Addis Ababa, 10 November 2016 – The African Union Commission (AUC) in a bid to ensure continuous improvement and modernization of the African Union’s Strategic Planning, Monitoring, Evaluation and Reporting systems, processes and tools is holding a series of Capacity Building trainings at the African Union Head Quarters, Regional Offices and other African Union Organs on Results Based Management (RBM) starting 8 -12 November 2016 at the African Union Head Quarters, Pan African Parliament (PAP) and NEPAD Planning and Coordinating Agency (NPCA). These trainings will continue at other AU Organs and Regional Offices throughout the month of November 2016
The trainings are organized and conducted by Directorate of Strategic Policy Planning, Monitoring and Evaluation, and Resource Mobilization (SPPMERM) that is taking the lead in the implementation of Executive Council Decision which urges the Commission to make necessary efforts to improve program implementation rates as well as quality, scope and timeliness of reporting on results.
An efficient and effective Planning, Monitoring, Evaluation and Reporting System is central to the achievement of this as well as to the successful implementation of AU Agenda 2063 First Ten Year Implementation Plan (FTYIP).
Opening the training session at the AU Headquarters, Mr. Mesfin Tessema, Director of SPPMERM , stated that AU programs will be aligned to Agenda 2063 and that the year 2018 will be a transition period. “With effect from 2018, all programs should be results based and aligned to key outcomes of Agenda 2063 First Ten Year Implementation Plan” he further stated. In closing, he outlined that each department was responsible for developing the programs.

The objectives of these trainings are to:
· review the current planning, monitoring, evaluation and reporting weaknesses with a view of understanding and strengthening those weaknesses;
· build capacity of focal persons in key RBM concepts, tools and techniques,
· present participants with Agenda 2063 Indicator Reference Sheets which will greatly inform the new AUC Monitoring and Evaluation Framework;
· review and make recommendations on an improved results based reporting template for programs;
· present the road map for the rolling out of the AUC Monitoring and Evaluation Framework and
· prepare participants for the preparation of results based 2018 program budgets and report on results for 2016 and 2017 Program Budgets.
The targeted participants are professional staff who are involved in program budgeting and reporting and are the SPPMERM focal persons. The participants to these trainings are expected to continue to be focal persons of their Organs/departments in planning, program budgeting and reporting and other planned SPPMERM activities.
The outcome of these sessions will be to ensure participants use results based competencies, skills, and tools to develop and manage identified programs for continuous institutionalization of RBM Road Map ensuring effective implementation of Agenda 2063 FTYIP.
