    Abuja+12 Special Summit: “African Leaders Commit to Take Actions Toward the Elimination of HIV and AIDS, Tuberculosis and Malaria in Africa By 2030”

    Abuja, 16 July 2013 – The African Union Special Summit dubbed Abuja +12 ended today, Tuesday 16 July 2013 at the International Conference Center (ICC) in Abuja, Nigeria, with a call for strong commitment of the “Abuja Actions toward the elimination of HIV and AIDS, tuberculosis and malaria in Africa by 2030”.

    The Heads of State and Government of the African Union, noted with satisfaction the progress made in the fight against HIV/AIDS, TB and Malaria since 2000 and in strengthening health systems, which has resulted in lives saved, enhanced productivity and improvement in quality of life on the continent.

    The African leaders noted that the achievements of the last 13 years in promoting access to HIV/AIDS, TB and Malaria services depended largely on the political will and commitment by Africa’s top leadership.

    They expressed concern that in spite of the tremendous progress made in the fight against HIV/AIDS, TB & Malaria, challenges Africa still remains one of the most affected regions in the world by HIV and AIDS, Tuberculosis and Malaria, thereby constituting major threats to national and continental socio-economic development, peace and security; among others.

    To this effect, the African Heads of State solemnly resolved to take serious action toward the elimination of the pandemics. These include: scaling up the implementation of the earlier “Abuja Commitments”; implement effective and targeted poverty elimination strategies and social protection programmes that integrate HIV and AIDS, TB and Malaria for all particularly vulnerable populations; increase access to prevention programmes targeting the youth, especially young women, to ensure an AIDS-free generation as well as eliminate mother-to-child transmission of HIV while keeping mothers alive.

    The African leaders further agreed to step up the mobilization of domestic resources to strengthen the health system while ensuring that strategies are in place for diversified, balanced and sustainable financing for health, in particular AIDS, TB and Malaria through development of strategic health investment plans and strategies for innovative financing, including from the private sector . They explored in particular, the importance South-South Cooperation and collaboration with the BRICS partners to scale up investment in African pharmaceutical manufacturing capacity, especially for generic essential medicines and other essential commodities as well as the use of effective insecticides for control of malaria, including the use of dichlorodiphenyltrichloroethane (DDT), where there is merit.

    Worth noting that, the Special Summit of the African Union on HIV/AIDS, TB and Malaria was held from 12 – 16 July 2013 in Abuja, Nigeria, 12-16 July 2013 under the theme: “Ownership, Accountability and Sustainability of HIV/AIDS, Tuberculosis and Malaria Response in Africa: Past, Present and the Future".

    A press conference addressed by Mr Hailemariam Dessalegn, Prime Minister of the Federal Democratic Republic of Ethiopia and Chairperson of the African union (AU), Dr. Nkosazana Dlamini Zuma, Chairperson of the African Union Commission (AUC); and Dr Goodluck Ebele Jonathan, President of the Federal Republic of Nigeria and host of the Summit, crowned the event.

    Consultation on strengthening the linkage between national, regional and continental efforts in conflict prevention and...

    Enhancing capacities for conflict prevention and mediation of the Africa Union and the Regional Economic Communities

    Addis Ababa, 21st June 2013 – The African Union Commission (AU) and the United Nations Development Programme (UNDP) will from 24 to 25 June 2013 organise a two day consultation on strengthening the linkage between national, regional and continental efforts in conflict prevention and mediation. The consultation will be held at the AU Headquarters in Addis Ababa, Ethiopia, Committee Room 2, Old Conference Building.

    Recent global analysis points towards a range of new emerging patterns or drivers of change in Africa that are affecting the development environment. Most of these trends have either a direct or indirect link with the re-occurrence of episodes of violent conflict or even war. They point to the realisation that lack of inclusive governance as well as lack of sustainable conflict transformation and consensus building skills are reducing the development gains in countries affected by conflicts.

