      African Union Second Decade for Education in Africa: The AU and ADEA launch publications on skills for Africa’s accelerated and sustainable development

      Tunis, May 5 2014. The African Union Commission (AUC) and the Association for the Development of Education in Africa (ADEA) launched two series of publications in Yaoundé on April 24, 2014. The launch session took place during the Conference of Ministers of Education of the African Union (COMEDAF VI), which was held this week in Yaoundé.

      These documents are published at a time when Africa continues to lag behind in development: economic growth has not yet brought decisive social progress and Africa is has yet to successfullyintegrate the globalization process. Much of this lag in development is attributable to the poor performance of African education and training systems.

      Two series of publications were launched:

      • The African Union Education Outlook 2014 reports, produced by the ADEA Working Group on Education Management and Policy Support (WGEMPS) for the African Union. The reports measure the progress made by Africa as a whole and by its sub-regions in the eight priority areas of the African Union’s Plan of Action of the Second Decade of Education in Africa. The eight areas are as follows: gender and culture; education management information systems (EMIS); teacher development; tertiary education; technical and vocational education and training; curricula and teaching; quality management; and early childhood development.

      • ADEA Triennial publications on critical skills for the accelerated, sustainable development of Africa. These publications synthesize and issue recommendations on the critical skills that education and training systems should develop to produce the human capital that Africa needs for accelerated, sustainable development.

      Both series of publications can be accessed from ADEA’s Home page at www.adeanet.org

      The publications were launched as part of the collaboration between the African Union Commission and ADEA. On April 24, 2014, the two entities renewed the Memorandum of Understanding that unites them.

      In his remarks, African Union Commissioner Martial De-Paul Ikounga urged the press to take greater interest in education. “One of Africa’s problems with education is also the insufficient importance attributed to it by the press”, he declared.

      Mr. Ikoungaalso emphasized the importance of the collaboration between the AUC and ADEA. “It is a necessity”, he declared. “The African Union Commission and COMEDAF make policy decisions. But we need to translate these decisions into actions. ADEA represents a set of skills that the African Union needs.”

      After a brief presentation of the AU’s Second decade of Education Plan of Action made by be

      Beatrice Njenga, Head of AUC’s Education Division, Angela Arnott, Coordinator of the WGEMPS, emphasized the main trends outlined in the “African Union Education Outlook 2014” continental report. Access to education remains a problem, since half of all out of school children in the world are African. In eight African countries, fewer than half of children who enroll in school complete the primary level.

      Concerning higher education,enrollment rates have tripled over the last 15 years, but universities remain teaching institutions rather than the research centers that Africa so badly needs to be competitive at the global level. Technical and vocational education and training remains inadequate, fragmented, barely recognized and under-funded. It is not growing enough to absorb the many young people who have dropped out of school, and one consequence of this is the alarming unemployment rate (60%) among young Africans.

      Hamidou Boukary, Acting Executive Secretary of ADEA, reported that ADEA’s current priority is to help countries to transform their education and training systems, which “must help to produce citizen who participate in the emergence of Africa, its economic growth, its sustainable development and its global competitiveness”. ADEA has produced a Strategic Policy Framework to guide African countries to carry out this transformation, which was adopted by the heads of state of the African Union at the AU Summit in Addis Ababa in January 2013.

      The Chair of ADEA recalled the words of Nelson Mandela that “education is the most powerful weapon which you can use to change the world”. “But this education must be of good quality”, he stated, adding that mere attendance in school is not enough.

      ADEA is hosted by the African Development Bank (AfDB). It is a partnership between African ministries of education and development partners, a forum for dialogue on education and training policies in Africa, a network of policy-makers, practitioners and researchers in education, and a catalyst for educational reforms aimed at the accelerated,sustainable development of Africa. ADEA programs are implemented by the ADEA Secretariat, which is based in the AfDB, and by its working groups, Task Force and inter-country quality nodes, which address specific themes and challenges in the education field.

      The AUC, through its Department of Human Resources, Science and Technology, manages education programs designed to formulate and harmonize education policies across Africa by supporting access to education of good quality for all African children and citizens.

      Turkish Government Donates office equipment to support African Union youth’s capacity building

      Addis Ababa, Ethiopia 02 May 2014- The Department of Human Resources Science and Technology ( HRST) of the African Union received on 30 April 2014 some office equipment worth USD 45,000 from the Government of Turkey through its development agency TIKA to support Africa’s agenda on “Accelerating youth empowerment in Africa”.

      During the handover ceremony, Mr. Erdam KARAL, Chargé d’Affaire of the Embassy of the Republic of Turkey stated that, his Government is committed to support Africa’s priorities on empowering youth.

      On his part, H.E Dr. Martial De-Paul Ikounga expressed his sincere gratitude for Turkey’s Commitment on Africa’s Youth development agenda and reassured the delegation that these equipments will help to strengthen the technical capacity of the division in charge of youth development in the African Union Commission.

