      AUC-DIC and OXFAM organise Awareness Training on Understanding the African Union

      Addis-Ababa, 24 January 2015- A two-day training aimed at engaging civil society organizations (CSOs) and the media in popularising the activities of the African Union (AU) opened today 24th January 2015 at the AU headquarters in Addis Ababa, Ethiopia, under the theme: “ Understanding and Engaging the African Union’.

      Jointly organized by the Directorate of Information and Communication (DIC) of the AU Commission and OXFAM International Liaison office to the African Union , the annual training workshop is holding at the sidelines of the 24th Assembly of Heads of State and Government of the Arican Union held from 23 -31st January 2015 at the AU Conference Center.

      Addressing participants of the workshop during the opening ceremony, the Director of Information and Communication of the AUC, Mrs. Habiba Mejri-Cheikh, stated that the training falls with the framework of the AU Communication and Advocacy Strategy 2014-2017 alined to the AU Strategic Plan aimed at promoting the development agenda of the continent in view of Agenda 2063. She noted that the CSOs have an important role to play in this process given that they are their actions on the ground can posivily influence public opinion as well as the decision makers. “ The African Union’s mission is to build an integrated, prosperous and peaceful Africa, driven and managed by its citizens and representing a dynamic force in the international arena, therefore the contribution of all is very needed to have the change that can improve the lives of many Africans”. Mrs. Mejri-Cheikh emphacised.

      In his opening remarks, Mr. Désiré Assogbavi, Resident Representative of OXFAM International said: “ It is another big milestone for Oxfam to join the African Union Commission in organizing this training for the third time aiming to bring the AU to the citizens of the continent and encourage their participation in the affairs of the Union”.

      For two-days the over 30 participants will receive briefings from resource persons from the different departments of the African Union and Civil Society Experts from OXFAM on the theme of the the 24th AU Summit, the organis and structures of the AU, the background history of the Organisation of African Unity (OAU) to AU, and the African governance architecture, among others.

      Worth recalling that, the objective of the AUC-DIC/OXFAM awareness training is to familiarize African CSOs and the media with the philosophy and orientations of the African Union including its fundamental law, the Constitutive Act of the Union as well as the vision, mandate and Strategic Plan of the Commission with the view to broaden outreach and knowlage about the African Union.

      The AU-DIC/OXAFAM joint training ends tomorrow Sunday 25 January 2015 with an evaluation test for the issuance of a joint AU/OXFAM completion of training certificate and a guided tour of the AU headquarters.

      AU Summit to Decide on the Selection of PAU Council and Host Country

      Addis Ababa, 23 January 2015 - The 24th Summit of the African Union (AU) will take place from 23rd to 31st January 2015, at the Headquarters of the African Union Commission (AUC) in Addis Ababa, Ethiopia. Among the issues to be decided at the Summit by AU leaders are: which African country will host the Rectorate of the Pan African University (PAU), and who will be the President and Vice President of the PAU governing Council. Four African countries (Benin, Cameroon, Ethiopia and Tunisia) are vying to host the Pan African University Rectorate, and nominations have been made among prominent African academics for the positions of President and Vice President of the PAU Council.

      Background

      The Pan African University is an African Union flagship aimed at revitalizing higher education and research in the continent. The program is designed to exemplify excellence, enhance the attractiveness and global competitiveness of African higher education and research, and establish the university at the core of Africa’s development. The Pan African University, which currently has its interimRectorate at the African Union Commission, is a great boost to the development and retention of Africa’s human resources, and to the attraction of the world’s best intellectual capacity to the continent.

      The decision to establish PAU was made by the AU Heads of State and Government Summit in 2010, and the university enrolled its first students in 2012. Composed of a network of African academic institutions of excellence, PAU focuses mainly on science, technology, innovation, governance, humanities and social sciences, as its thematic areas. The thematics have been categorized under five different specialized hubs, hosted by PAU institutes in the five regions of Africa as follows:

      1. Basic Sciences, Technology and Innovation, hosted by Kenya (Eastern Africa)

      2. Life and Earth Sciences (including Health and Agriculture), hosted by Nigeria (Western Africa)

      3. Governance, Humanities and Social Sciences, hosted by Cameroon (Central Africa)

      4. Water and Energy Sciences (including Climate Change), hosted by Algeria (Northern Africa)

      5. Space Sciences, to be hosted by South Africa (Southern Africa)

      The Pan African University graduated its first batch of students on November 24th 2014, at its Institute for Basic Sciences, Technology and Innovation, in Kenya. The grand convocation was presided over by the Chairperson of the African Union Commission H.E Dr. NkosazanaDlaminiZuma.

