ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR SAP GRANT MANAGEMENT IMPLEMENTATION SERVICES

The African Union Commission has received financing from the World Bank toward the cost of the "Support for Capacity Development of the African Union Commission and Other African Union Organs Project (P126848)", and intends to apply part of the proceeds for consulting services.

Objective of the Assignment

The main objective of this TOR is to source for professional consultancy service from a SAP Support partner or a SAP preferred vendor to provide implementation services for Grant Management solution.

Scope of the Assignment

The services to be rendered by the successful bidder include but not limited to;

i. Project Preparation
ii. Preparation of a Business Blueprint for the Grants Management module and its integration to the existing SAP functionality
iii. Project Realization in accordance with the approved Business Blueprint
iv. Final Preparation (including training, authorizations)
v. Go-live Support.

The African Union Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. Core business and years in business
2. Qualifications and Specific experience in the field of the assignment
3. Technical and managerial organization of the firm
4. General qualifications and number of key staff

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011. The Guideline is available on www.worldbank.org/procure. “Consultant Guidelines”, setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
