Theme: “Advancing AfSEM and CMP Implementation: Strengthening Regional Power Markets for a Unified and Sustainable African Electricity Future”

What: The African Union Commission (AUC), through its Department of Infrastructure and Energy, will convene a High-Level Technical Meeting on the African Single Electricity Market (AfSEM) and the Continental Power System Master Plan (CMP). This key event marks the inauguration of the AfSEM High-Level Technical Oversight Committee, aimed at accelerating efforts toward a unified, competitive, and sustainable electricity market across Africa.

When: 30 June-1 July 2025

Time: 08:30–17:00 hrs daily    

Where: AUC Headquarters, Addis Ababa, Ethiopia

Why: The high-level technical meeting aims to operationalize AfSEM and CMP, ensuring alignment of strategic, technical, regulatory, and financial elements to achieve the African Union's energy transition goals. It will convene key stakeholders to drive policy harmonization, mobilize investments, and define implementation roadmaps. The meeting will update Member States on progress and seek political support for the energy transition.

Objectives:
1.    Launch and institutionalize the AfSEM High-Level Technical Oversight Committee
2.    Review progress and refine implementation tools and guidelines for AfSEM and CMP
3.    Strengthening regional collaboration on regulatory harmonization and cross-border electricity trade
4.    Promote renewable energy development and de-risking instruments for investment
5.    Align AfSEM strategies with AU Agenda 2063 and energy transition goals

Key sessions will include:
•    AfSEM governance and stakeholder engagement.
•    Renewable energy strategies and policy harmonization.
•    Market de-risking tools and financial market mechanisms.
•    Regional regulatory and power trading frameworks.
•    Breakout discussions on implementation strategy and rollout plans.

Expected Outcomes:
1.    Validated strategic roadmap and technical guidelines for AfSEM implementation.
2.    Institutional coordination framework and support packages for RECs and Member States.
3.    Political and financial commitment to regional energy market integration.
4.    Policy recommendations for endorsement at the AU Specialized Technical Committee (STC) in October 2025.

•    Senior officials from the African Union Commission, Senior Officials from the Regional Power Pools, AUDA-NEPAD, UNECA, AfDB, AFREC, APUA, AFUR, AEEP, AFSEC.
•    Representatives from Member States, Regional Economic Communities (RECs), Regional Renewable Energy Centers of Excellence, and Regional Regulatory Agencies
•    Development finance institutions (World Bank, AIIB, AFC, Afreximbank, IsDB)
•    Technical partners (IRENA, IEA, MED-TSO, MED-Reg, ASR, SE4ALL).
