      AFRICAN UNION INVITES MAURITANIA’S CIVIL SOCIETY TO PARTICIPATE IN THE ECOSOCC GENERAL ASSEMBLY ELECTIONS

      Nouakchott, Mauritania: 17 October 2014 – After the Sahrawi Arab Democratic Republic (SADR), it was the turn of the Islamic Republic of Mauritania to welcome, from 14 to 17 October 2014, the sensitization and motivation campaign for the election of the 2nd General Assembly of the Economic, Social and Cultural Council of the African Union (ECOSOCC). A meeting grouping the civil society organizations of Mauritania was organized to that effect on 17 October 2014 in the Wissal Hotel conference to brief and exchange views and informations on the practical modalities and criteria for participation in the elections billed for the fourth quarters of the year 2014. Around fifty CSOs including CSOs plateforme attended the meeting following the advertisement of the event on local media and specialized local websites.

      Addressing participants at the opening ceremony, the representatives of the Minister of Communication and Relations with the Parliament, the Director of Relations with Civil Society Mr. Mohammedan Ould Hurma Baba, lauded the initiative of the African Union for launching this sensitization campaign which will not only motivate the population but will also close the gap between the AU as an organization and the people of Mauritania. He reiterated the commitment of H.E.M Mohamed Ould Abdel Aziz, President of the Islamic Republic of Mauritania to promote a more active Mauritanian civil society in the development agenda of the Union. The Director of Relations with Civil Society who described the Mauritania’s civil society as the ‘elite of Mauritania society’, reiterated his government willingness to work hand in hand with the AU delegation to ensure the full participation of the civil society in the ECOSOCC election as well as to motivate the population to develop greater interest in the development agenda of the Union.

      Speaking earlier, the Assistant Executive Secretary of NGOs Forum of Mauritania, Mr Izidbih Day welcomed the good initiative, which will help to consolidate the relationship between the African Union and the civil society. He added that this initiative would enlighten the population to know more about the activities of the Union and he underlined their full support for the initiative. He called local CSOs to seize this opportunity and to apply for ECOSOCC elections.

      On his part, the Head of the AU delegation, Mr Jalel Chelba briefed the Mauritanian civil society community on the objectives of the sensitization campaign as mandated by the Malabo Summit and observed that this meeting will be the last one in this campaign. He highlighted the significance of concluding the campaign in Mauritania which is assuming the presidency of the African Union for this year and called CSOs to play their role in making ECOSOCC a useful organ for the interests of the African civil society and to contribute significantly to the development agenda of the continent. He also mentioned that the idea of organizing the ECOSOCC composite elections in Nouakchott was discussed with Mauritanian authorities and it is much welcomed.

      During the discussion, the participants highlighted the main challenges that Mauritania CSOs would face within this process especially the eligibility requirements including the 50 percent of the funding and the audit and financial reports. They called the African Union to be more flexible with their candidatures giving the time constraints.

      SAHARAWI PRIME MINISTER RECEIVES THE AU DELEGATION

      IN CAMPAIGN FOR ECOSOCC ELECTIONS

      Refugees Tindouf Camp, Sahrawi Republic: 13 October 2014 – The Prime Minister of the Sahrawi Arab Democratic Republic (SADR) H.E. Mr.Abdelkader Taleb Omar has received in audience on the 13th October 2014 the African Union delegation who arrived in SADR within the framework of the ongoing sensitization and motivation campaign for the election of the 2nd General Assembly of the Economic, Social and Cultural Council of the African Union (ECOSOCC).

      The Prime Minister appreciated the commitment of the African Union (AU) and the continuous support to his country. He noted that Saharawi Republic is looking forward to exchange experiences with other African countries in differents sectors, highlighting the role of civil society organizations in Saharawi community as well as the leading role of women. The Prime Minister assured that Saharawi Republic will not spare efforts in supporting AU activities and programmes, underlining that Saharawi Republic has been involved in almost all activities carried out by the AU Commission.

      In the honor of AU delegation in visit to Saharawi Republic a dinner has been organized with the Prime Minister H.E. Abdelkader Taleb Omar. The Minister of Cooperation, the Secretary General of the Ministry of Foreign Affairs, the President of the the CSOs plateforme and the Sahrawi Ambassador to the AU attended also this meeting.