    The various change processes in parts of the continent demonstrate the potential to lead to greater participation and more inclusive governance structures, and the possibility to contribute to peace and prosperity. However, without mechanism to peacefully handle the tensions resulting from shifting power dynamics, these changes can result in new levels of social disorder, violence and even war.

    For the AU and the UNDP, building on the successes and gains of the African Peace and Security Architecture (APSA) and its various mechanisms, the most effective way to prevent tensions from leading violent conflict lies in facilitating inclusive and sustained dialogue over the contentious issues.

    Dialogue can promote mutual understanding, build trust among the stakeholders and create options for constructive problem solving and joint action to prevent violence. This is why building and strengthening national capacities and mechanisms for structured dialogue to take place to peacefully settle conflicts lies at the core of strategically linking national conflict prevention capacities and mechanisms to the regional and continental peace and security architecture. This will contribute to building on the complementarity of national, sub-regional and regional efforts in supporting mediation and non-violent resolution of conflicts and tensions.

    This consultation will explore all these issues and more, and contribute a new understanding and action points on how to more effectively strengthen collaboration between the AU Commission and the Regional Economic Communities (RECs) as well as on how to integrate national conflict prevention and resolution mechanisms and capacities within the sub-regional and regional efforts.

    Lycee Guebre Mariam Students visit to the African Union

    Addis Ababa, 20 June 2013 – The class of 5th Grade from the Lycee Guebre Mariam school in Addis Ababa inclusive of thirty students and four teachers visited the African Union on Thursday the 20th of June 2013.
    An induction session was prepared for them in the AUC Briefing Room1 by the Director of Information and Communication of the AUC, Mrs. Habiba Mejri-Cheikh who warmly welcomed the pupils and engaged the young visitors in a question and answer session on the history, anthem, symbols, vision and missions of the AU. She informed the Lycee Guebre Mariam students about the celebration this year of the 50th Anniversary of the OAU now the African Union (AU) as well as the Africa 2063 Agenda.

    The pupils aged nine to ten years filled with curiosity about the Union, eagerly participated in the question and answer session before proceeding to the guided tour around the AUC Conference complex.

    Outside the Large Conference Hall, the Lycee Guebre Mariam class was taking a look on the paints and symbolic gifts by Member States displayed at the lobby of the New Conference Center and familiarizing with the portraits of the OAU founders as well as prominent African personalities. The children expressed compassion and great admiration with the portrait of former President of South Africa and current continental and world icon Mr. Nelson Mandela for his role during the liberation struggle and the fight against apartheid. They also admired other portraits of eminent and historical African heroes and heroines.

    The pupils received as souvenir some AUC publications with basic information about the Organisation. A group photo crowned the visit, with the Lycee Guebre- Mariam teachers promising to include the visit to the AU headquarters as part of a regular study trip giving that it is enlightening for their students

    AMISOM condemns attack on UNCC compound in Mogadishu

    Mogadishu, Somalia; 19th June 2013; The Special Representative of the Chairperson of the African Union Commission (SRCC) for Somalia, Ambassador Mahamat Saleh Annadif has strongly condemned today’s terrorist attack on the United Nations Common Compound in Mogadishu by Al-Shabaab terrorists.

    “We strongly condemn the cowardly attack on the United Nations compound in Mogadishu. These futile attacks by Al-Shabaab are only aimed at disrupting the ongoing efforts by the Somali people to recover from years of violence in Somalia and will not deter our collective efforts to continue supporting the people of Somalia rebuild their country” said The Special Representative of the Chairperson of the African Union Commission (SRCC) for Somalia, Ambassador Mahamat Saleh Annadif.

    Ambassador Mahamet Annadif praised the quick reaction of AMISOM Special Forces and Somali security forces and stressed that AMISOM will spare no efforts to stabilize Somalia.

    The African Union and AMISOM today stand with the Somali people,” said Amb Annadif, as he sent his condolences to those who had lost loved ones in the attack and his prayers for the quick recovery of the wounded.

