  1. INTRODUCTION

The Economic, Social and Cultural Council (ECOSOCC) is an advisory organ of the African Union, established during the third Ordinary Session of the AU Assembly in Addis Ababa, Ethiopia in 2004 under the provisions of articles 5 (i) and 22 of the AU Constitutive Act. The organ is mandated to actively engage civil society in the processes and work of the Union, particularly with regards to Africa’s integration and development. ECOSOCC comprises various social, private sector and professional groups of member states of the union, and the African diaspora (Assembly/AU/ Dec.48 (III)) and functions primarily as a bridge through which the African Union can partner and engage with civil society organizations on the continent.

ECOSOCC’s mandate includes:

  • Contributing, through advice, to the effective translation of the AU’s objectives, principles and policies into concrete programmes, as well as evaluating those programmes
  • Undertaking studies and making recommendations
  • Contributing to the promotion and realization of the AU’s vision and objectives
  • Contributing to the promotion of human rights, the rule of law, good governance, democratic principles, gender equality and child rights
  • Promoting and supporting the efforts of institutions engaged in reviewing the future of Africa and forging Pan-African values in order to enhance an African social model and way of life
  • Fostering and consolidating partnership between the AU and CSOs
  • Assuming functions referred to it by other AU organs.
  1. PROJECT BACKGROUND

The roll-out of the SAP ERP Financial and Controlling module (FI/CO) for ECOSOCC was completed in December 2021 and the financial transaction for the F/Y 2021 migrated from the manual system to the SAP system. Best practice requires segregation of roles in transaction processing to achieve a satisfactory level of internal controls. It is against this backdrop that this consultancy is necessitated to mainly render support in transaction processing and Financial Management pending the recruitment of substantive staff under the approved organization structure for ECOSOCC.

  1. OBJECTIVE OF THE ASSIGNMENT

The objective of the assignment is render support in transaction processing, accounting and overall financial management in line with the International Public sector accounting standards (IPSAS). To achieve this objective, ECOSOC wishes to engage the services of individual competent consultant(s) to render the support services.

  1. SCOPE OF SERVICES AND TASKS

The expected scope of service and tasks are as follows;

  • Prepare payments for goods and services in the line with the applicable African Union Rules, Regulations and Policies.
  • Ensure all financial transactions are posted to SAP.
  • Prepare monthly bank reconciliation statements.
  • Prepare Budget forecasts and certify availability of funds.
  • Prepare periodic subvention requests to AUC.
  • Conduct reconciliations for mission imprest advances and post mission expenses to SAP.
  • Prepare monthly financial statements for management and quarterly financial statements for submission to AUC.
  • Any other duties that may be assigned by the supervisor.
  1. DELIVERABLES FOR THE ASSIGNMENT

The deliverables for this engagement will include:

  • Transaction processing, monthly bank reconciliations and monthly/quarterly financial statements.
  1. DURATION OF THE ASSIGNMENT

The duration of the contract shall be executed 6 (six) months.

  1. CONSULTANT REPORTING OBLIGATIONS
  • The Consultants shall produce report according to his or her tasks obligations to the Head of Finance on a monthly basis on the tasks identified under Section 4.0.
  1. QUALIFICATIONS REQUIREMENTS OF THE CONSULTANTS

1.1. Key Qualifications and Skills

  • A University Degree in Accounting, Finance or related field;
  • Professional qualification such as CIMA, ACCA or equivalent will be an added advantage
  • Candidates must have at least 3 years of progressive work experience in accounting or financial management.
  • Proficiency in SAP with special emphasis on FICO Module
  • Knowledge of MS Excel and spreadsheet is strongly desired
  • Proficiency in English
  • Knowledge of the AU Financial Rules and Regulations will be an added advantage.

1.2. Evaluation and Qualification Criteria

For evaluation of the expressions of interest the following criteria will be applied:

  • Education and Relevant Certification (40 Points)
  • Experience related to the Assignment (60 Points)

  1. Travel Requirements

The assignment will be 100% based in Lusaka. The consultant is therefore required to work and live in Lusaka.

In any eventuality, that the Secretariat feels the consultant works virtually, this will be communicated and agreed prior. For consultants based out of Zambia and are required to travel, an economy class travel ticket will be covered by the Secretariat in accordance with AU rules and regulations.