      The team led by Mr. Jalel Chelba, from the Civil Society Division of the African Union, briefed the Sahrawi Prime Minister on the objectives of the sensitization campaign as mandated by the Malabo Summit of Heads of State and Government in June 2014. He said the aim is to encourage the Sahrawi civil society to take active part in the upcoming election of the 2nd General Assembly of the ECOSOCC scheduled to take place at the end of the year 2014. He added that AU has undertaken a continental sensitization campaign which touched around thirty African countries and that the campaign will conclude next week in Mauritania. it is to be recalled that the Sensitization meeting in Sahrawi Republic took place on 13th October 2014 in “Residencia Martir Tamek Center” and was attended by an important number of civil society organizations. Addressing the sensitization meeting, H.E. Mr. Brahim Mojtar, Minister for Cooperation, underscored the importance for Saharawi civil society to participate in the upcoming ECOSOCC elections and called CSOs to make its voice heard beyond the local level.

      In his speech to the meeting, the AU Representative highly appreciated the efforts made by Saharawi Republic to ensure the success of the mission at both the official and the civil society levels. Mr. Chelba thanked the Saharawi civil society organizations for collaboration and for their strong engagement to participate in the ECOSOCC elections. He also thanked H.E. Lamine Baali, Ambassador of Saharawi Republic in Ethiopia for the efforts to assist in the success of the mission.

      It is to be recalled that during the visit to Saharawi Republic, the delegation met with four Ministers including three women in charge of Education, Women and Social Affairs and Public Service as well as the Governor of Samara Camp. Mrs. Azza Babyh, Mrs. Khira Bellahi, Adviser to the Presidency, and Mrs Fatma El Mehdi, the Secretary General of the Sahrawi National Union of Women. Field visits have been undertaken during the mission to educational institutions as well as to hospitals in Saharawi Republic.

      The ECOSOCC continental Sensitization and Motivation campaign will end in Nouakchott, Mauritania from 15 to 18 October 2014.

      Mesdames et Messieurs,

      C’est un grand plaisir pour moi et la délégation qui m’accompagne de m’adresser à cet auditoire de représentants de différents secteurs de la société tunisienne. Nous sommes honorés d’être parmi vous aujourd'hui à l’occasion de cet événement important. Notre présence à Tunis témoigne du grand intérêt accordé par la Commission de l’Union Africaine à l’établissement de rapports directs avec les populations et les citoyens africains.

      Il vous souvient que quinze ans auparavant, le 09/09/1999, les Chefs d’Etat et de Gouvernement de l’Organisation de l’Unité Africaine (OUA) ont adopté la Déclaration de Syrte, qui demande la création de l’Union Africaine. L’objectif, entre autres, visait l’accélération du processus d’intégration du continent afin de permettre à l’Afrique de jouer le rôle qui lui revient dans l’économie mondiale, tout en déployant des efforts pour résoudre les problèmes sociaux, économiques et politiques multiformes auxquels elle est confrontée. C’est l’avènement de l’Union africaine (UA) qui peut être considérée comme une étape majeure dans l’évolution institutionnelle de notre continent.

      En effet, l’une des principales différences entre l’UA et l’ancienne O.U.A est l’accent mis par l’UA sur le renforcement de la participation de tous les segments de la société dans les affaires de l’Union. Ce principe fondamental a été consigné dans l’Acte Constitutif de l’UA qui prône un partenariat entre les Etats et toutes les composantes de la société.

      Pour concrétiser ce principe cardinal, l'Union Africaine a créé un Département au sein de la Commission pour épauler et soutenir les acteurs non étatiques. Cette structure est CIDO (Direction de la Société Civile et de l’Organisation de la Diaspora). En Plus, l’Acte Constitutif de l’UA a prévu la création d'un organe spécifique représentant la société civile, c’est le Conseil Economique, Social et Culturel (ECOSOCC) ; il s’agit d un organe consultatif non résident, dont le secrétariat technique est assuré par CIDO.

