Malabo, 17th May, 2017 – The African Union Committee of Ten Heads of State and Government on the United Nations Security Council Reforms (C-10) held its Fourth Consultative Summit on the Reform of the United Nations Security Council, in Malabo, Republic of Equatorial Guinea. The Summit was hosted by H.E. Mr. Theodore Obiang Nguema Mbasogo, President of the Republic of Equatorial Guinea, under the chairmanship of H.E. Dr. Ernest Bai Koroma, President of the Republic of Sierra Leone, and coordinator of the AU Committee of Ten.

In attendance were: H.E. Mr. Denis Sassou NGuesso, President of the Republic of Congo; H.E. Dr. Hage G. Geingob, President of the Republic of Namibia, and H.E. Mr. Edgar Chagwa Lungu, President of the Republic of Zambia.

The objectives of the Malabo summit were to enable the African Union Committee of Ten Heads of State and Government to: a) continue to meet at the highest level to engage in an in-depth analysis of the Inter-governmental Negotiation process; b) develop a strategy to canvass and advance the common African position; c) examine the evolution of the Security Council reform process thus far, including the work of the intergovernmental negotiations; d) identify convergences and nuances for effective and meaningful coalition building; e) assess the current state of play in the intergovernmental negotiation process and proffer a way forward for the consideration and endorsement by the African Union Assembly of Heads of State.

The Heads of State and Government in their deliberations reviewed twelve years of activities of the C-10 on the reform of the UN Security Council. They noted the continued support for the Common African Position by UN member states but emphasized that African countries should stay united on the reform of the Security Council, speak with one voice and unequivocally support the Common African Position in terms of allocating two seats in the permanent category with all its prerogatives and privileges including the right of veto, and two additional seats in the non-permanent category of the Security Council.

Other Heads of State and Government were represented as follows: H. E. Mr. Sam Kutesa, Minister of Foreign Affairs of the Republic of Uganda ; H.E. Mr. Khadim Diop, Minister of African Integration, NEPAD and the Promotion of Good Governance of the Republic of Senegal; H.E. Mr. Abdel kader Messahel, Minister for the Maghreb Affairs, African Union and the Arab League of the Democratic and Popular Republic of Algeria; H.E. Ambassador Tariq Boensaira Under-Secretary of the Ministry of Foreign Affairs of the Government of National Accord of the State of Libya; H.E. Ambassador Benson Ogutu, Under-Secretary, Ministry of Foreign Affairs of the Republic of Kenya;

In attendance were also H.E. Ambassador Minata Samate Cessouma, Commissioner for Political Affairs, representing H.E. Mr Moussa Faki Mahamat- Chairperson of the African Union Commission and H.E. Ambassador Mamadi Toure, Special Advisor and Representative of the President of the Republic of Guinea who represented Chairperson of the African Union.