      Addis-Abeba, 23Janvier 2015: La 29èmeSession Ordinaire du Comité des Représentants Permanents (COREP), s’est ouverte ce jour, Vendredi 23 Janvier 2015 au Siège de l’Union Africaine (UA) à Addis-Abeba en Ethiopie, avec comme toile de fond les discussions pour le lancement de l’année2015 comme “L’année de l’autonomisation de la femme et du Développement pour la concrétisation de l’Agenda 2063”,thème de la 24ème Conférence des Chefs d’Etat et de Gouvernement qui se tiendra du 30 au 31 janvier 2015.

      S’exprimant au nom de la Présidente de la Commission de l’Union Africaine lors de la cérémonie d’ouverture de cette session, le Vice-président de la CUA, Mr. Erastus Mwencha, a indiqué qu’il était temps pour l’Afrique de parler d’une seule voix et de poser des fondations solides pour que le rêve d’un continent uni, intégré, prospère et en paix…devienne une réalité.“Nous devons aller vers la même direction et il s’agit d’aller vers l’avant...”. a dit Mr. Mwencha, soulignant par ailleurs que face aux différents défis du Continent, l’Afrique doit passer des discours à l’action, d’où la nécessité de lancer l’Agenda 2063. Il a, à cet effet, appelé les africains à s’engager dans ce processus de changement.

      Le Vice-président de la CUA est revenu sur la mise en place de l’Initiative de Soutien de l’Union Africaine à l’épidémie d’Ebola en Afrique de l’Ouest (ASEOWA). Cette initiative a permis à l’Afrique de démontrer sa capacité à se mobiliser et à s’unir pour protéger le Continent contre cette crise dévastatrice qui a causé la mort de plusieurs de nos concitoyens. C’est pourquoi la CUA a lancé une campagne afin de sensibiliser et impliquer tous les africains dans ses différents programmes. “Tellement de choses restent à faire et nous n’avons plus de temps à perdre.....Pour de grandes réalisations, nous avons besoin de volonté politique et de courage”, a encore déclaré Mr. Mwencha.

      S’adressant aux ambassadeurs, le Président du Comité des Représentants Permanents(COREP) et ambassadeur de la République Islamique de Mauritanie, S.E Hamadi Meimoun, a exprimé sa gratitude envers la Présidente et le personnel de la CUA pour les efforts consentis pour la transformation de l’Afrique. “Nous sommes conscients des défis de l’Afrique et de la charge qui nous incombe pour les relever.”, a-t-il dit. Il a également exprimé sa satisfaction a l’égard des bonnes relations de travail qui existent entre la CUA et le COREP et a souligné la nécessité de renforcer cette collaboration afin que l’Afrique puisse venir à bout des différents défis socio-économiques auxquels elle fait face.

      S.E Meimoun a par ailleurs mis une emphase sur la nécessité de garantir la sécurité en Afrique pour la réalisation des objectifs de l’Agenda 2063 étant donné que “sans sécurité il n’y a pas de paix et sans paix il n’y a pas de développement », a-t-il noté. Il a également ajouté qu’une Afrique en sécurité allait faciliter “notre combat permanent contre la pauvreté, la marginalisation et le chômage. »

      Composé des Représentants Permanents des Etats Membres accrédités auprès de l’Union et des autres plénipotentiaires des Etats membres de l’UA basés à Addis-Abeba, le Comité des Représentants Permanents procédera à des discussions afin de soumettre son rapport au Conseil Exécutif, dont la 26ème Session ordinaire se tiendra du 26 au 27 janvier 2015, pour considération et adoption.

