Maputo, 29 July 2019: Following an invitation from the Government of the Republic of Mozambique to the African Union to participate as international observer in its forthcoming presidential, parliamentary and provincial elections scheduled for 15 October 2019, His Excellency Moussa Faki Mahamat, Chairperson of the African Union Commission (AUC), approved the deployment of a pre-election assessment mission to Mozambique.
The mission comprises 4 electoral experts and 2 staff from the AUC who will undertake consultations with key electoral stakeholders in the country from Monday 29 July to Friday 2 August 2019.

The purpose of the mission is to assess the state of preparations for the elections by all stakeholders, including the current political environment, and offer recommendations to the Chairperson of the AUC in terms of whether the necessary conditions have been established for the holding of transparent, free and fair elections in conformity with the AU principles for democratic elections.

The deployment of a pre-election assessment mission demonstrates the AU’s support and commitment for Mozambique’s democratisation process.

The mission’s mandate is drawn from Article 20 of the 2007 African Charter on Democracy, Elections and Governance, the 2002 OAU/U Declaration on the Principles Governing Democratic Elections in Africa, and the 2002 AU Guidelines for Election Observation and Monitoring Missions.
