Mombasa, Kenya 23 April 2018: A technical meeting on the preparations for the 5th edition of the All Africa Public Service Day (AAPSIA) and the review of the draft reporting guidelines on the implementation of the African Charter on the Values and Principles of Public Service and Administration kicks off on 23 April 2018 in Mombasa, Kenya. Organized by the Department of Political Affairs of the African Union Commission, Secretariat of AU-STC8, the meeting aims to deliberate on the preparations of the 5th Biennial Continental All Africa Public Service Innovation Awards, to review and adopt the draft reporting guidelines developed by the consultant for the reporting mechanism for Member States that are party to the African Charter on the Values and Principles of Public Service and Administration.

This two-day meeting will lead to the proposal and consideration of the following key outcomes:
- a road map for the organization the 5th edition of AAPSIA;
- the revised draft guidelines for reporting on the implementation of the African Charter on Values and Principles of Public Service and Administration; and
- a road map on the preparation of the first Conference of State Parties to the Charter.

In his remarks, Mr. Issaka Garba Abdou, representing Dr. Khabele Matlosa, Director for Political Affairs of the African Union Commission, firstly expressed on behalf of the Commission his profound gratitude in the Republic of Kenya to have agreed to host the present meeting. He informed the meeting that the fifth (5th) AAPSIA award is scheduled to take place this year and is inspired by the African Union 2018 theme of the year, dedicated to fighting corruption in Africa namely: “Winning the fight against Corruption: A sustainable path for Africa’s transformation”.

Welcoming the participants, Mr. Michael. W. Ojiambo, Representative of the Chairperson of the Sub-committee on Public Service and Administration of Kenya welcomed all participants and thanked the members and experts of the AU-STC8 Sub-committee on public service and administration for their presence at this meeting. He recalled the importance of the Charter which lays the foundation for ethical and efficient public services, thus the urgent need to have these guidelines which will direct the implementation of its provisions at national level by AU Member States. He then wished all a fruitful deliberation during this technical meeting and declared the meeting officially open.
