The African Union has received financing from the World Bank for the "Africa CDC Regional Investment Financing Project (ACDCP)”, and intends to apply part of the proceeds for consulting services.

Development Objective of the Project (P167916): The Project Development Objective is to support Africa CDC to strengthen continental and regional infectious disease detection and response systems.

Objective of the Assignment

The overall objective of this Call for Consultancy is to develop a continental multi-hazard, multi-sectoral emergency preparedness and response contingency plan for Africa CDC; develop continental hazard and risk profile; and guidance document for African Union Member States to develop their emergency preparedness and response plan. The Africa CDC contingency Plan will serve for next two years (2021-2023) and will be reviewed after that.

In meeting these overall objectives, Africa CDC will collaborate with contracted firm to:
1 Closely work with the firm in desk-top review of reports and research papers, etc.
2 Organize consultative meeting and workshops
3 Technical capacity building and all other necessary actions as needed

The African Union Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a) Qualifications and experience of the firm; such as Core business and years in business
b) Relevant experience related to the assignment
c) Technical organization and management of the firm

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Least Cost Selection (LCS) method set out in the Procurement Regulations.
