DECISION

DECISION ON PREPARATIONS FOR THE 5TH AFRICAN UNION/EUROPEAN UNION SUMMIT
ABIDJAN, COTE D’IVOIRE, 29-30 NOVEMBER 2017

The Executive Council

1. TAKES NOTE of the report réf. PRC/Rpt(10-2017) of the Permanent Representatives Committee (PRC) of 14 and 16 October 2017 on the outcomes of the Joint Permanent Representatives’ Committee (PRC) and the African Union Commission (AUC) retreat held on 12 et 13 October 2017 on the preparations for 5th African Union/European Union Summit, Abidjan, Cote d’Ivoire on 29-30 November 2017;

2. ENDORSES the recommendations of the Joint Retreat of the PRC/Commission and DIRECTS the Commission in collaboration with Member States to ensure their full implementation; and REQUESTS the group of negotiators of the AU to use the endorsed recommendations to negotiate with the EU the working documents and outcomes of the 5th AU/EU Summit;

3. MANDATES the Chairperson of the AU Commission to continue with his high level consultations and conclude by 27 October 2017. Failure to reach a consensus that is based on AU Decisions, provisions of Decision EX.CL/Dec.942(XXX) paragraphs 4 and 5 will automatically be implemented;

4. ENDORSES the establishment of the Taskforce on Post 2020 Cotonou Agreement on ACP and DIRECTS the Commission in Collaboration with the PRC to speed up the completion of the Common African position for endorsement by the January 2018 Summit of Heads of State and Government.