      STATEMENT OF HER EXCELLENCY DR. NKOSAZANA DLAMINI ZUMA, CHAIRPERSON OF THE AFRICAN UNION COMMISSION, TO THE OPENING OF THE SESSION OF THE PERMANENT REPRESENTATIVE COMMITTEE OF THE AFRICAN UNION

      (PRESENTED BY H.E. MR ERASTUS MWENCHA, DEPUTY CHAIRPERSON OF THE AFRICAN UNION COMMISSION)

      Your Excellency, Mr. YaluyaAbdlah, Chairperson of the Permanent Representatives Committee,

      Your Excellencies Members of the Permanent Representatives Committee,

      Your Excellencies Commissioners of the African Union,

      Distinguished Invited Guests,

      Ladies and Gentlemen:

      On behalf of the Chairperson, HE NkozasanaDlamini Zuma, it is a distinct honor for me to address you at the start of the 29th Ordinary Session of the Permanent Representatives Committee. I salute you and wish you all a prosperous 2015 and successful policy organs meetings. You have, as in the past, a crowded agenda that spans all areas of our Union endeavors.

      Your role as the clearing house and preparatory body for the meetings of the policy organs of the African Union is not only important in itself, but is also vital to the success of the meetings of the higher policy organs. The more adequate your preparations are, working together with the Commission, the greater the success of the meetings of the Executive Council and those of the Assembly of African Union Heads of State and Government. The PRC and the Commission are, therefore, literally speaking, the foundation stones for the African Union. The more effectively we work together, the stronger the foundation.

      Excellencies, in his Synthesis Report on the Post-2015 Development Agenda entitled, “ The Road to Dignity by 2030: Ending Poverty, Transforming All Lives and Protecting the Environment”, the Secretary-General of the United Nations refers to the year 2015 as being at a “historic crossroads”. Destiny has brought us to this crossroad where we can no longer afford the time for missed opportunities nor the luxury of multiple choices. We must move only in one direction —and that is upwards! And we must do so with the resolute determination to succeed.

      For a long time since our independence, Africa was inexorably sucked downwards into the vortex of poverty, disease, despair, ignorance and squalor. We became the Continent that others derisively referred to as “The Hopeless Continent”. However, in the last decade or so, the tide started to change as Africa has begun to rebrand itself and has transformed its image as the next frontier for development and prosperity.

      This progress has been expressed in terms of the expanding realm of peace and stability, the growth and consolidation of democracy, good governance, human rights and respect for the rule of law, as well as economic growth averaging 5 percent per annum that the Continent has witnessed over the decade.

      We should not, however, be lured into laxity and a false sense of comfort. We are still far from reaching the commanding heights, and powerful winds are still blowing in our faces. Our Continent is still blighted by conflicts; poverty is still widespread; disease and ignorance are still prevalent; and far too many of our youth remain unemployed. Industrial capacity of the continent is low partly due to limited intercontinental infrastructure, fragmented markets and inadequate skills. We continue to lose too many of our people who, out of despair, seek to cross dangerous seas in search of opportunity in Europe. Even for those who make it, many find themselves victims of abuse, drugs, prostitution, human trafficking and all manner of indignities visited upon them.

      There is much to do and no time to waste. That is why this year, Africa must fight to ensure that its voice is heard, and its interests secured during the inter-governmental negotiations on the Post-2015 Development Agenda and the on going negotiations on climate change. That is why it is important to launch the African Agenda 2063 framework at this summit and proclaim to the whole world that Africa has come of age, and to to implement the aspirations of our people.

      Consultations on the first Ten-Year Implementation Plan for Agenda 2063 will have been completed by June and the adoption of the Plan by the June/July summit will signal the beginning of Africa’s march towards its destiny as an, “integrated, prosperous and peaceful continent, driven by its own citizens and representing a dynamic force in the global arena”.

      I repeat, Excellencies: There is no time to waste! We need to act now and take the difficult decisions that need to be taken to put Africa on Solid foundation towards self-propelled, sustainable and irreversible progress. While the rest of the world may count their future in terms of decades, Africa’s future is now! It is now that we must decide on how to finance our own development, using our own resources. We must move forward to implement our flagship projects including the CFTA, the Railway and the Yamasukrou Decision to ease air travel within Africa and save our fledgling aviation industry from collapsing.

