Special Advisor to the AUC Deputy Chairperson on Systems, Methods and Financial Management
Mr. Patrick is currently with the African Union Commission in the Bureau of the Deputy Chairperson (DCP) as Special Advisor on Systems, Methods and Financial Management. He has served in that position for 8 years and closely worked with fellow senior advisors to support the DCP in executing his general mandate as the Deputy Chief Executive of the Union; fulfill his direct responsibility of overseeing the service Directorates of the Commission, namely: Administration and Human Resources Management (AHRM); Programming, Budget, Finance and Accounting (PBFA); Conference Management; and Medical Services and to drive the “Institution and Capacity Building Program” (ICBP) of the Union, a reform initiative aimed at ensuring that AU is operationally efficient, innovative, responsive and accountable as it implements its Continental Agenda.
His African and global work in Uganda, the UK, Zimbabwe, Zambia and AUC in Ethiopia has given him wide experience in the areas of African regional integration agenda, ambitions and challenges; working with players in public, private sectors; the civil society and cooperating partners including, the EU, USAID, China and the UN system.
His other significant previous positions included: Director of Finance at the COMESA Secretariat, a regional Economic Community. He contributed towards the achievement of the ESA Free Trade Area; the acquisition of the current COMESA Headquarters; and building a strong Secretariat with a reputation of delivery to its stakeholders. He also served as a Group Internal Auditor of Zambia National Holdings in Lusaka, Zambia and Administrator and Finance Officer of the Africa Centre, London UK.
Mr. Patrick is a Fellow of the Chartered Association of Certified Accountants (FCCA); has an MBA in International Business from Washington International University (USA) and a Bachelor of Commerce Degree from Makerere University (Uganda).
A Ugandan national, Mr. Patrick’s other interests include, supporting individuals (especially the youth) and organizations to achieve their goals and objectives as well as protection and respect of the environment as a basis of ensuring sustainable growth and quality of life.
