Agenda 2063 is the blueprint and master plan for transforming Africa into the global powerhouse of the future. It is the strategic framework for delivering on Africa’s goal for inclusive and sustainable development and is a concrete manifestation of the pan-African drive for unity, self-determination, freedom, progress and collective prosperity pursued under Pan-Africanism and African Renaissance.
H.E. Mr. Paul Kagame, President of the Republic of Rwanda, was appointed to lead the AU institutional reforms process. He appointed a pan-African committee of experts to review and submit proposals for a system of governance for the AU that would ensure the organisation was better placed to address the challenges facing the continent with the aim of implementing programmes that have the highest impact on Africa’s growth and development so as to deliver on the vision of Agenda 2063.

1. The African Union Commission has received Financing from the African Development Fund in various currencies towards the cost of Support to The Programme for Infrastructure Development in Africa (PIDA). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Consultancy Services For the Mid-Term Review of the PIDA Priority Action Plan (PIDA-PAP). The African Union Commission now invites qualified and eligible Consultants (Firms) to submit expressions of interest for the above referenced consulting assignment.
2. The eligibility criteria, the establishment of a shortlist and selection procedure shall be in conformity with the African Development Bank’ Rules and Procedures for the Use of Consultants under projects financed by the Group, May 2008 Edition, revised in July 2012 and available on the Bank website http//www.afdb.org
3. Bidders must submit documents demonstrating capacity to undertake the assignment as well as experience in the area of infrastructure development and conducting Mid- Term Reviews. The following information must be provided:
i. General Profile and background of the firm
ii. Certificate of Incorporation
iii. Contact details (Physical address, Phone number, fax number, email address)
iv. Demonstration of experience in successful provision of similar services in the last five years.
v. At Least 3 contactable references.
