Ruto was appointed during the 37th Assembly of Heads of State and Government in February 2024 to champion the AU Institutional Reform process taking over from the H.E Paul Kagame, President of the Republic of Rwanda who led the implementation of the reform process since 2016.

        DISCURSO DE ABERTURA DE SUA EXCELÊNCIA EMBAIXADOR TÉTE ANTÓNIO, MINISTRO DAS RELAÇÕES EXTERIORES DA REPÚBLICA DE ANGOLA PRESIDENTE EM EXERCÍCIO DO CONSELHO EXECUTIVO

        − Sua Excelência Simeón Oyono Esono Angüe, Ministro dos Negócios Estrangeiros, Cooperação Internacional e da Diápora da República da Guiné Equatorial;
        − Sua Excelência Mahmoud Ali Youssouf, Presidente da Comissão da União Africana;
        − Sua Excelência Claver Gatete, Secretário Executivo da UNECA;
        − Excelências Senhores Ministros e Membros do Conselho Executivo da União;
        − Distintos Representantes das Comunidades Económicas Regionais e Mecanismos Regionais;
        − Distintos Comissários da Comissão da União Africana;
        − Distintos Representantes de diferentes Órgãos da União Africana.

        É com grande honra e espírito de unidade africana que dou as boas-vindas a todos os presentes nesta Quadragésima Sétima (47.ª) Sessão Ordinária do Conselho Executivo da União Africana, e saúdo calorosamente a vossa presença que reafirma o compromisso colectivo com o continente, nesta encruzilhada crítica para o futuro da África.

        Permitam-me, em nome da República de Angola e da União Africana, expressar profunda a gratidão e felicitações às autoridades do Governo da República da Guiné Equatorial, terra de hospitalidade e alma pan-africanista, por acolher-nos com calor humano, segurança e dignidade nesta bela e vibrante cidade de Malabo, capital africana à beira do Golfo da Guiné, com uma infraestrutura digna de encontros históricos como este. Agradeço igualmente, a cortesia e apoio oferecido a delegação angolana desde a sua chegada.

        Excelências,

        Gostaria de recordar que, o Conselho Executivo, como pilar técnico e político da arquitetura institucional da União Africana, cumpre o seu mandato de profunda responsabilidade. Somos os guardiões do cumprimento das decisões da Conferência dos Chefes de Estado e de Governo e catalisadores da integração continental, em harmonia com o Acto Constitutivo da União Africana, bem como acompanhar a implementação das políticas e das decisões estratégicas, para garantir a coerência entre os órgãos da União Africana e fazer acontecer as aspirações da Agenda 2063 da União Africana, mais conhecida por “África que Queremos”, que consideramos imperativo traduzir-las em acções concretas para o bem-estar dos nossos povos.

        Este é a Primeira Sessão do Conselho Executivo, desde que a República de Angola assumiu com responsabilidade, postura conciliadora, espírito de cooperação e com rigor, a Presidência rotativa da União Africana, em Fevereiro de 2025. Para o efeito, reitero com firmeza, o nosso compromisso de liderar com sabedoria partilhada, ouvindo todas as vozes e honrando os princípios fundamentais da nossa organização continental, nomeadamente, a unidade, soberania, paz, desenvolvimento sustentável, justiça social e dignidade africana.

        É neste contexto que, agradeço todos os Estados-Membros pela confiança depositada à República de Angola, sendo ela uma convicção, prudência e um profundo sentido de dever continental.

        Excelências,

        Durante os dois dias (02) desta Sessão Ordinária, seremos chamados a considerar temas de elevado alcance estratégico, em que cada um dos pontos requer de nós visão, precisão técnica e coragem política, para o presente e o futuro da União Africana, dentre os quais destaco:

        1.⁠ ⁠As actividades do Comité dos Representantes Permanentes da União Africana, que sistematiza sínteses dos trabalhos técnicos e políticos, para sustentar a nossa tomada de decisões e assegurar a coerência de funcionamento colectivo;

        2.⁠ ⁠O trabalho conjunto do Comité Ministerial sobre a Escala de Avaliação e do Comité dos Quinze (15) Ministros das Finanças, conhecido por F15, que tem abordo as questões de sustentabilidade financeira da União Africana, como pilar da sua autonomia e eficácia;

        3.⁠ ⁠O trabalho do Comité Ministerial de Acompanhamento da Implementação da Agenda 2063, que permite-nos aferir o nível de concretização da nossa visão comum de desenvolvimento e identificar onde devemos agir com mais urgência e impacto;

        4.⁠ ⁠As Candidaturas Africanas no Sistema Internacional, para reafirmar o nosso compromisso comum de uma África mais representada, respeitada e influente nos foros multilaterais globais;

        5.⁠ ⁠Os Desafios da Ratificação/Adesão e Implementação dos Tratados da Organização da Unidade Africana /União Africana, convidam-nos a reflectir sobre a nossa própria responsabilidade de ratificar e implementar os instrumentos jurídicos que nós próprios aprovamos, sob pena de comprometer a unidade normativa e a coerência da nossa integração;

        6.⁠ ⁠As Eleições e nomeações de dois (02) Comissários da Comissão da União fricana e outros Membros dos Órgãos da União Africana, processo que será conduzido com transparência e mérito, critérios determinantes para a credibilidade e desempenho institucional da nossa Organização.

        Ao analisarmos os pontos acima elencados, adoptaremos decisões, que representarão a consagração do consenso político alcançado durante os debates ao longo desta Sessão, sendo um procedimento formal, e um acto de soberania colectiva dos Estados-membros da União Africana, onde as posições técnicas e diplomáticas amadurecidas nos bastidores são traduzidas nas orientações vinculativas para o futuro da Organização.

        Por último, daremos um olhar aos projectos dos documentos de trabalho da Sétima (7.ª) Reunião de Coordenação Semestral entre a União Africana, as Comunidades Económicas Regionais (CERs) e os Mecanismos Regionais (MRs), nomeadamente, a Agenda, Programa e Declaração, documentos considerados fundamentais para reforçar a articulação entre os diferentes níveis da nossa integração continental, regional e sub-regional, com vista a uma União Africana verdadeiramente funcional e coesa.

        Convido, desde já, todos os colegas e meus irmãos Ministros, bem como os representantes dos Estados-Membros, a trazerem o seu saber, sua experiência nacional e regional, e sobretudo a sua disponibilidade para o consenso construtivo, partilha esta que reside na força da nossa União. Que sejamos guiados por uma diplomacia de princípios, por uma gestão pública de resultados, e por um espírito africano de responsabilidade solidária.

        Com estas palavras de confiança, ambição continental e esperança renovada, declaro oficialmente aberta a Quadragésima Sétima (47.ª) Sessão Ordinária do Conselho Executivo da União Africana.