    Chinese Language Class Officially Launched at the AUC

    CHINESE LANGUAGE CLASS OFFICIALLY LAUNCHED AT THE AUC

    Addis Ababa, 19 June 2013 – Within the framework of the China-Africa cooperation, the African Union Commission (AUC), in collaboration with the Addis Ababa Confucius institute and the Embassy of China in Ethiopia officially launched on 19 June 2013, the Chinese language programs. The ceremony took place at the headquarters of the AU in Addis Ababa, Ethiopia, in the presence of Mrs. Rekia Mahamoudou, Acting Director of Administration and Human Resources Management, African Union Commission (AUC), some AUC staff and Chinese officials.

    Mrs. Mahamoudou commended the initiative and thanked the Chinese officials for providing the language class which will help to facilitate cultural interaction with China.

    According to the representative of the Chinese Confucius institute, launching the Chinese language programs to the AUC is very significant as it will open new windows for Africans to learn and know the Chinese culture.

    A film on the history and socio-economic growth of the Chinese people was projected to the participants.

    High level meeting convenes to prepare for the Africa/Turkey Summit

    Addis Ababa, 19th June 2013 – A high level official meeting of Africa - Turkey partnership convened today Wednesday 19th June 2013 at the African Union headquarters with a focus on the preparations of the upcoming 2nd Africa-Turkey Summit.

    Ambassador Konjit Sinegorgis, permanent representative of Ethiopia to the AU and current Chair of the Permanent Representative Committee in her opening remarks appreciated the “excellent” bilateral relations between Turkey and most African countries. She further said "Ordinary citizens of Africa and Turkey as well as the rest of the world should know, appreciate and draw lessons from the strategic cooperation that exists between our continent and Turkey at multilateral level".(Find the full speech of Amb.     Ambassador Jean-Baptist Natama, Chief of Staff, Bureau of the Chairperson of the African Union Commission (AUC), in his statement said the AUC is witnessing the continuous progress of the partnership between African countries and Turkey at the bilateral level and the continuous increase in the volume and diversification of trade between the two sides. The Ambassador stressed on the need to create closer relations between African and Turkish business communities through organization of trade and investment promotion events and creation of joint structure for more opportunities for expanding trade and investment between the two sides.

    Ambassador Jean-Baptist Natama emphasized that the progress made by the current partnership between the two sides is to make sure that it meets Africa's expectations in terms of integration and development of the Continent.     Ambassador Birnur Fertekligir, Deputy under Secretary, Ministry of Foreign Affairs of Turkey on her part briefed the meeting on the project of Turkish International Cooperation and Development Agency (TICA) to the African continent. She further stressed on the need of close collaboration between her country and the African continent for a better and successful partnership in the different areas of mutual interest between the two sides.

    Addis Ababa, 18 June 2013 – The Deputy Chairperson of the African Union Commission (AUC), Mr. Erastus Mwencha, on behalf of the Commission, on Tuesday 18 June 2013, offered a luncheon to the joint AUC-Ethiopian Steering Committee tasked with organizing the 50th anniversary of the of the Organisation of African Unity (OAU) now the African Union (AU).

    The AUC Deputy Chairperson who is also the Chair of the Organizing Committee (OC) for the 50th Anniversary Comemoration invited all members of the OC from the AU Commission to take part in this important luncheon in the presence of the State Minister of Foreign Affair for the Federal Republic of Ethiopia, Ato Dewano Kedir, and some Commissioners of the AUC.

    Mr. Mwencha expressed appreciation for the good cooperation between the AU Commission and the Ethiopian Government that resulted to a successful commemoration of the OAU/AU Golden Jubilee. He thanked the co-Chair of the Steering Committee Dr. Tedros Adhanom Ghebreyesus, Minister of Foreign Affairs of Ethiopia as well as State Ministers Dewano Kedir and their collaborators in the different sectors, for their commitment during the preparatory phase of the celebration which helped to facilitate the successful implementation of the activities marking the event.