      Les membres de cet organe sont directement élus par la société civile. Selon les statuts de l’ECOSOCC, on entend par société civile, non seulement les ONG comme certains peuvent le penser, mais tout un éventail d’acteurs indépendants, tels que: les groupes professionnels, les associations dans tous les secteurs, les groupes sociaux tels que ceux représentant les femmes, les enfants, les jeunes, les personnes âgées, les organisations communautaires et bénévoles, les organisations culturelles, les syndicats, les associations de journalistes, médecins, avocats, magistrats etc.

      L’ECOSOCC est composé de 150 membres, dont deux représentants de chacun des 54 États membres, 8 représentants continentaux, 10 représentants sous régionaux, 20 membres de la diaspora et 6 représentants désignés par la Commission de l’UA en consultation avec les Etats membres, sur la base de considérations spécifiques.

      Nous nous sommes déplacés à Tunis pour mettre en œuvre la décision EX.CL/849 (XXV), prise lors du Sommet de Malabo de juin 2014, par le Conseil Exécutif de l’UA, et qui a demandé à la Commission d’entreprendre une campagne continentale de sensibilisation et de motivation des organisations de la société civile africaine en vue de les inciter à participer en grand nombre aux élections de l’ECOSOCC.

      Comme vous le savez, la Commission avait entamé le processus d'élection de la deuxième Assemblée Générale de l'ECOSOCC depuis 2012 mais n’avait pas pu obtenir un nombre suffisant pour la mise en place de la 2eme Assemblée Générale. C’est à la suite de cette constatation que la Commission avait présenté, lors du Sommet de Malabo, un rapport aux organes de décisions de l’Union Africaine en proposant une série d'options et de recommandations pour aller de l'avant. Ce processus vous sera exposé en détail au début de la session interactive de questions et réponses.

      La Commission a été mandatée pour mener cette campagne continentale de sensibilisation des OSC destinée à couvrir les cinq régions du continent. Le choix a été de concentrer cette campagne sur les Etats Membres qui n'ont pas eu un nombre suffisant de candidats éligibles pour les élections de l’ECOSOCC. C'est l'entreprise que nous entamons ce jour, ici, à Tunis qui a été représentée au sein de la 1ere AG de l’ECOSOCC par deux OSC. Des réunions similaires ont été organisées durant les derniers jours par cette délégation au Togo, Sénégal, Cape Vert, Bénin, Congo, Gabon, Guinée Equatoriale et Sao Tome et Principe. Les réunions de sensibilisation accomplies ont connues une forte participation des OSC dans ces pays, ce qui témoigne de l’intérêt accordé par la communauté de la société civile africaine aux programmes de la Commission et aux efforts de mettre en place la 2eme Assemblée Générale de l’ECOSOCC.

      L’objectif est de finaliser les élections des nouveaux membres de l’ECOSOCC au cours du dernier trimestre pour pouvoir mettre en place l'Assemblée de l'ECOSOCC, avant la fin de l’année 2014.

      Il est important de noter que les élections auxquelles nous vous encourageons à participer, sont des élections pour et par la société civile. En effet, vous, les organisations de la société civile, vous serez en même temps les électeurs et les élus. Les gouvernements et la Commission ne seront seulement que des observateurs et des facilitateurs du processus électoral.

      Il est également important que vous sachiez que ceux que vous allez choisir seront amenés à partager la responsabilité de la prise de décision et d'orientation du continent et devront travailler avec d'autres parties prenantes pour l’accomplissement du projet commun de tous les citoyens africains. Ils auront également le devoir de vous rendre compte de leurs actions et de maintenir un flux de communication avec les organisations de base pour le bien être de notre société.

      Mesdames et Messieurs,

      J'espère enfin, que cette réunion vous aidera à vous impliquer davantage dans le processus et vous fournira les outils et informations nécessaires qui vous permettront de mieux constituer vos dossiers de candidatures.

      J’espère qu’à l’issue de cette campagne vous serez nombreux à répondre à cet appel au devoir et à prendre part aux prochaines élections de l'ECOSOCC et que la société civile tunisienne qui a démontré son engagement pour les nobles causes, sa grande sagesse pour résoudre et dépasser les différends qui lui ont valu l’estime et la considération sur le plan international, j’espère que cette société civile soit bien représentée au sein de la prochaine Assemblée de l’ECOSOCC.

