Agenda 2063 is the blueprint and master plan for transforming Africa into the global powerhouse of the future. It is the strategic framework for delivering on Africa’s goal for inclusive and sustainable development and is a concrete manifestation of the pan-African drive for unity, self-determination, freedom, progress and collective prosperity pursued under Pan-Africanism and African Renaissance.
H.E. Mr. Paul Kagame, President of the Republic of Rwanda, was appointed to lead the AU institutional reforms process. He appointed a pan-African committee of experts to review and submit proposals for a system of governance for the AU that would ensure the organisation was better placed to address the challenges facing the continent with the aim of implementing programmes that have the highest impact on Africa’s growth and development so as to deliver on the vision of Agenda 2063.

3rd Ordinary Session of the Specialized Technical Committee on Agriculture, Rural Development, Water and Environment

Rational and Objectives:
Specialized Technical Committees are responsible for ensuring supervision, follow-up and evaluation of implementation of decisions taken by the organs of the African Union; coordination and harmonization of projects and programmes; as well as providing critical review of strategic documents for endorsement by AU Policy organs. Specialized Technical Committees are expected to meet at least every two years in order to discharge the responsibilities vested upon them by the African Union Assembly. Accordingly, following the inaugural meeting of the Specialized Technical Committee on Agriculture, Rural Development, Water and Environment held from 5-9 October 2015, the Department of Rural Economy and Agriculture has scheduled the third ordinary session of the Specialized Technical Committee on ARDWE from 21 to 25 October 2019 at the AU Headquarters in Addis Ababa, Ethiopia.
The STC aims to achieve the following:
a. To review progress in implementation of the decisions that were taken during the first and second ordinary sessions of the STC in 2015 and 2017, respectively;
b. To consider and adopt strategic documents related to Agriculture, Rural Development, Water and Environment for onward submission to the Executive Council for consideration;
c. To dialogue and provide policy recommendations and guidance on topics that are high on Africa’s Development Agenda 2063 including agriculture and food security; rural economic development; resilience, sustainable management of environment and natural resources. The STC meeting will consider and adopt strategic documents and reports related to Agriculture, Rural Development, Water and Environment and to provide policy recommendations and guidance on topics that are high on Africa’s Development Agenda 2063.