    WEBSITE FOR THE HIGH LEVEL MEETING FOR AFRICA ON ENDING HUNGER LAUNCHED

    Addis Ababa, 17 June 2013- From 30th June to 1st July, African and international leaders as well as other key stakeholders in the food security sector will meet at the African Union headquarters with a focus on renewing partnership for a unified approach to end hunger in Africa.

    The High Level Meeting on Renewed Partnership for a Unified Approach to End Hunger in Africa is jointly convened by the African Union, the Food and Agriculture Organization of the United Nations (FAO) and the Lula Institute. The meeting will commit to a set of principles, policies and strategies to resolve the problem of hunger by 2025, which will feed into the national and regional Comprehensive Africa Agriculture Programme (CAADP) Agriculture and Food Security Investment Plans.

    The meeting will also brainstorm ways to support African countries, their governments and organized civil society to incorporate successful experiences from other countries.

    Former Brazilian President Luiz Inácio Lula da Silva of the Lula Institute will deliver the keynote address on Ending Hunger through a Unified Approach, in which he will share the Brazilian experience.

    The major outcomes of the meeting will be:
    • A declaration expressing political commitment to promote and unify African and international efforts: to fight hunger; to share technology; to boost the resilience of rural communities; to build or rebuild rural livelihoods; and assure food security for urban populations.
    • Identification of immediate joint action to be taken in a specific place in Africa, to showcase the potential of this coordinated initiative.

    African Ministers and BADEA agree to support AUC effort to implement the Pan African Tsetse and Trypanosomiasis Eradication Campaign (PATTEC) Initiative

    Khartoum, Sudan, 15 – 16. June 2013 - African Ministers and representatives of 13 countries including; Burkina Faso, Burundi, Chad, Ethiopia, Ghana, Guinea, Kenya, Niger, Senegal, Soudan, Tanzania, Uganda and Zambia, officials of the Arab Bank for Economic Development in Africa led by the Director General, Mr Abdelaziz Khelef and African Union senior Staff led by Mrs Rhoda Peace Tumussiime, Commissioner for Rural Economy and Agriculture, who is also the head of the delegation, met on Sunday 16 June 2013, in Khartoum Sudan to discuss the support BADEA will provide for the implementation of the PATTEC Initiative in Tsetse and Trypanosomiasis Affected countries.
    The Director General of BADEA, Mr Abdelaziz Khelef in his presentation welcomed the Honorable Ministers, Commissioner and experts to the Bank. He stressed that since its establishment in 1975 has been to reinforce its working relation with the continental Organisation OAU/AU. He said that BADEA is fully aware about the seriousness and social destruction caused by the spread of Tsetse and Trypanosomiasis has responded positively to a technical assistance‘s request in favor of capacity Building in 2009 and 2010. The Director General of BADEA, said that in the presence of tsetse fly, neither human being nor livestock wealth can be developed. In that context, BADEA as a development institution will spare no efforts for the implementation of the PATTEC initiative and efforts of the African union in that direction.

    The representative of Ministers participating in the mission, Honorable Bright Rwamirama’s in his remarks thanked the Government of Sudan, BADEA and the Africa Union PATTEC Coordination Office of hosting this important BADEA, African Union Members States and AU Commission Officials to discuss a framework of BADEA’s support to the Initiative.

    Commissioner Tumussiime expressed appreciation for the commitments made by the Honorable Ministers, AUC Officials and BADEA which she said, is a demonstration of the significance of the mission to enhance partnership arrangements between participating parties for the achievement of our share goal to eradicate Tsetse and Trypanosomiasis in this region so as to unleash the region’s development potential. She recalled BADEA’s support to AU-PATTEC in activities that have assisted to build capacities of African countries to implement their Tsetse and Trypanosomiasis (T&T) interventions and stressed that affected countries represented at the Khartoum ministerial Meeting as well as others have committed own resources and support from partners to the implementation of the PATTEC initiative, but resources are inadequate owing to the multiplicity of other competing priority areas in our development realm.