      ECOSOCC: Delegation of the African Union Received by the Secretary of State for Foreign Affairs of Tunisia

      Tunis, Tunisia - September 29, 2014 - Mr. Faisal Gouia, Tunisian Secretary of State for Foreign Affairs, received on 29 September 2014, at his office at the Ministry of Foreign Affairs, members of the African Union delegation on official visit to Tunis within the framework of the ongoing sensitization and motivation campaign of the civil society organisationsto participate in the elections of the Second Assembly of the Economic, Social and Cultural Council (ECOSOCC) of the African Union (AU) .

      During the meeting, the Secretary of State stressed the importance of the fundamental role that of the ECOSOCC with regard to the wellbeing of the African citizens as well as the need to contribute effectively to the achievement of African integration. He indicated that Tunisia values the campaign led by the African Union in view to ensure a successful elections of the General Assembly of ECOSOCC.

      Mr. Faisal Gouia congratulated the AU Commission for its commendable efforts to bring the Union closer to its citizens and to ensure their participation in a democratic and transparent manner to the elections of the 2nd Assembly General ECOSOCC.

      The delegation of the African Union was composed of Mr. Jalel Chelba, Head of the Division of Civil Society in the Department of Civil Society and Diaspora (CIDO) and Ms. Habiba El Mejri Sheikh, Director of Information and Communication (DIC).

      The sensitization meeting at which all Tunisian civil society organizations were invited, will be held on Wednesday, October 1, 2014, from 09.30 in the meeting room of the Centre for Information, Training, Studies and Documentation Associations (IFEDA).

      ECOSOCC: Delegation of the African Union Received by the Secretary of State for Foreign Affairs of Tunisia

      African Union Invites Sao Tome and Principe Civil Society to Take Part in the Ecosocc General Assembly Elections

      Sao Tome, 23 September 2014 –After Congo Brazzaville, Malabo and Libreville, it was the turn of Sao Tome and Principe from 20 – 24 September 2014, to welcome the sensitization and motivation campaign delegation for the election of the 2nd General Assembly of the Economic, Social and Cultural Council of the African Union (ECOSOCC). A meeting grouping the civil society organization of Sao Tome and Principe was organized to that effect on 23 September 2014 in the conference room of the Sao Tome cultural center to exchange view on the practical modalities and criteria for participation in the elections billed for the fourth quarters of the year 2014.

      Addressing participants at the opening ceremony, the representatives of the Ministry of Foreign Affairs of the Republic of Sao Tome and Principe, and Secretary General Mr. Francisco Fernandez, lauded the initiative of the African Union for launching this sensitization campaign which will not only motivate the population but will also close the gap between the AU organization and the people of the country. He reiterated his government willingness to work hand in hand with the AU delegation to ensure the full participation of the civil society in the ECOSOCC election as well as motivate the population to develop greater interest in the development agenda of the Union.

      Speaking earlier, the president of the Federation of NGOs of Sao Tome, Mr Manuel Jorge de Carvallio do Rio welcomed the good initiative, which will help to consolidate the relationship between the African Union and the civil society. He added that this would enlighten the population to know more about the activities of the Union.

      Mr. Jalel Chelba, Head of the AU delegation expressed satisfaction to the interest showed by the civil society during the interactive session and he encouraged them to apply massively for the election of 2nd General Assembly of the ECOSOCC. Mr. Chelba called on the journalists who were present at the meeting to help in the sensitization process by popularizing the message calling on all the civil society organizations to mobilize ahead of the ECOSOCC elections.

      Mrs. Fatima Karadja, Vice president of ECOSOCC presented the objective of the organ while Mr. Baba Sogodogo, from the office of the Chairperson of the AU Commission briefed the participants on the structures of the AU.

      AU Delegation meets Sao Tome and Principe Authorities

      Upon their arrival, the AU delegation held a working session on 22 September 2014 with the Director of Political Affairs in the Ministry of Foreign Affair of Sao Tome and Principe, Mr. Urbino Botelho to discuss on the need to involve the civil society as much as possible into the activities of the ECOSOCC through the sensitization campaign of the AU.

      On the same day, the AU Delegation was received in audience by H.E Oscar Aguisa E Sousa, Minister of Interior and Defense of the Democratic Republic of Sao Tome and Principe who, on behalf of the Minister of Foreign Affairs, expressed

      gratitude to the AU leadership for sending a team to interact and exchange views with to the Sao Tome and Principe population on important issues concerning the wellbeing of their citizens.