      In the future we see, there will be no external benefactors that will routinely come to our rescue during moments of our greatest need. In the future we see, a private sector willing and ready to sacrifice and do whatever it takes to sustain Africa’s development; to fight for Africa’s space in the competitive international economy. It will be a private sector that we shall grow ourselves.

      YourExcellencies,

      Ladies and Gentlemen;

      As you are aware, we are just concluding “The Year of Agriculture”, during which period important strides have been made in reaffirming our commitments, and internalizing lessons learned under the Comprehensive Africa Agricultural Development on what needs to be done, as we strive to revitalize and modernize this critical sector to Africa’s food and nutritional security and development. There is discernible growth in investment in agriculture and expansion in output. The African Risk Capacity is now operational.

      We are proclaiming this year as “The Year of Women Empowerment” because of the urgent need to address the issues relating to the status of women in Africa, and the critical role women can play in the survival and development of our Continent. In so doing, we hope to galvanize energies, actions, advocacy, resources and policy focus to achieve concrete, measurable targets. This will also enable Africa to plan together and prepare adequately for the Beijing Plus 20 Global Conference on the Status of Women.

      In November 2013, when the Chairperson addressed you, she indicated that it was our intention to focus our efforts in 2014 on institutional reform of the Commission. The process has been on going. In this regard, the Commission has worked hard to improve corporate governance and accountability, improve performance delivery, enhance financial sustainability and improve our stakeholder management.

      1. Some of the key areas worth noting are

      a. Review and introduction of key policies including

      i. Travel policy

      ii. Enterprise risk policy

      iii. Fraud and anti-Corruption policy and

      iv. The Code of Ethics and anti-Harassment

      Furthermore, we are looking at updating, strengthening and tightening staff rules and various operational manuals to ensure we create a conducive work environment for performance Delivery.

      b. We have also reconstituted management advisory bodies including the grievances panel, the Tribunal and the Training and capacity development committee.

      c. The comprehensive review of the institutional structure has been initiated with the purpose of transforming the Commission in a full results oriented institution capable of supporting and facilitating the continental integration and Agenda 2063. We hope to provide you with further details of this all important exercises by June.

      d. In the area of financial management, new financial rules and regulations have been introduced to streamline efficient use of financial resource. The IPSAS (international Public Service Accounting Standards) have also been introduced to ensure that financial management meets international stands of accountability and probity. Our internal and external audit framework has been revamped. Overall there was marked improved in budget implementation with receipt of 57% in assed contributions and 59% execution rate on the approved budget and 81% against funds released.

      e. The establishment of the AU foundation as a foundation for mobilizing funds for continental development is also a key novelty.

      We are developing a communications strategy to more effectively inform and engage our people about the programmes and policies of the Union. We are also conducting a comparative analysis of other international inter-governmental institutions to learn best practices to seek to ensure that all organs of the Union operate effectively.

      YourExcellencies,

      Ladies and Gentlemen:

      The foregoing are but just a few of the activities of the agenda before you.

      I cannot end my remarks, however, without referring to the work we have jointly and severely done to contain the Ebola crisis in Guinea, Liberia and Sierra Leone. It is not an exaggeration to say that Ebola is perhaps the greatest challenge that Africa has faced in the last decade.

      You will recall the world-wide panic that followed the Ebola outbreak, leading to closure of borders from some neighboring countries and travel bans and/or restrictions by many countries around the world against not only the citizens of these three countries, but almost for those of the entire West Africa. The Extra-ordinary Joint Executive Council/Ministers of Health meeting convened by the AUC in September 2014 went a long way in calming the fears, stopping the border closures and relaxing travel restrictions for citizens from Ebola affected countries.

      We established the Africa Support to Ebola in West Africa (ASEOWA) as a dedicated mechanism through which to coordinate all assistance efforts in the fight against Ebola. We realized that response to Ebola was slow and concentrated in building health infrastructure. Apart from Cuba, which pledged health workers at the time, few others did.