    The AUC Commissioner expressed gratitude to BADEA for demonstrating willingness to provide more support to the PATTEC Initiative, AU-PATTEC Coordination Office and other development initiatives on the African continent in a true spirit of constructive partnership.
    She stated that DREA has a number of priority areas, but this mission is dedicated to seeking partnership arrangements to address the T&T problem that is one of the major constraints in Agriculture and Rural Development in Sub-Saharan Africa. “Tsetse and Trypanosomiasis decimate or weigh down the livestock sector which is both for food and incomes. Tsetse and Trypanosomiasis also affect human beings and when people are sick they are unable to be productive and this undermines economic development. Therefore, eradicating this scourge will unlock energies and resources towards agricultural production, productivity, food and nutrition security as well as poverty eradication” the Commissioner noted.
    During the opening ceremony, two presentations on BADEA and PATTEC’s activities were made by Dr. Hassan Wadatallah, Senior Economist and Dr. Hassane H. Mahamat, AU-PATTEC Coordinator respectively.
    In their statements, the honorable Ministers stressed the importance of the implementation of the PATTEC Initiative for their respective countries and the continent. They thanked the BADEA and the AU-PATTEC Coordination office for the Initiative and requested the Bank to provide Technical Assistance for the countries and AU-PATTEC Coordination as well as loans/grants to fund their respective projects for the eradication of Tsetse and Trypanosmiasis.
    The Director General of BADEA in his concluding remarks committed BADEA to contribute to the implementation of the PATTEC initiative as well as also to engage the Arab League and other Arab funds to support this worthy Initiative.

    Commemoration of the Day of the African Child

    Commemoration of the Day of the African Child Calls for the Elimination of Harmful Social and Cultural Practices in Africa

    Addis Ababa, 14th June 2013: Under the theme of “Eliminating Harmful Social and Cultural Practices Affecting Children: Our Collective Responsibility”, the African Union, together with a group of African children and partners, celebrated the 23rd Day of the African Child (DAC), today Thursday 14th June 2013, at its New Conference Centre Headquarter in Addis Ababa, Ethiopia.

    Organised by the Department of Social Affairs and the African Committee of Experts on the Rights and Welfare of the Child (ACERWC), DAC 2013 aims to draw attention on harmful social and cultural practices against children, and highlight the roles and responsibilities of various stakeholders. In particular, underscoring the roles and responsibilities of the States Parties to the African Charter on the Rights and Welfare of the Child (ACRWC) in order to combat and eliminate harmful practices against children in Africa.

    Officially opening the ceremony, H.E. Mustapha Sidiki Kaloko, AUC Commissioner of Social Affairs, said the continent's children continue to endure violence, humiliation and other ills perpetrated by and in the interest of the few in the name of cruel age-old traditions that have lost meaning and relevance.

    "We need to wake up and ensure that necessary and urgent steps are taken to eradicate injurious, violence oriented and harmful socio-cultural practices against the continent's children," he added. (see complete speech of Dr. Kaloko on the AU website: www.au.int ).

    Emphasized on the critical situations of African children, the Mr. David Throp, Country Director of Plan International said the ACRWC requires State Parties "to eliminate social and cultural practices affecting the welfare, dignity, normal growth and development of a child." The large majority of countries in Africa - 48 in total - have ratified the charter and other relevant human rights instruments, he said.