      The equipments consisted of the followings:

      • 1 Canon Fax Machine

      • 6 UPS 1000 VA

      Turkish Government Donates office equipment to support African Union youth’s capacity building

      Yaoundé Hosts Sixth Ordinary Session of the Conference of Ministers of Education of the African Union: Ministers pledge for Quality Education towards Agenda 2063

      Yaoundé, 25 April 2014 – “Education Ministers have the very important responsibility to ensure quality education of the future leaders of the continent so that Africa can rise and occupy a dynamic force in the world arena” . This statement was made by Dr. Martial De-Paul Ikounga, Commissioner for Human Resources Science and Technology (HRST) of the AU, during the opening on Friday 25 April 2014 of the Sixth Ordinary Session of the Conference of Ministers of Education of the African Union (COMEDAF VI) holding in Yaoundé, Republic of Cameroon, under the theme: “Educating for African Renaissance towards 2063”.

      The COMEDAF VI was officially opened by the Mr. Philemon Yang, Prime Ministers of the Republic of Cameroun, in the presence of Mme Youssouf Hadidja Alim, Minister of Basic Education of Cameroon and Members of the Cameroon Government; Diplomatic Corps; the student of the Pan-African University; partners and invited guests.

      After the welcome remarks of the Mayor of the Yaounde City, Prime Minister Yang underscored the importance of education in the socio-economic and political development of the continent. He reiterated his country’s engagement to support the African Union efforts in promoting education as a panafrican value for the 2063 Agenda. Prime Minister Yang emphasized the importance of training and skills development for effective employment of the youth; focusing on concrete proposals and recommendations to improve the continental policy in training and education. He further encouraged the participants to produce relevant and useful recommendations in order to make appropriate contributions to the state of Education in Africa.

      Commissioner Ikounga welcomed the participants and expressed appreciations to the host government for their cordial reception and hospitality. The Commissioner gave special mention to the Pan African University (PAU) as an example of success in Higher Education and the acceleration of quality education in Africa. He said that bridging gaps and creating synergies in education policies in Africa is an essential part of educating for African renaissance towards 2063 Agenda.       Representing the outgoing bureau of COMEDAF, the Permanent Secretary of Education of the Federal Republic of Nigeria recalled that the Ministers will review progress made on the implementation of the Plan of Action of the 2nd Decade of Education for Africa since the last COMEDAF V held in Abuja in 2012. He pointed out the necessity to provide continual support to teacher development to contribute to sustainable growth and development in Africa. He underlined Africa’s need for teachers to train students to become globally competitive.

      The Director of HRST, Dr. Abdul-Hakim Elwaer, announced the participation of the Pan African University students at the COMEDAF VI official opening, saying that they were a true example of the vision and very ambitious project of the AU with respect to education. Dr. Hakim introduced a poem and song on the education vision for Africa 2063 presented by the PAU students.

      An exhibition by education partners and African Union officials of the department of HRST crowned the opening ceremony of COMEDAF VI.

      Yaoundé Hosts Sixth Ordinary Session of the Conference of Ministers of Education of the African Union: Ministers pledge for Quality Education towards Agenda 2063

      Yaoundé, 25 April 2014 – “Education Ministers have the very important responsibility to ensure quality education of the future leaders of the continent so that Africa can rise and occupy a dynamic force in the world arena” . This statement was made by Dr. Martial De-Paul Ikounga, Commissioner for Human Resources Science and Technology (HRST) of the AU, during the opening on Friday 25 April 2014 of the Sixth Ordinary Session of the Conference of Ministers of Education of the African Union (COMEDAF VI) holding in Yaoundé, Republic of Cameroon, under the theme: “Educating for African Renaissance towards 2063”.

      The COMEDAF VI was officially opened by the Mr. Philemon Yang, Prime Ministers of the Republic of Cameroun, in the presence of Mme Youssouf Hadidja Alim, Minister of Basic Education of Cameroon and Members of the Cameroon Government; Diplomatic Corps; the student of the Pan-African University; partners and invited guests.

      After the welcome remarks of the Mayor of the Yaounde City, Prime Minister Yang underscored the importance of education in the socio-economic and political development of the continent. He reiterated his country’s engagement to support the African Union efforts in promoting education as a panafrican value for the 2063 Agenda. Prime Minister Yang emphasized the importance of training and skills development for effective employment of the youth; focusing on concrete proposals and recommendations to improve the continental policy in training and education. He further encouraged the participants to produce relevant and useful recommendations in order to make appropriate contributions to the state of Education in Africa.

