Agenda 2063 is the blueprint and master plan for transforming Africa into the global powerhouse of the future. It is the strategic framework for delivering on Africa’s goal for inclusive and sustainable development and is a concrete manifestation of the pan-African drive for unity, self-determination, freedom, progress and collective prosperity pursued under Pan-Africanism and African Renaissance.
H.E. Mr. Paul Kagame, President of the Republic of Rwanda, was appointed to lead the AU institutional reforms process. He appointed a pan-African committee of experts to review and submit proposals for a system of governance for the AU that would ensure the organisation was better placed to address the challenges facing the continent with the aim of implementing programmes that have the highest impact on Africa’s growth and development so as to deliver on the vision of Agenda 2063.

The African Union Commission has received financing from the World Bank toward the cost of the "Support for Capacity Development of the African Union Commission and Other African Union Organs Project (P126848)", and intends to apply part of the proceeds for consulting services.
Development Objective of the Project (P126848): Strengthen African Union Commission’s capacity to facilitate economic development results and transformation through enhanced institutional efficiency. This will be achieved by enhancing the AUC's internal human resources and management systems, and supporting result-oriented external partnerships and collective actions designed to enhance the implementation of regional economic development initiatives in priority areas (e.g. regional trade, energy, infrastructure, governance, natural resource management) for the benefit of African Union member states, the Regional Economic Communities and African citizens.
Specific Objective of the Assignment
The objective of the assignment is a support to the internal communication function by developing content for popularizing African Union regional integration programs as well as key programs of the Commission in AUC internal publications and magazines.

The African Union Commission now invites eligible Individual Consultants (“Consultants”) to submit their CVs in providing the Services and required documents as listed under section 11 of the ToR. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) General Education Qualification and Relevant Training (25 points);
b) Experience Related to the Assignment (65 points);
c) Knowledge of the AUC working Language (10 points);
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Selection method set out in the Procurement Regulations.
