WHAT:          The 2nd Africa-CARICOM Summit is to bring together African nations, Caribbean states, and the global African diaspora to strengthen unity, deepen integration, and jointly pursue reparations and reparatory justice through a comprehensive transcontinental partnership framework, under the theme: “Transcontinental Partnership in Pursuit of Reparatory Justice for Africans and People of African Descent through Reparations.”

WHO:                The summit will welcome Heads of Government from AU and CARICOM Member States, UN Secretary-General, Presidents of the World Bank and IMF, Heads of the African and Caribbean Development Banks, Executive Heads of UNEP, UN-Habitat and AfreximBank, Heads of other strategic regional and global partners, such as Heads of AU organs, United Nations Economic Commission for Africa (UNECA), Economic, Social and Cultural Council (ECOSOCC), Civil Society Organizations (OSC), Global Black History, Heritage & Education Centre (GBHHEC), Organization of African, Caribbean and Pacific States representatives, Permanent Forum of People of African Descent Civil society, diaspora, relevant UN Specialized Agencies United Nations Educational, Scientific and Cultural Organization (UNESCO), and Academia.

OBJECTIVE:

          The objectives of the 2nd CARICOM Summit are to:

  • Reaffirm and elevate the political and diplomatic commitment to AU-CARICOM cooperation.
  • Adopt a Joint Communiqué articulating shared development priorities and global policy positions.
  • Foster dialogue on key thematic areas 
  • Strengthen institutional frameworks for investment, trade, transport, and technical cooperation between the two regions.
  • Showcase and amplify the cultural, historical, and economic linkages binding the two regions.

 

CONTEXT:

The 2nd Africa-CARICOM summit builds up on the first Africa-CARICOM summit hosted by His Excellency Uhuru Kenyatta, Former President of the Republic of Kenya on 7th September 2021 under the theme, “Unity across continents and oceans: opportunities for deepening integration.”

The Second CARICOM summit is expected to further enhance the growing interlinkage between Africa and the people of African descent. It is being held at a crucial moment in the relations between Africa and CARICOM whereby the African Union Assembly of Heads of States and Government decision (Assembly/AU/Dec.884 (XXXVII)) designated the AU theme of the Year for 2025 to be ‘‘Justice for Africans and People of African Descent Through Reparations’’. The decision  further calls for the establishment of a Transcontinental Partnership Framework embracing the AU, CARICOM and the African Diaspora in Latin America, North America, Europe and UK, and elsewhere in the world, to build a strong common front among them in pursuit of reparations and reparatory justice at the global level; and recalled that in Assembly Decision 847, it called for the establishment of an African Caribbean Joint Mechanism on Reparative Justice, based on the resolve of the Global African Diaspora Summit held in South Africa in 2012. 

The summit is expected to facilitate the development of a comprehensive Partnership Framework that will guide the AU-CARICOM engagement.