      Commissioner Ikounga welcomed the participants and expressed appreciations to the host government for their cordial reception and hospitality. The Commissioner gave special mention to the Pan African University (PAU) as an example of success in Higher Education and the acceleration of quality education in Africa. He said that bridging gaps and creating synergies in education policies in Africa is an essential part of educating for African renaissance towards 2063 Agenda.       Representing the outgoing bureau of COMEDAF, the Permanent Secretary of Education of the Federal Republic of Nigeria recalled that the Ministers will review progress made on the implementation of the Plan of Action of the 2nd Decade of Education for Africa since the last COMEDAF V held in Abuja in 2012. He pointed out the necessity to provide continual support to teacher development to contribute to sustainable growth and development in Africa. He underlined Africa’s need for teachers to train students to become globally competitive.

      The Director of HRST, Dr. Abdul-Hakim Elwaer, announced the participation of the Pan African University students at the COMEDAF VI official opening, saying that they were a true example of the vision and very ambitious project of the AU with respect to education. Dr. Hakim introduced a poem and song on the education vision for Africa 2063 presented by the PAU students.

      An exhibition by education partners and African Union officials of the department of HRST crowned the opening ceremony of COMEDAF VI.

      The Commission of the African Union signs Memorandum of Understanding (MOU) with the UNESCO International Institute

      Addis Ababa, 9th April 2014: The Commission of the African Union signed a Memorandum of Understanding (MOU) with the UNESCO International Institute for Capacity Building in Africa (IICBA) on Wednesday 9 April 2014, at the headquarters of the African Union (AU) in Addis Ababa.

      Speaking during the signing ceremony, H.E. Dr. Martial De-Paul Ikounga, AU Commissioner for Human Resources, Science and Technology (HRST), stated that the signing of the MOU was another step towards strengthening partnerships in Education on the Continent. His counterpart Mr. Arnaldo Nhavoto echoed his remarks, commenting on IICBA’s commitment to assist in achieving the goals set out in the 2nd Decade of Education.

      The Commission, as the Secretariat of the African Union, through its Department of Human Resources, Science and Technology (HRST), runs education programmes, which seek to promote the implementation of the Plan of Action for the African Union Second Decade of Education for Africa, particularly in the thematic areas of teacher development; the harmonization of education policies; and contribution to revitalized, quality, relevant education systems responsive to Africa’s needs, aspirations, and capacity.

      The counterpart in the MOU, IICBA focuses on building and strengthening capacities of teacher education institutions in Africa and contributes to the design and implementation of the Second Decade of Education for Africa in the areas of teacher development, school leadership and management and school supervision and support.

      The cooperation engendered in the mentioned MOU allows for a pooling of efforts and resources towards achieving common objectives and strengthening cooperation in education on the Continent."

Dr. Martial De Paul Ikounga Commissioner for Human Resources, Science and Technology signed a GMES and Africa Cooperative Arrangement Statement with his counterparts from the European Commission Antonio Tajani, Vice-President of the European Commission, responsible for Industry and Entrepreneurship, and Andris Piebalgs, Member of the European Commission, responsible for Development

      GMES and Africa was launched in Lisbon, Portugal on December 7, 2007 during the 2nd EU - Africa Summit following the Maputo Declaration in 2006 as a long-term framework for cooperation on Earth Observation (EO) through the integration and deployment of African requirements and needs in GMES Services. The objective of cooperation is to promote institutional, human and technical capacities building for the access and exploitation of EO information for security and sustainable development in Africa. The programme looks at the whole range of development challenges such Impacts of Climate Variability Change, Natural and Man-made Disasters, Rural Development and Food Security, Infrastructures and Territorial Development, Management of Conflicts and Political Crisis, and Health Issues among others.

      This Cooperative Arrangement is a firm commitment by the two Commissions to start actions for the implementation of agreed cross-cutting and three thematic areas dealing with (a) Long-Term Management of Natural Resources, (b) Marine and Coastal Areas Monitoring, (c) Water Resources Management while working to finalize the remaining chapter of GMES and Africa action plan.

It is a flagship project of the African Union Commission (AUC), established by the decision of the Summit of Heads of State and Government of the African Union. The PAU’s mission is to exemplify excellence and nurture quality in African Higher Education and Research. This will be done through world class programmes at Masters and PhD level, organized under five thematic areas, and hosted in existing Universities in AU Member States.

      The five thematic institutes of the Pan African University are hosted as follows:

      1. Western Africa: PAU Institute of Life and Earth Sciences, including Agriculture and Health at University of Ibadan in Nigeria

      2. Eastern Africa: PAU Institute of Basic Sciences, Technology and Innovation at the Jomo Kenyatta University of Agriculture and Technology in Kenya

      3. Central Africa: PAU Institute of Governance, Humanities and Social Sciences at University of Yaoundé II in Cameroon

      4. Northern Africa: PAU Institute of Water and Energy Sciences (including Climate Change) at the Université Abou Bekr Belkaid Tlemcen in Algeria

      5. Southern Africa: PAU Institute of Space sciences to be hosted by a country to be identified
