps
        • Outline the vision, objective, general approach, coordination mechanism and timelines, and seek broader stakeholder engagement and rally support for the Post Malabo Process.
