Background

The African Union has adopted Agenda 2063 as a vision to guide Africa’s integration over the next 50 years. The agenda builds on the achievements and inspired by the future development and innovations. Driving this agenda requires strong guidance from the African Union; it also requires strong leadership and implementation capacities at member state levels. Accordingly, there is an increasing need for stepping up capacity building and capacity development efforts at all levels.

The African Union Leadership Academy (AULA) is established to focus on capacity development both within the African Union Commission and at member state level, and to address standard professional development as well as specific priorities of the African union at any particular moments and the future.

Objective of the Assignment

This Capacity building program aims at supporting participants to build the requisite knowledge and skills to draft and adopt AU resolutions. A thorough analysis of the content, structure and processes involved in passing resolutions in order to reinforce an understanding of decision-making at the AU. Offering systematic methods that should enable the participants to more effectively articulate and communicate the interest of the African Union.

Scope of the Assignment

The service provider (consultant or firm) shall include all the services necessary to achieve the stated objective of this training program, and in so doing, shall execute the following:
a. Design and develop appropriate training programs and modules;
b. Deliver training to APRM staff of the African Union ;
c. Provide necessary training materials ;
d. Evaluate and submit both pre-training and post-training reports latest two weeks after the completion of the training program; and
e. Issue certificate of attendance to the participants.

Deliverables

The service provider is expected to provide on-site training on Drafting and Adopting AU Resolutions. At the end of the training program, the participants should be equipped with the skills as stated in the terms of reference and outlined in the training proposal.
The following deliverables are required under this assignment:

a. Develop training programs and modules.
b. Conduct and submit pre training assessment report.
c. Deliver on-site training session.
d. Provide adapted training materials
e. Flexibility for ease of participation and retention
f. Conduct and submit post training assessment report.
g. Issue certificate of participation
h. Assist the trainees so that they can better learn and retain the information provided.

Desired Outcome

By the end of the training, it is expected that participants are equipped with knowledge, competencies and orientations needed for:

Gain practical tips and valuable practice in minute taking.
• Take accurate and relevant minutes.
• Make efficient use of the pre and post meeting actions to improve quality of minutes.
• Present minutes concisely, clearly and in appropriate style.
• Address the frequent problems and issues when drafting and preparing minutes of meetings.
• Work effectively with the Chairperson.
• Develop a tool kit for personal use.
• Draft the preamble and operative parts of a resolution;
• Explain the structure of AU resolutions and the functions specific to its constituent parts;
• Identify and describe the various phases and evolution of a resolution text before adoption, including consultations, drafting, and voting;
• Recognize the status and category of any AU document based on the numbering system.

Desired Outcome
The training will be conducted for five (5) days scheduled tentatively for 19th -23rd of March 2018, in Johannesburg, South Africa.

Expectations from the African Union Commission

The African Union Commission will:
a. Provide the venue for the training, refreshments
b. Provide administrative support, including assistance in making appointments, organising and distributing documents, and other provisions necessary to facilitate the training.
c. Assist the training institution in ensuring full participating in the training.

Qualification and Experience of the Firm and Expert

The firm shall provide a training expert with the below qualifications and the training firm should have minimum of 20 years experience in providing similar training in the past.

Qualification of the Trainer

Education
• At least an advanced university degree (Doctorate, Master’s degree or equivalent) in the relevant fields.

Experience
• A minimum of ten (10) years of progressively responsible experience in Diplomacy and service delivery in both public and private service areas such as public service organizations;
• At least 5 years of extensive working experience in conducting trainings and consulting in provision of services by international and continental organizations;
• Proved experience in working with international organizations;
• Experience of knowledge of the African Union, its organs and its functioning mode is highly preferred;
Required Skills

• Skills in developing analytical and informative materials;
• Strong teaching skills preferably knowledge or experience in andragogy in non-formal environment
• Excellent communications skills;
• Initiative and resourcefulness;
• Bi-lingual trainers (French-English)

The African Union Commission now invites eligible Training firms to send their proposal in providing the services.

For evaluation of the expressions of interest the following criteria will be applied:

a) Experience of the firm in providing similar training (10 points)
b) General Education Qualification and Relevant Training of the trainer (10 points);
c) Experience of the training related to the Assignment (30 points);
d) Technical approach and methodology (30 points)
e) Work plan (20 points)

Interested firms are requested to submit the following documents for AUC’s consideration as part of their proposal.

a) Technical Proposal on:
• Experience of the firm
• CV of the Training
• Methodology to be used in undertaking the assignment
• time and activity schedule

b) Financial proposal
• Daily Training Fee in US $2,400
• Other costs e.g. travel and Daily Subsistence Allowance, if applicable.
• Total cost