      We, therefore, decided that the AU should concentrate on mobilizing health workers, as well as resources for deploying and supporting them in the field to assist the few available national health workers of the affected countries. Our business people heeded the call for help and, at a meeting called by the Commission in November, 2014, pledged over $30 million (USD) to support the deployment of the over 800 health workers currently deployed to the three countries affected and under ASEOWA.

      In this regard, we thank most sincerely all the countries and entities that have so generously contributed to the Ebola effort in the form of health workers and infrastructure, funding, equipment, solidarity and advocacy. Equally, I would like to thank the business people, the artistes and the ordinary citizens who have contributed to the Ebola effort. I also want to salute and thank our volunteers, the health workers. These heroines and heroes epitomize the very best of our continent in coming together in solidarity to address common threats.

      Excellences, while some progress has been made in containing the virus, Ebola is still very much with us and the health institutional frameworks and capacity remains fragile. We cannot relent in our fight against it. We cannot afford to let our guard down. I have no doubt, however, that working together -- African governments, partners, the private sector and our citizens-- we shall defeat Ebola.

      Allow me to conclude by wishing you fruitful deliberations and to remind you, once again, important decisions must be made at this summit: We need to summon all the courage and political will to do the right thing!

      24th African Union Summit to dwell on Year of Women’s’ Empowerment and development in Africa

      Addis Ababa, 22 January 2015- The “Year of Women’s Empowerment and Development towards Africa’s Agenda 2063” will be top on the agenda of the 24th Assembly of Heads of State and Government of the African Union (AU), scheduled to take place from 23 – 31 January 2015 at the AU headquarters in Addis Ababa, Ethiopia.

      Meanwhile some pre-Summit activities began holding on Wednesday 21st January 2015, such as the 8th Gender Pre- Summit that took place on 21 and 22 January 2015 and the 3rd Africa Risk Capacity (ARC) Conference of the Parties which kicked off today Thursday 22 and ends on Saturday 24 January 2015 at the AU Conference Center.

      The 24th AU Summit will officially start on Friday 23rd January 2015 with the twenty Ninth (29th) Ordinary Session of the Permanent Representatives Committee (PRC) at 10:00am, in the Medium Conference Hall of the AU Conference Center. The PRC will discuss items on the agenda in preparation of the 24th AU Summit, to be submitted to the Executive Council for adoption.

      The opening session of the PRC will include among others, a speech by the Chair of the PRC, a welcome remark by the Chairperson of the African Union Commission, Dr. Nkosazana Dlamini Zuma, and a group photo of Ambassadors with Commission Members. According to the PRC agenda for the 24th AU Summit, the Ambassadors will, for two days (23 and 24 January 2015) exchange views on specific reports of the Commission.

      On the other hand, the twenty Six (26th) Ordinary Session of the Executive Council will hold on Monday 26 and Tuesday 27 January 2015 in the Large Conference Hall (plenary) /AUCC - Nelson Mandela Plenary Hall. The opening ceremony of the ministerial meeting will take place from 10:00 to 10:30 am. It will include the following:

      Welcome remarks by the Chairperson of the Executive Council; statement by the Chairperson of the AU Commission; statement by the UN Under Secretary-General and Executive Secretary of the UNECA; opening statement by the Chairperson of the Executive Council and a group photo of the Ministers. Later, the Ministers of External Affairs and other ministers or authorities designated by the governments of AU Member States will deliberate on the different reports of the ministerial meetings organised by the AU Commission during the last six months.

      The 32nd Summit of the NEPAD Heads of State and Government Orientation Committee (HSGOC) is scheduled to take place on Thursday 29 January 2015 from 10:00 – 12:00 noon while the 22ndSummit of the African Peer Review Mechanism (APRM) Forum of Heads of State and Government will hold same day from 15:00 – 17:00 hrs and the meeting of the Peace and Security Council at the Level of the Heads of State and Government will be from 19:00 – 21:00 hrs, same day.

