Agenda 2063 is the blueprint and master plan for transforming Africa into the global powerhouse of the future. It is the strategic framework for delivering on Africa’s goal for inclusive and sustainable development and is a concrete manifestation of the pan-African drive for unity, self-determination, freedom, progress and collective prosperity pursued under Pan-Africanism and African Renaissance.
H.E. Mr. Paul Kagame, President of the Republic of Rwanda, was appointed to lead the AU institutional reforms process. He appointed a pan-African committee of experts to review and submit proposals for a system of governance for the AU that would ensure the organisation was better placed to address the challenges facing the continent with the aim of implementing programmes that have the highest impact on Africa’s growth and development so as to deliver on the vision of Agenda 2063.

THE 4TH ORDINARY SESSION OF THE AFRICAN UNION SPECIALISED TECHNICAL COMMITTEE ON TRANSPORT, TRANSCONTINENTAL AND INTERREGIONAL INFRASTRUCTURE, AND ENERGY.
“Accelerating Infrastructure to Deliver on Agenda 2063 Aspirations.” 12 – 15 September 2023, Zanzibar, Tanzania.
The STC-TTII The African Union Specialised Technical Committee on Transport, Transcontinental and Interregional Infrastructure, and Energy (STC-TTIIE), is the Ministerial decision-making organ of the AU for the transport and energy sectors as well as overall infrastructure development matters. Its main role is to provide policy and strategic guidance for continental integration in the infrastructure sectors of transport and energy.
The fourth session of the STC comes at a time when the AU is in the process of evaluating the implementation of the First Ten-Year Implementation Plan (FTYIP) of Agenda 2063 and gearing to launch the Second Ten-Year Implementation Plan (STYIP). It is, therefore, an opportune moment to rally the Member States and stakeholders to commit to the implementation of the STYIP by highlighting the crucial and catalytic role of infrastructure and energy in attaining the aspirations of Agenda 2063. Hence, the 4th ordinary session of the STC will revolve around the theme, “Accelerating Infrastructure to Deliver on Agenda 2063 Aspirations”.
The overall objective of the STC-TTIIE meeting is to evaluate the implementation of the various activities and programmes in the infrastructure and energy sectors to consider prevailing global and continental issues touching on infrastructure and energy, and to agree on specific interventions as the way forward.
Several participants will attend the STC including:
All AU Member States: Ministers and experts responsible for transport (i.e. Air, Road, Railway and Maritime Transport), and energy sectors;
Regional Economic Communities (RECs);
Continental Organisations: AUC, AUDA-NEPAD, AfDB and UNECA;
Specialised Agencies and Institutions; and
Invited partner organisations.
The Meeting will be organised in two sessions starting with the Experts Session from 12th to 13th September 2023 followed by the Ministerial Session on 15th September 2023.
