BACKGROUND
The African integration process requires harmonised quality statistics in various areas of integration including socioeconomic, political and cultural aspects of the continent. Harmonised quality statistics are needed not only for the design and implementation of common policies and global and continental agendas but also for their monitoring and evaluation.
Recently, initiatives had multiplied within the African Statistical System to address the increasing need for statistical information, mainly: the Addis Ababa Plan of Action, the Reference Regional Strategic Framework, National Strategies for the Development of Statistics and the African Charter on Statistics, the Strategy of the Harmonisation of Statistics in Africa (SHaSA 2).
However, an enormous gap still exists between the supply and demand for statistical information at all level.
In the specific area of regional/continental integration, quality data is scarcely available to inform policymaking. This is partly because statistical development initiatives are not deliberately undertaken within the framework of regional/continental integration and the lack of an articulate framework to provide statistics needed for the integration process.
It is against this backdrop that the 30th AU Ordinary Assembly, held in January 2018 with the Theme “Winning the Fight Against Corruption: A Sustainable Path to Africa’s Transformation”, mandated the AU Commission (AUC) in collaboration with UNECA and African Development Bank (AfDB) to come up with a comprehensive framework to fight against corruption with the support of SHaSA 2.
OBJECTIVE
The objective of this consultancy is to support AUC in the preparation of all technical documents for measurement of corruption in Africa and development of the Scorecard with the aim to produce and publish it before the annual meeting of the Committee of Directors Generals (CoDGs).
The AUC commits to hire individual consultant to undertake this task. The main task of the individual consultant will be to produce a technical instrument on data production, collection and development of indicators; which will assist for monitoring and evaluation of the various AU policies and strategies on fighting against corruption. The individual consultant s will work under the supervision of the Department of Economic Affairs of AUC.

SCOPE OF THE CONSULTANCY

The individual consultant will be required to undertake the following tasks:
• Develop a technical note to define the conceptual and analytical framework and approach of work;
• Liaise with Statistics Division and AUC Departments concerned by implementation of the Theme as well as NSO, partners (UNECA, AfDB, Praia Group, etc.), research institutions and Universities and NGOs, to collect information related to the theme and ensure that accurate and reliable data have been sought for the analysis;
• Collect and analyse accurate data, concepts, definitions, studies, reports and documents relevant to measurement of corruption and identify persistent and emerging challenges and opportunities for its measurement;
• Develop a methodology and approach for the collect of statistics using cross reference and existing accurate data sources;
• Make a critical analysis of available indicators on corruption and propose methodology for the alignment of existing indicators to the African context and continental agenda and policies;
• Produce the necessary technical documents and develop a Scorecard to classify the 55 African Union Member States with objective criteria to valorize the best practice on fighting against corruption.
• Propose a Roadmap for the production of Statistics Report on Corruption in Africa;
• Draft the report findings which will result in the publication of the 2018 African Scorecard on Fighting against Corruption.

KEY DELIVERABLES AND DURATION OF THE CONSULTANCY

• The individual consultant is expected to produce all documents within 60 working days and required to submit the final deliverable at the end of the period.
• Set of analytical report on the availability of data and indicators with the criteria of the selection, including accurate data sources provided by one month after the contract effectiveness.
• Inception report outlining the individual consulatant s’ approach to undertaking the requested tasks and deliverables, Methodology of calculating and scoring developed two weeks after contract effectiveness.
• Draft comprehensive analytical report provided by 45 days after contract effectiveness ;
• Final report developed and sent by 60 days after contract effectiveness ;

ACADEMIC QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

The Individual consultant should have the following requisite skills and experience:
• Advanced university degree (Master’s degree or PhD) in the area of statistics, economics or related fields with at least 10 years of experience in the area of corruption and/or statistical development in Africa;
• Good understanding of the African integration process, including RECs Protocols, Abuja Treaty adopted in 1991 and the Minimum Integration Programme (MIP);
• Good understanding of dynamics within the African Statistical System, including obstacles to statistical development and coordination of statistical activities on the continent;
• Excellent understanding of regional, continental and global statistical frameworks and strategies (SHaSA2, etc…) and policy normative documents on corruption in general;
• Sound expertise and track record in the collection, analysis and use of data including representation in tables and graphs of statistics measuring corruption;
• Familiar with the development of regional and global indexes on corruption;
• Track record in analysis of corruption issues using cross-country statistics and information;
• Excellent command of English and/or French;
• Excellent writing skills

LANGUAGES
Proficient in written and spoken English or French is required. Knowledge of other AU working languages would be an added advantage

EXPERIENCE, KNOWLEDGE AND UNDERSTANDING

The African Union Commission now invites eligible Individual consultants to send their VCs and indicate their interest in providing the Services. Interested Individual consultants must provide information demonstrating that he/she has the required qualifications and relevant experience to perform the Services. Consulting firms may propose individual consultant, but only the experience and qualifications of individual shall be used in the selection process, and that his or her corporate experience shall not be taken into account, and the contract would be signed with the proposed individual. This Call for Expression of Interest will lead to the preparation of a Short List of individual consultants. For evaluation of the expressions of interest the following criteria will be applied:

a) General Education Qualification and Relevant Training (15 points);
b) Experience Related to the Assignment (85 points);
