        African Union Holds Continental Consultation on CAADP Kampala Result Framework and Biennial Review (BR)

        “Africa’s Future depends on what we choose to deliver today…” Commissioner Vilakati

        The Continental Consultation on CAADP Kampala Result Framework and Biennial Review (BR) Indicators successfully concluded in Windhoek, Namibia, held from 24-27 March 2026. The Four-day consultation workshop brought together African Union Member States, Regional Economic Communities (RECs), and technical experts, to consider and review  a harmonized framework for tracking progress on the Compressive Agriculture Development Programme (CAADP) Kampala Strategy and Action Plan (2026-2035).

        The workshop was organised by the African Union Commission (AUC), in collaboration with the African Union Development Agency–NEPAD (AUDA-NEPAD) and Regional Economic Communities (RECs).

        The consultation workshop focused on reviewing and refining the proposed CAADP Kampala Result Framework and BR indicators, which are critical tools for translating the continent’s agricultural commitments into measurable outcomes. These tools will enable robust monitoring, mutual accountability, and evidence-based decision making aligned with the African Union’s Agenda 2063 flagship programmes/priorities.

         

        The key outcomes of the consultation workshop included, among others:

        • Consensus on the structure and content of the CAADP Kampala Results Framework, ensuring alignment with the six strategic objectives and 22 targets outlined in the CAADP Kampala Declaration.
        • Agreement on governance and coordination mechanisms to streamline data collection, validation, and reporting process across national, regional, and continental level.
        • Development of a clear, time bound roadmap for implementing the first Biennial Review cycle under the Kampala Strategy, setting the stage for ongoing performance tracking and learning.
        • Enhanced understanding among participants of CAADP’s role as one of the flagship programmes under the Second Ten Year Implementation of the AU Agenda 2063, strengthening continental cohesion and shared ownership.

         

        In his statement during the opening ceremony of the consultation workshop, H.E. Moses Vilakati, Commissioner for Agriculture, Rural Development, Blue Economy and Sustainable Environment (ARBE) underscored the critical need to move the agenda beyond policy formulation towards concrete delivery in transforming Africa’s agrifood systems. He emphasized that Africa’s future hinges not on plans or discussions alone, but on effective implementation that ensures every African has access to safe, sufficient, and nutritious food. Despite over two decades of commitments since the adoption of CAADP in Maputo, more than 300million Africans remain food insecure, and the continent continues to spend nearly $100 billion annually on food imports. These figures, he stressed, are a call to action demanding clarity, courage, and collective resolve.

         

        Highlighting the Kampala CAADP as the flagship programme of the African Union for the second ten-year implementation plan of Agenda 2063, Commissioner Vilakati informed the meeting of his 100-day rolling action plan. This plan focuses on improving production and food security through soil health and mapping, youth empowerment through job creation, enhancing the blue economy, climate resilience, and resource mobilization, all aimed at reducing Africa’s food import bill. This 100-day rolling plan contributes to the implementation of , the Kampala CAADP action plan and should not be viewed as a separate parallel programme.

         

        The Commissioner also underlined the critical importance of investing in water and irrigation infrastructure, aligning with the AU Theme of the Year 2026: “Assuring Sustainable Water Availability and Safe Sanitation Systems to Achieve the Goals of Agenda 2063.” Strategic objective 1, 4, and 5 of Kampala CAADP places the water agriculture nexus at the heart of building resilient agrifood systems.         Hon. Ruthy Masake, Deputy Minister for the Ministry of Agriculture, Fisheries, Water and Land Reform, Republic of Namibia, highlighted the consultation workshop’s critical role in refining the Kampala Results Framework to ensure it remains responsive, measurable, and impactful across the continent. The Deputy Minister underscored the importance of the Biennial Review process as a key mechanism for tracking progress, enhancing accountability, and fostering peer learning among African countries. She further noted that such processes enable informed decision making to accelerate food security, economic growth, and sustainable development.

         

        Hon. Masake encouraged participants to collaborate, share knowledge, and build consensus on technical issues to strengthen the CAADP framework’s ability to deliver tangible results for African citizens.

         

        Representing the CEO of the African Development Agency (AUDA NEPAD) Dr. Manyewu Mutamba, Senior Program Officer, Food Security, reaffirmed the commitment of AUDA-NEPAD to accelerate Africa’s agricultural transformation process. Dr. Mutamba highlighted the importance of clarity when defining contributions, tracking progress, and fostering knowledge sharing to meet the ambitious targets set by the African Heads of State through the Biennial Review mechanism. 

         

        Mr. Gamundani Moses, Co-Chairperson of SADC, emphasized the critical timing of the workshop amid a continent-wide commitment to sustainable, inclusive, and resilient agri-food systems. Highlighting the importance of moving beyond declarations to actionable implementation, he underscored that the Results Framework and Biennial Review indicators are essential tools for accountability, guiding investments, and shaping policies across member states. “SADC reaffirmed its commitment to strong regional coordination and collaboration with all key stakeholders to ensure the success of the new framework among member states”, he added.  

         

         

        The outcomes of this continental consultation workshop mark a significant milestone in operationalizing the CAADP Kampala Strategy, that aims to build sustainable, inclusive, resilient, and prosperous agri-food systems across Africa over the next decade. By establishing a harmonized and pragmatic monitoring system, the continent is better positioned to accelerate agricultural transformation, drive investment prioritization, and enhance policy coherence.
