        INVITATION TO THE REPRESENTATIVES OF THE MEDIA

        What:   Inter-RECs Experience Sharing and Capacity Building Workshop on Labour Migration Governance

        When:   8-9 November 2021

        Where:   Djibouti Palace Kempinski, Djibouti

         Who:   The Workshop will be organized by the African Union Commission Department of Health, Humanitarian Affairs & Social Development (HHS) in cooperation with IGAD as a host.

        Why: This workshop will be a continuation of the first workshop held in June 2021. During the meeting, participants discussed that given how the AU Free Movement Protocol is related to the objectives of JLMP, members should focus on pushing from more Member States to endorse the Protocol.

        Purpose and Objectives:

        The objectives of the workshop will be to:

        a) Enhance the awareness of RECs on existing continental and international frameworks related to labour mobility and migration;

        b) Enhance the understanding of challenges with implementing existing continental and regional labour migration policy frameworks at the regional level;

        c) Contribute (where necessary) to RECs’ efforts in developing frameworks for labour migration governance, via the experiences shared by others;

        d) Strengthen the network among the RECs, and agree on mechanisms for continuous learning and information exchange;

        e) Identify and support opportunities for joint undertakings between RECs with joint or match funding based on complementarity and synergy of programmes existing in RECs and the JLMP;

        f) Discuss good practices within RECs and the possibility of replicating them across including regional social dialogue forums;

        g) Concretize relationships and cooperation between RECs based on identified needs/opportunities;

        h) Build on discussions initiated during field visits of the Labour Migration Advisory Committee (LMAC), develop strategies to strengthen the partnership between RECs and social partners, especially regarding protection of African migrant workers including through data collection and preparation of research documents, popularization of existing policy frameworks, feedback and coordination mechanism from citizens to the RECs, especially on the impact of the policies in their daily lives;

        i) Strategize on the development of a framework which will guide monitoring and reporting of progress/challenges against global/continental/regional commitments on labour migration.

        Expected Outcomes:

        At the end of the workshop, participants will have:

        1. Shared experiences with each other in the areas of competence on labour migration governance
        2. Developed and adopted a roadmap on Inter-RECs coordination and cooperation on labour migration

        Participants:           

        Participants of the workshop will be drawn from the eight RECs (officers in charge of labour migration, free movement and statistics), Representative of Pan African Parliament, Representatives from IOM/ILO Regional Programmes, the AU-ILO-IOM-ECA Joint Programme on Labour Migration Governance for Development and Integration (JLMP) Social Partners (The Organisation of African Trade Union Unity (OATUU), The African Regional Organisation of the International Trade Union Confederation (ITUC-Africa) and Business Africa, members of the Labour Migration Advisory Committee and AUC staff /JLMP Priority Partners.
