Invitation for Bids (IFB)

1. The Africa Union Commission has allocated funds for the Demolishing and Renovations of Building- A in the AUC Headquarter compound and now invites sealed bids from eligible and potential bidders who has experience in the area of the assignment.

2. The biding document is open for all GC/BC Grade Three and above for local contractors or equivalent for international contractors. This Procurement process will be conducted in accordance with the Procurement of Works under open bidding procedure and in accordance with the relevant Rules and Regulations of the Commission of the African Union.

3. Bidders are required to furnish the following:

a. Signed Bid form (Format provided in Section 4 of the Bid document)
b. Valid Business Registration Documents
c. Valid Contractor License
d. Tax Certificates (Tax Clearance, VAT certificate, Tax payer’s registration)
e. Written Power of Attorney (authority to sign bid documents)
f. Curriculum Vitae of (CVs) of Project Manager and Key Technical Staffs
g. Proof of Having Performed Similar Works in The Previous 5 Years
h. List of Equipment to Be Used
i. Bid Security (ETB 50,000 or equivalent). This must be enclosed in the technical submission,
j. Priced Bills of Quantities(BOQs)

4. Access to Online Application Form: The Application form can be accessed via the following link: https://forms.office.com/r/3gVGucTVMV
a. Interested and Eligible Bidders are to express their interest by filling the application form with relevant information as requested on the application portal.
b. Bidders are strongly advised to submit contactable emails and phone number for ease of communication.
c. The Application Portal will be active for a period of four (4) Weeks starting from the date of advertisement of the Bid and shall be open from September 2 – October 1, 2021.
d. Bidders MUST possess the below listed documents before commencing the application process and shall submit them along with other requirements during bid submission:
e. Valid Business Registration Documents
f. Valid Contractor License
g. VAT Certificate
h. TAX Payer’s Registration Certificate
i. Bidders who do not expressed their interested before the application deadline will not be able to access the portal.

5. Access to Bid Documents: The link for accessing the bid documents e.g. Bill of Quantities, Detailed Construction Drawings & Specifications and other relevant documents pertaining to the Bid will be sent to eligible bidders who have completely and accurately submitted all requirements requested for on the Application form.

6. Bid Submission Modalities & Submission Deadline:

a. This is a TWO envelope bidding. Bidders should ensure that the Technical and Financial proposals are enclosed in TWO separate electronic folders clearly indicating the title and Procurement number.
b. Due to Covid-19 safety precautions, bidders will be required to submit bids ELECTRONICALLY.
c. Technical and Financial Bids must be in PDF format.

d. During bid submission, bidders are required to secure their electronic Financial Proposals with appropriate Password which will be communicated officially upon request (at the time of financial bid opening) by the AUC.

e. The deadline for submission of bids will be October 1, 2021 15:00 hours Addis Ababa Local Time.

7. Bid Validity: Bid must be valid for 90 Calendar days from the bid closing date.

8. Bid Opening: Bids will be opened immediately after the bid closing deadline, at 15:30 hours Addis Ababa Local Time on October 1, 2021 in the presence of bidders or bidders’ representatives who choose to attend the bid opening session virtually. The link shall be shared with all bidders in advance. Late bids will be rejected.

9. Site Visit: Shall be arranged on appointment. Scheduled dates are specified for October 13, 2021 from 8:00 – 12:00 hours, Addis Ababa Local Time.
