AUCER and AULER Hold Second Meeting, Adopting Pathways to Advance Africa’s Decade of Justice and Reparations (2026–2035)

The African Union Committee of Experts on Reparations (AUCER) and the African Union Reference Group of Legal Experts on Reparations (AULER) convened their Second Meeting from 1 to 5 June 2026 via virtual platform. A joint plenary session was held on 1 June 2026, followed by dedicated AUCER sessions on 2–3 June and AULER sessions on 4-5 June, chaired respectively by Dr. Jane Mufamadi (AUCER) and Prof. Alain Didier Olinga (AULER).

The Second Meeting of both mechanisms deliberated on the respective Framework Papers and constituted thematic Working Groups, covering global governance and structural reforms, economic and financial aspects, educational and cultural dimensions, legal pathways, and advocacy, with a view to develop the Common African Position on Reparatory Justice within the current Decade of Justice for Africans and People of African Descent Through Reparations (2026–2035).

The Director of the Citizens and Diaspora Directorate (CIDO), Amb. Amr Aljowaily, which is the Technical Secretariat by the African Union Commission of the two reparations mechanisms, underscored that the successful convening of the second joint meeting of the African Union Committee of Experts on Reparations (AUCER) and the African Union Legal Experts on Reparations (AULER) marks a significant milestone in the implementation of Assembly Decision 884(XXXVII) Assembly Decision 903 on coordination mechanisms, and Assembly Decision 942(XXXIX). on the Theme of the Year and Decade on Justice and Reparations, He noted that these decisions collectively provide the political mandate and institutional framework for advancing a coherent and actionable continental reparations agenda.

Aljowaily further emphasized that the operationalization of AUCER and AULER, following their successful inception meeting in Addis Ababa in December 2025, demonstrates the African Union’s commitment to translating policy into practice. He highlighted that these mechanisms are now actively guiding legal, technical, and strategic processes to strengthen continental coordination, and advance Africa’s common position on reparatory justice at regional and global levels.
