WHAT: The African Union Commission will convene the 8th Session of the Specialized Technical Committee (STC) on Finance, Monetary Affairs, Economic Planning and Integration, under the theme: “Bridging Africa’s Health Financing Gap in a Changing Geo-Economic Context: Challenges and Potential Solutions.”

WHEN: 29^th September to 03^rd October 2025   

WHERE: Johannesburg, South Africa

WHO: The STC will bring together Ministers of Finance, Monetary Affairs, Economic Planning and Integration as well as health Ministers, central bank governors, senior policymakers, experts, and development partners to deliberate on strategies to close Africa’s health financing gap while responding to emerging global economic shifts.

The session will feature high-level dialogues, technical discussions, and the adoption of policy recommendations to strengthen health financing, enhance resource mobilisation, and advance integration in line with Agenda 2063.

Objectives of the STC Meeting

The joint STC Meeting will advance a coordinated and strategic continental response to Africa’s health financing challenges through alignment between health and finance policymakers and identifying scalable and resilient financing mechanisms to address these challenges.

• To encourage a shared understanding of Africa’s health financing landscape in light of evolving global and regional economic dynamics.
• To deepen collaboration between health and finance policymakers across AU Member States.
• To identify scalable and context-appropriate financing mechanisms for resilient, equitable, and universal health systems.
• To consolidate and articulate a common African position on health financing in preparation for upcoming global policymaking forums including COP30, and the South Africa G20 Presidency.
• To catalyze concrete commitments on domestic financing, expenditure efficiency, and pandemic preparedness and response.

Expected Outcomes

• A Ministerial Declaration outlining consensus on bridging the health financing gap, supported by endorsed policy options.
• A Continental Framework for Health Financing Acceleration grounded in the principles of sustainability, equity, and resilience.
• Strengthened coordination platforms between AU departments, RECs, and national focal points for health and finance.
• Technical assistance roadmaps from partners (AfDB, Africa CDC) tailored to country priorities.with key officials and industry leaders will be available upon request.
