  1. The Africa Union has received financing from the World Bank toward the cost of the Support for Capacity Development of the AUC and other African Union Organs and intends to apply part of the proceeds toward payments under the contract for Supply and installation of IT Equipment for the Africa Union.
  2. The Africa Union Commission (AUC) now invites sealed Bids from eligible Bidders for Supply and Installation of IT Equipment listed below up to the AUC warehouse Addis Ababa Ethiopia. The contract duration is 120 calendar days after contract signing date. Margin of preference is not applicable for this contract. Bidders have the options to bid for one or both lots and evaluation shall be conducted in Lot bases.

  1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers fourth edition Nov. 2020 (“Procurement Regulations”) (as amendment from time to time), and is open to all eligible Bidders as defined in the Procurement Regulations that meet the following minimum qualification criteria.
  • Historical Financial Performance: The Bidder shall submit audited financial statements or other financial statements acceptable to the Purchaser, for the last five years (i.e. 2017 to 2021) prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position and its prospective long term profitability. For a joint venture, this requirement shall be met by each member.
  • Financial Resources: The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement. Five Hundred Thousand United States Dollars (USD 500,000.00) for lot 1 and One hundred thousand United States Dollars (100,000USD) for Lot 2 and Six hundred thousand United States Dollars (600,000 USD) for the Multiple Lots.
  • Average annual turnover: Minimum average annual turnover of Information Technology (IT) services, calculated as total certified payments, US$1.5 million for Lot 1 and US$ 0.3Million for Lot 2, and 1.8 Million USD for Multiple Lots received for contracts in progress or completed, within the last five years (i.e. 2017 to 2021). For a joint venture, this requirement may be met by all members combined.
  • General Experience : General Manufacturing experience and Technical Capacity for each Lots: For the items under the Contract that the bidder is a manufacturer, the Bidder shall furnish documentary evidence to demonstrate that: (i) It has manufactured goods of similar nature and complexity for at least 10 years prior to the bid submission deadline; and (ii) Its annual production capacity of goods of similar nature and complexity for each of the last 5 (five) years (from 2017- 2021) prior to the bid submission deadline, is at least two times the quantities specified under the contract. Contracts that have been satisfactorily and substantially (Substantial completion shall be based on 80% or more works completed under the contract.) completed as a prime contractor, joint venture member management contractor or sub-contractor.
  • Specific Experience: The Bidder shall demonstrate that it has successfully completed at least 3 (Three) contracts within the last five years, that is from, 2017 to 2021, prior to bid submission deadline, each with a value of at least 1 Million USD for Lot One and 0.4Million USD for Lot Two and 1.2 Million USD for Multiple Lots that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract. For a joint venture, this requirement may be met by all members combined.

4. Interested bidders may obtain further information from African Union Commission (AUC) at the address below and inspect the bidding document during office hours from 8.00AM up to 5.00PM from Monday to Friday at the address given below.

5. The bidding document in English language is uploaded on the Africa Union web site using the web site address below. Interested bidders can download the request for bid and submit their bids as per the requirements of the bidding document.

6. Bids must be delivered to the address below on or before 12 October 2022 15:00 local time. Electronic submittals of bid shall not be permitted. Let bid will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 12 October 2022 15:30 local time (immediately after the bid submission deadline time).
