Agenda 2063 is the blueprint and master plan for transforming Africa into the global powerhouse of the future. It is the strategic framework for delivering on Africa’s goal for inclusive and sustainable development and is a concrete manifestation of the pan-African drive for unity, self-determination, freedom, progress and collective prosperity pursued under Pan-Africanism and African Renaissance.
H.E. Mr. Paul Kagame, President of the Republic of Rwanda, was appointed to lead the AU institutional reforms process. He appointed a pan-African committee of experts to review and submit proposals for a system of governance for the AU that would ensure the organisation was better placed to address the challenges facing the continent with the aim of implementing programmes that have the highest impact on Africa’s growth and development so as to deliver on the vision of Agenda 2063.

Addis Ababa, 22 July 2019 - H.E. Kwesi Quartey, Deputy Chairperson of AUC, has received a team of 10 Recruitment Experts selected from the 5 Regional Blocs to help develop and revamp the recruitment system for the Commission. The meeting took place today, 22 July 2019, in his office at the AU Headquarters, Addis Ababa, Ethiopia. The aim of the exercise is to help the AU retain high-quality African talent to push through the Agenda 2063.
The Deputy Chairperson briefed the Experts on current challenges confronting the AUC recruitment system, and reiterated the need for them to work within the stipulated time in order for the AU to achieve the expected outcome. He further assured them of the preparedness of the Commission to make available any information required to discharge their duties as stipulated in the Terms of Reference (TOR).
The team of 10 Experts were selected following the Decision of the African Union Executive Council Extraordinary Session of November 2018, to support the Commission to review and improve the AU recruitment process.
Deputy Chairperson Amb. Quartey took the opportunity to emphasize the vision of the founding fathers of the Union, saying, now more than ever it is crucial for the AUC to source the best human resources.
It is expected that the Experts would help the Commission develop a new system of international repute, AU recruitment policy and standard operational manuals that would promote transparency and restore confidence among AU citizens.
The team is also expected to focus on the key principles of the on-going reform, namely: meritocracy, integrity, efficiency, transparency, accountability, diversity and inclusivity. Special consideration is to be given to gender, youth and people with disabilities (PWD) in the review process.
