      Sign a memorandum of Understanding

      Addis Ababa, 16 February, 2011: A Memorandum of Understanding was signed today 16th February 2011 between the African Union and the organization for One Laptop Per Child, (OLPC) whose mission is to help provide every child in the world with access to modern education. OLPC is partnering with the African Union (AU) to deliver laptops to primary school students throughout Africa.

      This commitment is in line with the African Union’s strong desire to enable a generation of children to think critically, to connect with each other and to the world’s body of knowledge, and to create the conditions for real and substantive economic and social development.

      OLPC is a nonprofit organization created by Nicholas Negroponte and others from the MIT Media Lap to design, manufacture and distribute laptop computers that are inexpensive enough to provide every child in the world access to knowledge and modern forms of education.

      “OLPC’s partnership with the AU represents another significant step toward a world in which every child has access to a world-class education, to the world’s body of knowledge, and to each other,” said Matt Keller, Vice-President of Global Advocacy of One Laptop per Child. “The AU is dedicating itself not simply to One Laptop per Child, but to a world in which the children become agents of change – making things, teaching each other and their families and affecting the social development of their communities.”

      The Director for Human Resources, Science and Technology at the African Union, Mrs. Vera Brenda Ngosi and Mr. Matthew Keller, Vice-President of Global Advocacy for One Laptop per Child signed the MoU on behalf of their respective organizations.

      The vision of the African Union is that of an integrated, prosperous and peaceful Africa, driven by its own citizens and representing a dynamic force in global arena. To this end, the AU has committed itself to work with OLPC in developing large-scale laptop projects and to work with OLPC on seeking funding from prospective donors as well as recipient countries for these projects. OLPC and the AU will work together to leverage the advantages of the XO laptop in transforming primary school education and to promote strategies for better access to laptops and connectivity.

      The agreement between the AU and the OLPC shall be effective from the date of signature by both parties i.e. 16 February 2011 and shall be valid for two years.

      Fourth China-DAC Study Group on Promotion of Private Enterprise

      The Fourth Meeting of the China – Development Assistance Committee (DAC) Study Group, which kicked off yesterday, Wednesday 16 February 2011 at the headquarters of the African Union, Ethiopia under the theme: “Enterprise Development and Economic Transformation: Creating the Enabling Environment” will end today, Thursday 17 February 2011.

      Jointly organized by the African Union Commission (AUC), the International Poverty Reduction Centre in China (IPRCC) an Organization for Economic Cooperation and Development (OECD-DAC); and the United Nations Economic Commission for Africa (UNECA), the policy dialogue is aimed to facilitate the sharing of experiences and promote learning on economic growth and poverty reduction between China, African countries and OECD‑DAC Members.

      The Closing ceremony is scheduled to take place as from 5:00 pm at the Hilton Hotel, Addis Ababa, Ethiopia.

      Dr. Maxwell Mkwezalamba, Commissioner for Economic Affairs of the African Union, is expected to present a key note address to close the forum.

      Journalists are invited to cover the official closing ceremony of the Fourth Meeting of the China – (DAC) Study Group, today at 5:00 pm at the Addis Ababa HILTON HOTEL.

      WHO: Organized by the China-DAC Study Group, Co-Chaired by The International Poverty Reduction Centre in China (IPRCC) and OECD-DAC , in association with the Commission of the African Union (AUC) and the United Nations Economic Commission for Africa (ECA).

      WHY: Reflection on wealth creation through transformation of poor rural economies: public policies and private initiative in China and Africa along side Shaping basic capacity for enterprise development: human resources, institutions and regulations in China and Africa

      Background and Objectives:

      To facilitate the sharing of experiences and promote learning on economic growth and poverty reduction, the China-DAC Study Group was established by the International Poverty Reduction Centre in China (IPRCC) and the Organisation for Economic Co-operation and Development’s Development Assistance Committee (OECD-DAC) in January 2009.

      The Study Group will focus its work on two themes:

      * China’s experience of economic growth and poverty reduction, including the contribution of international assistance, and its relevance for other developing countries, particularly in Africa.

      * China’s economic co-operation with Africa and the lessons that China and DAC Members can share with each other to increase the collective impact of foreign aid on reducing poverty in Africa.

      These themes are being addressed during a series of evidence-based policy dialogue events, which enables a larger number of stakeholders to be involved in the Study Group’s activities. In order to reflect the needs in many African countries today, the Study Group organised three events during 2009-2010 on topics which influence both the pace of economic growth as well as the extent to which economic growth contributes to reducing poverty:

      * Development partnerships.

      * Agriculture, food security and rural development.

      * Infrastructure.

      The Study Group’s first event on “Development Partnerships for Growth and Poverty Reduction” took place in Beijing, China in October 2009. The second event on "Agriculture, Food Security and Rural Development for Growth and Poverty Reduction" took place in Bamako, Mali in April 2010. The third event on “Infrastructure” took place in Beijing, China in September 2010.

      This fourth event will focus on the enabling environment for enterprise development. More specifically, the event will:

      * Highlight the significant role that enterprise development, trade and investment play in the creation of local, regional and global value chains and the dynamic impact on economic growth, employment and poverty reduction in China and African countries.

      * Map out the course, strategies, achievements and challenges of China and African countries in creating enabling environments for enterprise development and explore the relevance and implications of the lessons from each.

      The main findings and emerging lessons from the Study Group’s series of events will be presented and discussed at a policy symposium in Beijing planned for April 2011.

                                  Update on collaboration in core areas of the AUC-WB MoU, infrastructure
                                  and agriculture; key lessons for strengthening results and effectiveness