      After the audience, the Head of the AU Delegation granted an interview to the national television to explain the objective of the mission and invite the civil society to develop more interest in the ECOSOCC saying that this platform will enable them contribute significantly in the decision making processes of the continent.

      Worth recalling that, the AU sensitization campaign has been launched to ensure the implementation of the decision EX.CL/Dec.849 (XXV), adopted by the 23st Ordinary Session of the AU Assembly, held in Malabo in June 2014. It is aimed at encouraging greater participation the African CSOs; particularly the least represented countries to take part in the elections of the ECOSOCC General Assembly.

      Established under the provisions of Articles 5 and 22 of the African Union’s Constitutive Act, ECOSOCC is the vehicle for building a strong partnership between governments and all segments of African civil society. The Statute of ECOSOCC, adopted by the Heads of State and Government at the Third Ordinary Session of the Assembly in July 2004 defines it as an advisory organ of the African Union composed of different social and professional groups of the Member States of the African Union [Assembly/AU/Dec.42 (III)].

      These CSOs include but are not limited to the following: a) Social groups such as those representing women, children, the youth, the elderly and people with disability and special needs; b) Professional groups such as associations of artists, engineers, health practitioners, social workers, media, teachers, sport associations, legal professionals, social scientists, academia, business organizations, national chambers of commerce, workers, employers, industry and agriculture as well as other private sector interest groups; c)Non-governmental organizations (NGOs), community-based organizations (CBOs) and voluntary organizations; d) Cultural organizations and e) social and professional groups in the African Diaspora in accordance with the definition approved by the Executive Council.

      ECOSOCC SENSITIZATION AND MOTIVATION CAMPAIGN: GABONESE PRIME MINISTER DANIEL ONA ONDO RECEIVES THE AFRICAN UNION DELEGATION

      Libreville, 18 September 2014 – The Prime Minister of the Republic of Gabon, H.E. Pr Daniel Ona Ondo has received in audience today, Thursday 18 September 2014, the African Union delegation who arrived in Libreville within the framework of the ongoing sensitization and motivation campaign for the election of the 2nd General Assembly of the Economic, Social and Cultural Council of the African Union (ECOSOCC).

      The team led by Mr. Jalel Chelba, from the Civil Society Division of the African Union, briefed the Gabonese Prime Minister on the objectives of the sensitization campaign as mandated by the Malabo Summit of Heads of State and Government in June 2014. He said the aim is to encourage the Gabonese civil society to take active part in the upcoming election of the 2nd General Assembly of the ECOSOCC scheduled to take place at the end of the year 2014.

      The other members of the AU delegation are: Mrs. Hortense Nguema Okome, Head of the African Union Liaison Office to the Economic Community of the Central African States (ECCAS), Mrs. Fatima Karadja, vice president of the 2nd ECOSOCC General Assembly, Mr. Baba Sogodogo from the Office of the Chairperson of the AUC and member of the Interdepartemental Committee of the AUC and Mrs. Esther Azaa Tankou, Head of Information Division in the Directorate of Information and Communication of the African Union.

      Mr. Chelba who is also Head of Civil Society Division at the Directorate of Civil Society and Diaspora (CIDO) of the AU Commission, informed the Gabonese Prime Minister that the AU has embarked on this continental sensitization campaign so as to give equal opportunity to all African civil society organizations to submit their candidatures as members of the ECOSOCC so that they can contribute significantly to the development agenda of the continent.

      To that effect, Prime Minister Pr Ona Ondo lauded the initiative of the Chairperson of African Union Commission, Dr. Nkosazana Dlamini Zuma, for deploying a team to sensitize the Gabonese civil society organizations. He said his Government will facilitate the process and ensure a greater involvement of the CSOs to the election of the ECOSOCC.

      The Prime Minister reiterated the commitment of H.E.M Ali Bongo Ondimba, President of the Republic of Gabon to promote a more active Gabonese civil society in the development agenda of the Union.

      Meanwhile the AU delegation is expected to meet the Gabonese civil society tomorrow Friday 19 September 2014 at the headquarters of the Social and Economic Council of the Republic of Gabon.
