In addition to the weekly brief on the spread of COVID-19 and the actions that Africa CDC is taking to help member states, Africa CDC has begun to share a weekly brief detailing the latest changes in scientific knowledge and public health policy changes, as well as updates to the latest guidance from WHO and others. Contents of this document are not intended to serve as recommendations from the Africa CDC; rather, it is a summary of the fact base to help inform Member States. It is important to note that the outbreak is evolving rapidly and that the nature of this information will continue to change. So, we will continue to provide regular updates to ensure member states are informed of the most critical developments in these areas.

The Post-Amnesty Programme in the Niger Delta: Challenges and Prospects

Critique of the Niger Delta Amnesty process - the paper explores the perceived benefits of the programme (including a rise in oil production and fall in kidnappings) as well as challenges associated with eligibility and exclusion criteria and the impact of perceived benefits to militants on other at risk and vulnerable groups including unemployed youth. Interesting commentary on transaction costs associated with the programme in terms of programme management costs vs support to beneficiaries and the role of commanders.

Nigeria: In Search of Sustainable Peace in the Niger Delta through the Amnesty Programme

Paper provides an overview of the Niger Delta conflict - including background on the armed groups and a detailed description of the Amnesty process. DDR efforts (focused largely on BTVET) are described and explored and challenges both with the structural organisation and eligibility and exclusion criteria for benefits provided under the programme are identified. Issues related to TJ and the role of civil society are also discussed.

Who Owns the Sahara? Old Conflicts, New Menaces: Mali and the Central Sahara between the Tuareg, Al Qaida and Organized Crime

Detailed analysis of the background to the Malian conflict from the context of both local dynamics and regional dynamics (including AQIM, organised crime and instability in Libya). Explores in depth the role of ECOWAS and the AU as well as international actors. No specific mention of DDR but highlights the importance of in depth regional and local analysis and cross border responses to tackle issues.

The Role of SADC in Managing political crisis and conflict. The Cases of Madagascar and Zimbabwe

Paper presents two case studies of the Southern African Development Community’s (SADC) involvement in regional crises – Zimbabwe and
Madagascar. The evolution and structure of SADC’s security management and conflict transformation bodies are examined. No specific reference to DDR but useful exploration of the complexities of the political economy of engagement by a REC.

This paper considers the role of regional organisations and external actors in peace and conflict resolution efforts in Mali. It includes an in depth exploration of APSA and an analysis of the engagement of the AU and REC's in stabilisation efforts
