Theme of the Year : AU Model Law on the Protection of Cultural Heritage has been drafted and is awaiting adoption

The Model Law is :
- Underpinned by Africa’s Agenda 2063 as its main framework
- Vests ownership of cultural property in the State or authorised persons only
- Provides for establishment of a competent National Authority for the protection of Cultural Property and Heritage
- Provides for community participation in preservation and protection of Cultural Property and Heritage
- Identifies avenues for funding processes of protection of Cultural Property and Heritage
- Provisions protecting undiscovered cultural property including underwater heritage
- Regulates handling of Cultural Property and Heritage in possession of private individuals and institutions
- Advocates for National Registers to capture all Cultural Property and Heritage in public or private hands;
- Establishing national databases
- Promotes integration of heritage education into the national curriculum
- Promotes documentation and translation of materials on Cultural Property and Heritage into African languages
- Advocates for the licensing and regulation of imports and export of Cultural Property and Heritage.