      Meanwhile, the 24th Ordinary Session of the Assembly of the African Union is scheduled to take place on Friday 30 and Saturday 31st January 2015. The opening ceremony will include the following:

      H.E. Mr. Mohamed Ould Abdelaziz, President of the Islamic Republic of Mauritania and Chairperson of the African Union will declare the beginning of the Session ; AU Anthem by the AUC Choir; a minute of silence will be observed in memory of the late President Michael Chilufya Sata of the Republic of Zambia (deceased on 29 October 2014); inauguration of the Nelson Mandela Hall by the Chairperson of the African Union and the Chairperson of the Commission of the African Union ; statement by H.E. Dr. Nkosazana Dlamini-Zuma, Chairperson of the Commission of the African Union; statement by H.E. Ban Ki Moon, Secretary General of the United Nations ; opening statement by H.E. Mohamed Ould Abdelaziz, President of the Islamic Republic of Mauritania and Chairman of the African Union; welcome remarks by the Chairperson of the Union to the newly elected Heads of State and Government and presentation to the Assembly ; election of the Chairperson of the African Union and members of the Bureau / members of the drafting Committee; announcement of the results of the elections by the Dean of the African Diplomatic Corps; acceptance statement by the incoming Chairperson of the Union and launch of “2015 Year of Women Empowerment and Development towards Africa’s Agenda 2063”, which is the theme of the 24th AU Summit.

      For two days,the Heads of State and Government will consider the progress report of the Commission on the African Union Agenda 2063; the report of the Commission on the Ebola crisis; the report the Conference of Ministers of Finance and Economy on the Alternative Sources of Financing the African Union; the report of the Peace and Security Council on its activities and the State of Peace and Security in Africa; the report of the Commission on the Establishment of the African Centre for Disease Control and Prevention; the Outcomes of the 2nd Africa-Turkey Summit, Malabo, Equatorial Guinea, 19-21 November 2014 and an awards ceremony for the Kwame Nkrumah Scientific Awards for 2015 by the Chairperson of the African Union and the Chairperson of the AU Commission among others.

      AU Summit to Discuss Presidents’ Activity Report:

      The Heads of State and Government will exchange views on the report of H.E. Mr. Macky Sall, President of the Republic of Senegal and Chairperson of NEPAD Heads of State and Government Orientation Committee (HSGOC); the report of H.E. Mr. John Dramane Mahama, President of the Republic of Ghana and Chairperson of the High Level African Trade Committee (HATC); and that of H.E. Mr.Jakaya Mrishro Kikwete, President of the United Republic of Tanzania and Coordinator of the Committee of African Heads of State and Government on Climate Change (CAHOSCC) on the outcome of climate change negotiations at the 20th Conference of Parties (COP 20) of the UN Framework Convention on Climate Change (UNFCCC), Lima, Peru, 27 November – 12 December 2014.

      The Summit will further consider the report of H.E. Ellen Johnson Sirleaf, President of the Republic of Liberia and Chairperson of the High Level Committee on the inputs to the African Common Position on the Post-2015 Development Agenda as well as that of the APRM as Chairperson of the African Peer Review Mechanism; the report of H.E. Dr. Ernest Bai Koroma, President of the Republic of Sierra Leone and Chairperson of the Committee of Ten on the UN Reforms; the Report of H.E. Paul Kagame, President of the Republic of Rwanda on the Kigali Plan of Action for implementing the Assembly Decision Assembly/AU/Dec.516(XXII) on the Implementation of Sharm El Sheikh Commitments on Accelerating Water and Sanitation Goals in Africa;

      Highlights of the 24th AU Summit will include the appointment of the eleven members of the Advisory Board on Corruption; the appointment of the seven members of the African Union Commission on International Law (AUCIL); the appointment of the president and the vice president of the Council of the Pan-African University (PAU) as well as that of the host country for the Rectorate of the Pan African University.

      A press conference addressed by the Chairperson of the African Union (AU) and the Chairperson of the AU Commission will crown the event on 31st January 2015.

