INVITATION TO REPRESENTATIVES OF THE MEDIA

What: The 10th Forum of the African Union Commission on International Law (AUCIL)
Theme: “International Law, Alternative Justice, and Armed Conflicts”

When:  20-21 May 2024

Where:   AU Headquarters, Addis Ababa, Ethiopia

Time:     10:00. am. – 5: 00.pm. (EAT)

Who:   The Forum is organized by the African Union Commission on International Law (AUCIL)

Objectives:

The main objective of the Forum is to analyze the multifaceted issues raised by the development of alternative and transitional justice systems and their adequacy with current international legal frameworks, particularly with regard the promotion of accountability, reconciliation and the protection of victims' rights in societies beset by numerous armed conflicts. Other objectives are to:

  1. Evaluate and discuss the effectiveness of alternative justice mechanisms in addressing legal challenges arising from armed conflicts;
  1. Analyze the intersection between international humanitarian law, human rights law, and transitional justice in post-conflict situations;
  1. Discuss the role of AU and its Member States in implementing international legal mechanisms for addressing armed conflicts and ensuring accountability;
  1. Explore innovative approaches to promote accountability and reconciliation in post-conflict societies;
  1. Identify challenges and opportunities for the development of international law in the context of armed conflicts in Africa.

Expected Outcomes:

The expected outcomes of the Forum include:

  1. A better understanding of the nexus between alternative justice and the resolution of armed conflicts on the Continent;
  1. An objective assessment of the contribution of alternative justice to the management of armed conflicts on the Continent;
  1. Concrete proposals for alternative justice adapted to African contexts that could be put forward to Member States.

Participants:

Legal Advisers of Ministries of Foreign Affairs of AU Member States; Lawyers with specialization in International Humanitarian Law (IHL); Military Legal Advisors; Human Rights and Human Rights Commissioners; Judges; Experts on gender and conflict;
 Member States representatives; Educational and Research Institutions (Academic Scholars, Law Faculties from AU Member States, African Researchers of the continent and the Diaspora, Research Centres on International Law in Africa and elsewhere); International, Regional Organizations and Non-governmental Organizations, among others. 


Background:

The AUCIL Forums have been organized annually since December 2012 for a wider discussion of issues pertinent to Africa in the application and development of international and African Union law. It is a platform for discussion and interaction on issues of global interest for Africa, viewed through the prism of international law and African Union law, with a view to raising awareness of the need to accelerate regional integration by guiding African decision-makers on the legal implications of regional integration.
