      • The First Extra-Ordinary Session of the Specialised Technical Committee (STC) on Transport, Transcontinental and Interregional Infrastructure, Energy and Tourism (STC-TTIIET)

        What: The First Extra-Ordinary Session of the Specialised Technical Committee (STC) on Transport, Transcontinental and Interregional Infrastructure, Energy and Tourism (STC-TTIIET) under the theme: “Setting Africa’s Infrastructure Priorities for the Next Decade”.

        Who: The First Extra-Ordinary Session of the STC-TTIIET is organized by the African Union Commission; through the Department of Infrastructure and Energy; in collaboration with the Government of the Arab Republic of Egypt the African Development Bank (AfDB), the United Nations Economic Commission for Africa (UNECA) and the African Union Development Agency (AUDA-NEPAD).

        When: The virtual high-level meeting will be organized from 14 to 15 December 2020

        Objectives:
        The overall objective of the STC-TTIIET meeting is to review and validate the PIDA PAP2 process and the priority list of projects and advance the African Road Safety agenda.
        The specific objectives are:

        § Consideration and validation of the PIDA PAP 2 process;
        § Review and validation of the list of PIDA PAP 2 priority list of projects;
        § Consideration and validation of the Implementation Strategy;
        § Consideration and validation of the Financing Strategy;
        § Consideration and validation of the Partnership Strategy;
        § Consideration and validation of the African Single Electricity Market (AfSEM) Policy Paper, Road map, and Governance structure;
        § Consideration and endorsement of the UN Assembly A/70/260 resolution "Improving global road safety" of August 2020;
        § Amendment of the adopted Strategic Directions for the Decade 2021-2030 by adopting the as main target to reduce the African road traffic deaths and injuries by 50% by 2030;
        § Consideration of Annexes of Lome Charter (Maritime transport and Tourism);
        § Adoption of a Ministerial Declaration with Recommendations drawn from experts report.
        Expected Results:

        The expected results are the validation of the PIDA PAP2 process, PIDA PAP2 priority list of projects, the implementation strategy, the financing strategy, and partnership strategy. The meeting also expects a Ministerial Declaration with recommendations drawn from the Experts’ Report and the STC Bureau meeting. The Ministerial Declaration, report, the PIDA PAP2 process, PIDA PAP2 priority list of projects, the implementation strategy, the financing strategy, and partnership strategy will be submitted to the decision organs leading to the adoption at the Heads of States and Government in February 2021. Also, the session is expected to validate all the works regarding AfSEM policy formulations including the Policy, the Roadmap, and the Governance structure.
        Participants:

        The Participants for the meeting will comprise participants from Ministries of energy, transport, water and tourism as well as the experts from AU member States, African Union (AU) Specialized Institutions, International Organizations, development partners dealing with Energy, Transport, ICT, Water and Tourism.

        Representatives of the media, are invited to cover the First Extra-Ordinary Session of the Specialised Technical Committee (STC) on Transport, Transcontinental and Interregional Infrastructure, Energy and Tourism (STC-TTIIET).
        Note to Editor:
        The Specialized Technical Committee (STC), is the Ministerial decision-making organ of the African Union for the transport, energy, tourism sectors as well as overall infrastructure development matters. It was established with other similar sectorial organs initially as the Committee on Transport Energy and Communications under Article 25 of the African Economic Community Treaty (the Abuja Treaty) adopted by the Assembly of the Organisation of the African Unity (OAU) in 1994 and, subsequently, under Articles 14, 15, and 16 of the Constitutive Act of the African Union adopted by the AU Assembly in 2000. It was finally reconfigured into the STC on Transport, Transcontinental and Interregional Infrastructure, Energy and Tourism in February 2009 by the AU Assembly through its decision: Assembly/AU/Dec.227 (XII). Replacement of the sector specific Ministerial conferences with STCs, is aimed at fostering multi-sector dialogues and, hence, formulation of comprehensive development strategies for the concerned sectors. STCs are expected to provide a platform for all stakeholders including the private sector and academia to share knowledge, experiences and solutions to common challenges in the development of the concerned sectors. In accordance with its Rules of Procedure, the STC meets biennially (once every two years). Institutional arrangement of the STC, its Sub Committees and working groups enables all stakeholders to be adequately informed and involved in the implementation and reporting mechanisms of the STC Plans of Action.