      Stakeholders’ Consultation on 2015 Theme "Year of Women Empowerment and Development towards Africa Agenda 2063"
      Addis Ababa, 23rd January 2015 – Ministers of Gender and Women Affairs of African Union member states have adopted a Communiqué towards the realization of women’s empowerment in the framework of Agenda 2063. The joint Stakeholder Consultations of Gender Ministers from across Africa, the Gender is My Agenda Campaign (GIMAC) and Civil Society Organizations, the UN system and other development partners, was held at the African Union Commission, in Addis Ababa from 20-23 January 2015 to consult on the AU "Year of Women Empowerment and Development towards Africa Agenda 2063" in 2015 and resulted in the adoption of a Communiqué.



      The meeting analysed current global and continental challenges in the implementation of gender equality frameworks , namely Africa’s Agenda 2063, the Declaration on Beijing+20 Africa, the African Women’s Decade, the post-MDG agenda and United Nations Security Council Resolution 1325 (UNSCR 1325 )and provided solution feeding into the AU 2015 Year of Women. Recommendations and commitments form part of a Communiqué adopted by the Stakeholders’ Consultation that are critical in order for the continent’s gender agenda moving forward. The meeting included, amongst others, interventions by the Chairperson of the African Union Commission H.E. Dr. Nkosazana Dlamini Zuma, the Special Envoy for Women, Peace and Security of the Chairperson of the African Union Commission, the representative of the Gender is my Agenda Campaign (GIMAC) Network, the UNDP Regional Service Center for Africa as well as the UN Women Regional Director for East and Southern Africa, the Envoy for Gender of the African Development Bank.
      In her opening address to the Meeting, H.E. Dr. Nkosazana Dlamini Zuma, AUC Chairperson, raised the fact that “If women are emancipated and uplifted, the human race will get better. The ownership of this idea across the continent is substantial to make the aspirations of Agenda 2063 happen”. The Chairperson further stressed that “women’s issues should be completely and fully integrated in our ten year plan of action for the implementation of Agenda 2063”.



      The Chairperson emphasized that this should include mainstreaming a critical mass of women in all sectors as well as ensuring women’s access to modern agricultural technologies, land, and capital to improve their productivity in agribusiness and ICTs. The Chairperson also raised existing and emerging threats that threaten the advancement of the gender agenda and the continent’s development, which includes health pandemics, like HIV and Ebola as well as terrorism.



      On her part, Hon. Bineta Diop, AU Special Envoy on Women, Peace & Security, commended African Union for dedicating this year 2015 to the empowerment of women across the Continent. “It’s a golden opportunity to launch the year of women empowerment “she said in that regard.
      She also affirmed that Africa had achieved a lot on gender equality in terms of declarations and elaboration of legal frameworks, but pointed out the fact that what is missing is implementation, solutions and actions.
      Mr. Lebogang Motlana, Director UNDP Regional Service Centre for Africa recognized the importance of this theme which speaks to African realities. He also emphasized the fact that it resonates with UN ideas. African women are critical actors in the process of development and their contribution need to be recognized and valued.



      He insisted on the necessity for African women to be further empowered and be more present on the political sphere. “Time for African women has come” he concluded..
      The representative from the Ethiopian Ministry of Women, children and Youth Affairs said Africa and the entire International community as a whole have realized that women empowerment is key to human progress and development. “Given the significant role played by women in our society, women emancipation will without doubt pave way for concrete solutions to the social-economic problems that are existent at family and national level”, she added.



      Participants appreciated the AUC lead in the institutionalization of a joint stakeholder meeting bringing Ministers of Gender and Women’s Affairs, the Gender is my Agenda Campaign network and other civil society organizations, and UN partners together to develop common strategies towards the implementation of Agenda 2063.

      While it was agreed that the development of monitoring mechanisms for implementation will be critical, participants also noted the need for a mindset change that allows culture as a driving force for change that does not serve as a constraint to women’s rights and empowerment
      Overall, the discussion focused on the need for implementation of existing development frameworks towards the realization of the Agenda 2063 vision, which should be coupled with financial commitments, especially to women’s organizations.
      The adopted Communiqué will be presented in a declaration to Heads of States during the 24th Assembly of the African Union taking place from 30 – 31 January 2015 for adoption. The Addis Ababa Declaration on Accelerating the Implementation of the Beijing Platform for Action Towards a transformational change for women and girls in Africa (Beijing+20) will also be presented to Heads of States for adoption.
