        Facility seeks to mobilise US$225 million to meet its objectives                   

        The African Union Commission (AUC), through the Directorate of Sustainable Development and Blue Economy (SEBE) and the United Nations Development Programme (UNDP) Resilience Hub for Africa, jointly launched the Community Recovery and Resilience Facility (CRRF) on the margins of the Second Africa Climate Summit (ACS2), held in Addis Ababa, Ethiopia.

        The event was held on the sidelines of the Second Africa Climate Summit (ACS2) at the Africa Pavilion on 9th September 2025, in Addis Ababa, Ethiopia.

        The Facility will enable the recovery and adaptation of communities to the cumulative impacts of shocks by addressing the 'cumulative recovery deficits' that hinder long-term resilience, and strengthening institutional capacities at the national, regional, and community levels to anticipate better, prevent, and respond to shocks and stresses, thereby reducing future vulnerabilities.

        The facility is expected to achieve those targets in five years, with an estimated cost of US$225 million. It aligns with national, regional, and global development priorities, contributing to Agenda 2063, the Programme of Action for the Implementation of the Sendai Framework for Disaster Risk Reduction (2015-2030) in Africa, the Sustainable Development Goals, and the Paris Agreement.

        H.E. Moses Vilakati, AU Commissioner for Agriculture, Rural Development, Blue Economy and Sustainable Environment (ARBE), welcomed the launch of the Facility. He underscored, “The Community Recovery and Resilience Facility is a bold and timely response, which goes beyond emergency relief. It is a transformational mechanism designed to break the cycle of crisis, close recovery gaps, and strengthen community resilience from the ground up.”

        H.E. Ahunna Eziakonwa, Director, United Nations Development Programme (UNDP) Regional Bureau for Africa (RBA), noted that launching the CRRF at the Africa Climate Summit sent a powerful signal. She emphasised, “Africa is not waiting to be rescued. It designs its own tools, sets its own priorities, and leads its own path to resilience. The CRRF exemplifies what it means to move from recovery to resilience, from crisis management to systems transformation.”

        “Luxembourg has long believed that recovery and resilience must go hand in hand. We stand ready to continue engaging with the African Union, UNDP, and Member States to explore how we can deepen this partnership, whether through thematic support, co-financed pilots, or knowledge exchange.”, said Ms. Ariane Moayed, Chargée d’affaires a.d. Embassy of the Grand Duchy of Luxembourg in Addis Abeba and Luxembourg’s Permanent Representative to the African Union.

        “Germany acknowledges and commends the community-based approach of the Community Recovery and Resilience Facility (CRRF). Preparedness and efficient disaster response are essential to climate adaptation. When communities are prepared, lives and assets are protected, and recovery is faster.” Said Mr Ronald Meyer, Head of Division Operations in Africa at the Federal Ministry for Economic Cooperation and Development of Germany (BMZ).

         

        About the Community Recovery and Resilience Facility (CRRF)

        The Community Recovery and Resilience Facility (CRRF) is an innovative and forward-thinking joint initiative of the United Nations Development Programme (UNDP) and the African Union Commission (AUC). This bold initiative, with a clear and powerful impact, aims to benefit over 60 million people across 17 African countries through strategic interventions, with future expansions planned for North and West Africa. The Facility addresses the multifaceted and recurring crises that significantly impact African communities. CRRF is implemented jointly through the UNDP Resilience Hub for Africa and the AUC Directorate of Sustainable Environment and Blue Economy (SEBE).
