The African Union (AU) Intra-ACP Climate Services and Related Applications (ClimSA) program implements the Global Framework for Climate Services (GFCS) in Africa and aims to address climate information in a holistic manner. The project contributes to the achievement of the objectives of the Agenda 2063 "The Africa We Want" and is a key tool for the implementation of the Integrated African Strategy on Meteorology (Weather and Climate Services). It focuses on technical improvements, capacity building, institutional strengthening, awareness raising and improved policy and decision making at all levels. ClimSA is both a continuation and an extension of the climate services developed and delivered under the EU-funded Monitoring for Environment and Security in Africa (MESA) project. It expands the scope and improves the quality of climate services for disaster risk reduction (DRR) developed under MESA, and develops and delivers climate services in new priority sectors such as agriculture and food security, energy, health and water. Some regions have also included forestry.
The program addresses climate information along the entire climate services value chain covering climate service generation and delivery, information access, user interface platforms, and capacity building of critical actors.
The ClimSA program in the ECCAS region implements the GFCS in the region with the African Union Commission as the responsible body for project management and implementation. ACMAD provides technical assistance and support to the implementation of the project in the ECCAS region. ClimSA aims to strengthen the climate services value chain, from access to information to capacity building, production, delivery of climate services and stakeholder engagement. In addition, it improves policy and decision making at regional, national and community levels.
In this regard, under its ClimSA grant contract, ACMAD has been tasked to provide technical support to the developing CAPC-AC/CEEAC on climate data and management, monitoring and prediction.
The objective of the ECCAS Regional Steering Committee (RSC) is to oversee the implementation of projects in the region. It reviews project implementation, work plans, progress reports and provides guidance for implementation.
Only serving Directors of National Meteorological Services from the 11 ECCAS Member States are invited to the ECCAS ClimSA RSC, which is co-chaired by the African Union Commission (AUC) and the ECCAS Commission. The EU and technical partners such as WMO, Joint Research Centre, EUMETSAT, OACPS Secretariat, participate as observers.
The 3rd ClimSA RSC meeting will also have a session dedicated to contributions from other initiatives. The meeting will allow the implementing partners to learn more about the benefits of the Third Generation Meteosat (MTG) products and the WMO CREWS project.
Objectives
- To receive and adopt the 2022 progress report;
- Adopt the report on the selection of the ECCAS ClimSA pilot country and master students;
- To adopt the 2023 work plan;
- Share information on other related initiatives (i.e. Third Generation Meteosat (MTG), WMO CREWS Project).