    Mr. Victory Koyi, Kenya National Director on his opening speech hit the proverbial hammer on the head pointing out that the list of harmful social and cultural practices in Africa that affect the wellbeing of children is endless. He emphasized that issues including forced marriages, honour killings and sexual slavery were some of the practices that have led to emotional and physical scars on children, and in some cases, their eventual death, he added.
    He urged African governments to ensure that departments dealing with children need to be highly prioritized in budgetary allocations. He concluded by quoting Nelson Mandela saying that “There can be no keener revelation of a society’s soul than the way it treats its children.”
    Dr. Benyam Dawit Mezmur Chairperson of the ACERWC, used this occasion to recall the 1976 uprisings in Soweto stating that the DAC further presents an opportunity to reflect on lived realities of African children today. He said protecting children from all forms of violence, including harmful practices is an imperative of human rights.
    He further stressed that while law reform and child friendly policies are important, they are insufficient on their own in guaranteeing the safety of children. In his conclusion, he stated that the year of Pan-Africanism declared by the AUC underscores the need to make progress on the unfinished business of creating an Africa fit for Children.
    The event, which was moderated by children, also featured presentations by Girls Not Brides, Save the Children, Africa Child Policy Forum, Inter-African Committee on Harmful Practices, Experts representing AU Member State and Partners, an Intergenerational Panel Discussions on the theme of DAC 2013, with participation of five children representing Northern, Southern, Eastern, Western and Central regions of Africa.

    The event was attended by high officials of the AUC, the ACERWC, representatives of AU Member States, UN agencies, Country Directors of international organizations, as well as children from Egypt, Kenya, Cameroon, The Gambia, Ethiopia, Mozambique and Zambia.

    It is to be recalled that the ACRWC, which has been ratified by 47 African countries as of today, recognizes the need to take appropriate measures to promote and protect the rights and welfare of the African child.

    DAC is celebrated each year since 1991 to raise awareness and urge everyone to make their utmost efforts in protecting the rights and the welfare of the child in Africa.

    Operationalization of the African Standby Force to effectively respond to crisis situations

    Addis Ababa, 13 June 2013 – The 14th International Forum for Africa dubbed (CIFA) of the Institute of Higher National Defence Studies was held in Paris, France from 6 to 13 June 2013. The guest speaker at this high-level forum, Mr. Jean-Baptiste Natama, Chief of Staff at the office of the Chairperson of the African Union Commission, presented an update of the implementation of the Continental Peace and Security Architecture (APSA) in general and the African Standby Force (ASF), in particular.

    After recalling the vision that underpinned the creation of the ASF, Mr. Natama underlined the objectives and the regional components of the Force. He stressed on the multipurpose nature of the FAA (civil military and police) and its missions. He explained that, some progress has been made in the operationalization of the ASF. A conference to that effect, known as the Continental Post Exercise Command called AMANI AFRICA (Peace in Africa in Swahili) was held in October 2010 in Addis Ababa. The conference marked the first stage of achievements showing the capacity of the Force. It also provided an opportunity for the Force to contribute to the policy decision of the AU with respect to the deployment of missions in the 4th scenario job the ASF.
    welcoming the progress made in the implementation of the APSA, Mr. Natama pointed out the major challenges that needs to be addressed to optimize the effectiveness of the ASF, namely: the strong financial and logistical dependence vis-à-vis partners; the malfunctions related to the disparity in military doctrines between Member States; the emerging of new challenges mismatching with the original mandate of the ASF among others. On the political and institutional levels, Mr. Natama underscored the difficulties of coordination between the AU and the Regional Economic Community and Regional Mechanisms for Conflict Prevention, Management and Resolution of Conflicts (RECs and RM), the disparity in the availability of logistics in the Member States and the political constraints in the Member States.

    Furthermore, the AUC Chief of Staff said, corrective measures have been taken to remedy the deficiencies identified during AMANI AFRICA exercise and to allow the ASF be fully operational by 2015. Mr. Natama concluded his remarks by stating that “there is need for the African leadership to provide the political will and means to ensure full implementation of the ASF for rapid and effective response to crisis situations. He underscored that the promotion of peace on the continent is a top priority, if Africa is to meet the challenge of development that was set during the commemoration of the fiftieth anniversary of the OAU / AU, in accordance with the Africa 2063 agenda, adopted during the just ended 21st AU Summit with the view of making Africa prosperous and peaceful so that it can plays a key role on the international stage.
