Le Professeur Mohammed Belhocine est de nationalité algérienne. Ancien Chef de service de médecine interne, il a occupé diverses fonctions en Algérie, à la Faculté de Médecine et au Ministère de la Santé, avant de rejoindre la fonction publique internationale en 1997.
